This work is an investigation from oral sources, and inquiry about education in Santa Tecla, in the 1930s. Se ha realizado un análisis comparativo del crecimiento económico entre la Región Administrativa Especial (RAE) Hong Kong y Perú. Los dos primeros capítulos enmarcan la investigación en el entorno internacional y las teorías que se relacionan al desarrollo económico. En el capítulo I, se ha descrito la situación económica post segunda guerra mundial y la situación de los países denominados tigres asiáticos. En adición, se revisó los antecedentes de la formación de Hong Kong tomando en consideración algunas variables políticas, económicas, legales, sociales, culturales y religiosas. En el Capítulo II se ha desarrollado el marco teórico y se ha revisado seis teorías económicas (entre ellas, la teoría de los ciclos económicos, las teorías del crecimiento económico y la nueva teoría del comercio internacional), importantes para comprender los fundamentos del crecimiento económico de Perú y la RAE Hong Kong. En el Capítulo III se ha realizado un análisis comparativo histórico de Perú y la RAE Hong Kong, analizando las oportunidades de crecimiento que ambos países tuvieron. Asimismo, en este capítulo se ha complementado la revisión histórica analizando algunos parámetros económicos como el PIB, PIB per cápita, comercio, inversión directa extranjera e inversión en educación, en el periodo 1971 – 2012, logrando identificar qué factores fueron determinantes en el crecimiento económico de la RAE Hong Kong y Perú. This article analyzes the changes in information management by the public sector. Traditionally, information was accumulated for official use only but now it is generated for offering to the public. This transformation is the result of information technology and communications, whose use has changed the relationship between governmental institutions and citizens. These are now demanding information and Government has become one of their best suppliers. Similarly, the possibility of providing open public data converts this information into an abundant and free asset. Such information versatility involves a modification of the traditional definition of document and draws a clear distinction between the concepts of documentation and information. ; El artículo analiza los cambios experimentados en la manera en que el sector público gestiona la información, hasta ahora la acumulaba para su uso exclusivo, ahora la produce con el fin de ponerla a disposición de los ciudadanos. Esta transformación es resultado de las Tecnologías de la Información y de las Comunicaciones, su uso ha cambiado las relaciones entre instituciones y ciudadanos, estos son ahora demandantes de información, y el Gobierno es uno de sus mejores proveedores. Asimismo, la posibilidad de ofrecer los datos públicos abiertos convierte esa información en un activo abundante y barato. Esa versatilidad de la información supone una modificación de la definición tradicional de documento y dibuja una clara diferencia entre los conceptos de documentación e información.
The Word Health Organization (WHO) declared in March 2020 that we are facing a pandemic designated as COVID-19, which is the acronym of coronavirus disease 2019, caused by a new virus know as severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). In Mexico, the first cases of COVID-19, was reported by the Secretary of Health on 28 February 2020. More than sixteen thousand cases and more than fifteen thousand deaths have been reported in Mexico, and it continues to rise; therefore, this article proposes two online visualization tools (a web platform) that allow the analysis of demographic data and comorbidities of the Mexican population. The objective of these tools is to provide graphic information, fast and updated, based on dataset obtained directly from National Governments Health Secretary (Secretaría de Salud, SSA) which is daily refreshed with the information related to SARS-CoV-2. To allow a dynamical update and friendly interface, and approach with R-project, a well-known Open Source language and environment for statistical computing and Shiny package, were implemented. The dataset is loaded automatically from the latest version released by the federal government of Mexico. Users can choose to study particular groups determined by gender, entity, type of result (positive, negative, pending outcome) and comorbidity. The image results are plots that can be instantly interpreted and supported by the text summary. This tool, in addition to being a consultation for the general public, is useful in Public Health to facilitate the visualization of the data, allowing its timely interpretation due to the changing nature of COVID-19, it can even be used for decision-making by leaders, for the benefit of the health of the community.
