Data-driven government, meaning the use of technologies like data analytics, Artificial Intelligence and algorithmic decision-making for policymaking and public administration, offers advantages as well as challenges for a free society. Interne und externe Servicestellen sollen die Bereitstellung von Open Gov ernment Data (OGD) durch die Verwaltung vorantreiben, indem sie etwa Vorteile aufzeigen, Sorgen zerstreuen, organisationale Voraussetzungen schaffen und externen Druck verstärken. Diese Fallstudie betrachtet die Open Data Informationsstelle Berlin (ODIS) als externe OGD-Servicestelle und untersucht ihre Wirkung auf die Datenbereitstellung der Berliner Bezirksverwaltungen. Die Auswertung von Experteninterviews mit sieben Open-Data-Beauftragten und Datenkoordinatoren in sechs Bezirksämtern zeigt einen schwachen positiven Einfluss von ODIS auf die Bereitschaft zur Datenveröffentlichung durch Informations- und Beratungsangebote, die Unterstützung von Pilotprojekten und die Vernetzung von Communities of Practice. Allerdings verfügt die Informationsstelle mangels Entscheidungs- und Weisungsbefugnissen gegenüber den Bezirksverwaltungen nicht über das hierarchische Gewicht, um etwa Ressourcenmangel oder allgemeinem Widerstand gegen Open Data effektiv entgegenzuwirken.

Part 3: Policy and Stakeholders ; International audience ; Reducing the digital divide is one of the main policy objectives of the "Europe 2020 Strategy" (2010) and the "Riga Declaration" (2006). To this end, the EU transfers structural funds for broadband expansion to regional governments rather than to the national level which is typically seen as the decisive actor in broadband expansion. To explore the relevance of the regions in widening broadband access, we analyze the influence of economic, demographic and institutional factors on broadband expansion at the regional and national level. In order to account for the interplay between both levels of government, we employ a multi-level regression model. We find that regional level variables are able to explain part of broadband access improvement. Significant variables are ERDF expenditure dedicated to broadband expansion, the status of regional broadband diffusion in 2008 and the national degree of inter-platform competition. The paper concludes that, although there is evidence of the role of the regions in the European policy process, the national level still performs an important gatekeeper function and that national ICT strategies are needed to successfully close the geographical digital divide in the EU.

Background: Assessment of utilization of institutional delivery services is crucial to reduce risk of maternal mortality and morbidity in countries like Nepal. This study was conducted to find out the proportion of utilization of institutional delivery service and associated factors among mothers.Methods: Data was collected from the total of 129 mothers of Kathar VDC, Chitwan district who delivered baby within last one year proceeding the period of data collection using census method. Descriptive statistics and binary logistic regression analysis were applied.Results: Out of 129 mothers, 78.3% had their delivery in the health facilities. Binary logistic analysis showed number of factors associated with utilization of institutional delivery service such as ethnicity, respondents educational level, number of pregnancy, number of ANC visit and birth preparedness status. But in the multivariable logistic regression analysis, no. of ANC visit (AOR = 10.03, 95 % CI = 1.02-98.29) was only independent factors affecting institutional delivery service utilization.Conclusions: A number of factors have been shown to affect the utilization of institutional delivery. Therefore, concerned authority should plan and implement awareness programme aiming at increasing antenatal clinic visits and utilization of institutional delivery service.
