Cet article analyse le contenu et la structure de l'Accord global sur l'investissement (AGI) – en anglais « Comprehensive Agreement on Investment » (CAI) –, alors signé par les autorités de l'Union européenne avec la Chine le 30 décembre 2020. Il considère ensuite le débat qui s'est ouvert en Europe sur sa ratification (en suspens) à la lumière dimensions géopolitiques de la politique commerciale européenne.
Regional cooperation among neighboring states in the current world is not only about f ree trade. It is a consolidated multidimensional reality in every conti-nent since decade as shown by a large comparative literature in various disciplines exploring similarities and diversities, endogenous drivers and exogenous factors. One of the main differences is between the democratic type defined "new regional-ism" by the international epistemic community since the '90s and the more recent authoritarian and hierarchical model of top-down regional cooperation. The article is addressing a crucial question: how does this complex reality interplay with multilateral global governance, notably in hard times of crisis and coming back of power politics? The article explores various forms of regional and interregional cooperation and concludes by drafting three scenarios: a) a transformation of regional organizations into spheres of influences of great powers; b) a multilayered global governance as the driver of a new more legitimate and efficient multilateralism; c) a mixed and weaker global governance, combining in a unstable and uncertain way, f ragmentation, power politics, democratic multilateralism, functional cooperation. ; SCOPUS: ar.j ; info:eu-repo/semantics/published

This article aims to contribute to the gradual building of a common scientific language within the world International Relations (IR) epistemic community. The author shares the objective, indicated by many leading Chinese scholars, of a pluralist IR theory that goes beyond Western-centric mainstream theories to provide a European continental perspective. Such a perspective takes stock, on the one hand, of the legacy of Gramsci, Bobbio, and Habermas, and, on the other, of the theoretical implications of European unity as a sophisticated instance of regional cooperation. Since the dialogue must be at the highest possible theoretical level, the author selects as main partners two leading theories from the increasingly rich and internally various Chinese IR scholarship: the books recently published in English by Qin Yaqing and Yan Xuetong, who represent-not only in China, but at world level-two fundamental references in the international theoretical debate. They lead two innovative approaches: Qin's relational theory and Yan's theory of moral realism. The author discusses their main theses and concepts regarding IRT and global governance in a free, open, and dialectic way, notably, the balance between background cultures and multilateral convergence; and the differences between the crucial concepts of hegemony, domination, and leadership, as well as alternative perspectives on global governance within a multipolar world-a new post-hegemonic multilateralism? The chapter addresses the question of the discontinuity and continuity in Italian discourse about European integration after WW2. On the one hand, discontinuity is shown by the changing approach to EU by Mr S. Berlusconi (three times Prime Minister from 1994 to 2011) and the leaders of the ruling centre-right coalitions of the 2nd Italian Republic starting in 1992 as well as by the effects of the economic crisis in underpinning populism. On the other hand, by a historical institutionalist approach, the author stresses that the weight of the anti-fascist origins of the Europeanist streams, the rich cultural heritage and the lack of any practical nationalist alternative explain the comparatively high rate of continuity in Italian support for EU integration.
