The main objective of the present survey is to outline the state of the insurance market in Bulgaria and the countries of Central and Eastern Europe. Emphasis is placed on the state and development of premium income, insurance penetration and insurance density. Some theoretical statements in the field of the insurance sector are also outlined. It was found that the pace of the development of the indicators "insurance penetration" and "insurance density" in Bulgaria is significantly lagging behind that of the countries of Central and Eastern Europe.

This article is dedicated to the topic of social potential as a source of development and sustainable functioning of the socio-economic system. It is pointed out that economic progress can also turn out to be a form of regress unless human investments are made. This baseline is used to put forward and discuss two major problems. The first problem refers to the relationship between human behavior and social potential. The focus here is placed on the system of values as a basic difference in human behavior. It also focuses on some psychological aspects of the thinking patterns behind one's personality and behavior. The second problem is related to specific behavioral patterns that hinder the realization of social potential. Knowing them and being willing to eliminate them in the management practice may lead to an increase in the effective functioning of the socio-economic system.

The problem of the sustainability of the management process and the dependency in human relations in social systems is defined. The causes of the misunderstood policy are analysed Problems in the implementation of tasks are examined through the prism of team work. All this justifies controlled going back as a factor for governing sustainability under certain circumstances (as defined in the study).

The highlighted issues focus on sanctions and unethical human factor behavior in corporate management, looking for the relation among behavior, assignment and implementation of business objectives and the effect resulting from the lack of positive results. Concepts are presented on the change of conduct and the trends leading to remunerations or sanctions. The activities of the managers and the employees are analysed in view of their behavior – how the sanctions are applied and accepted by them. Various examples of unethical conduct of staff, the sanctioning need and the effect of its requirement are demonstrated.
