Purpose – We study how communication agencies became important sites for the rise of measurement expertise in the government of consumer conduct following the development of online consumption. Our examination focuses on the processes by which digital measurement developed (within the agencies) as a new legitimate form of expertise, able to produce relevant and detailed knowledge about the government of web-users. Design/methodology/approach – We carried out a field examination in France, predicated on 100 interviews with actors involved in communication consultancy. Drawing on the concepts of governmentality and inter-jurisdictional experimentation, we examine how digital measurement expertise acquired legitimacy within agencies. We also analyze how contemporary technologies of measurement and surveillance, as operated by in-house digital experts, provide advertising specialists and advertisers with increasingly precise data on consumer conduct and thought. Findings – The constitution and legitimization of digital measurement expertise was characterized by experimentation, culminating in the production of persuasive claims of tangibility concerning communication impact, and in relative agreement on the relevance of digital expertise in operating increasingly powerful technologies of measurement and surveillance. Originality/value – While the role of experts in promoting and implementing neoliberal governmentality is emphasized in the literature, our study indicates that considerable work is needed to develop and legitimize expertise consequent with neoliberalism. Also, our analysis highlights that the spread of digital measurement expertise and knowledge production in the government of web-users constitutes a noteworthy step in the neo-liberalization of society. Behind the front of "free" conduct lies an increasingly powerful network of technologies and expertise aimed at rendering consumer conduct knowable and predictable.

Abstract. As the amount of spatial data is growing, there is increased interest in developing tools to explore, visualize and interpret them, with the final aim of informing decision making efficiently. Within the European MIAVITA project, we examined this issue in the case of volcanic areas, where existing geospatial databases are particularly complex due to the number of threats to be considered, including volcanic (e.g. lava flows, ash fall) and non-volcanic hazards, such as landslides or tsunamis. We involved a group of hazard and risk analysts and managers, civil security officers, GIS analysts and system developers to design a Web-based geographical information system (WebGIS). We tested the system at the Mount Cameroon volcano, taking advantage of a complex hazard and risk geographical database. This study enabled identifying key requirements for such tools in volcanic areas, such as the need to manage user privileges differently according to their profile and the status of the volcano. This work also highlights that, in addition to the development of large geoinformation clearinghouses, there is a need for site-specific information systems focused on working procedures of users, in order to fill the last gap between data producers and users.

Abstract. This paper presents an integrated approach to conduct a scenario-based volcanic risk assessment on a variety of exposed assets, such as residential buildings, cultivated areas, network infrastructures or individual strategic buildings. The focus is put on the simulation of scenarios, based on deterministic adverse event input, which are applied to the case study of an effusive eruption on the Mount Cameroon volcano, resulting in the damage estimation of the assets located in the area. The work is based on the recent advances in the field of seismic risk. A software for systemic risk scenario analysis developed within the FP7 project SYNER-G has been adapted to address the issue of volcanic risk. Most significant improvements include the addition of vulnerability models adapted to each kind of exposed element and the possibility to quantify the successive potential damages inflicted by a sequence of adverse events (e.g. lava flows, tephra fall, etc.). The use of an object-oriented architecture gives the opportunity to model and compute the physical damage of very disparate types of infrastructures under the same framework. Finally, while the risk scenario approach is limited to the assessment of the physical impact of adverse events, a specific focus on strategic infrastructures and a dialogue with stakeholders helps in evaluating the potential wider indirect consequences of an eruption.

Abstract. Hazard mapping in poorly known volcanic areas is complex since much evidence of volcanic and non-volcanic hazards is often hidden by vegetation and alteration. In this paper, we propose a semi-quantitative method based on hazard event tree and multi-hazard map constructions developed in the frame of the FP7 MIAVITA project. We applied this method to the Kanlaon volcano (Philippines), which is characterized by poor geologic and historical records. We combine updated geological (long-term) and historical (short-term) data, building an event tree for the main types of hazardous events at Kanlaon and their potential frequencies. We then propose an updated multi-hazard map for Kanlaon, which may serve as a working base map in the case of future unrest. The obtained results extend the information already contained in previous volcanic hazard maps of Kanlaon, highlighting (i) an extensive, potentially active ~5 km long summit area striking north–south, (ii) new morphological features on the eastern flank of the volcano, prone to receiving volcanic products expanding from the summit, and (iii) important riverbeds that may potentially accumulate devastating mudflows. This preliminary study constitutes a basis that may help local civil defence authorities in making more informed land use planning decisions and in anticipating future risk/hazards at Kanlaon. This multi-hazard mapping method may also be applied to other poorly known active volcanoes.

We present the Global Rapid Advanced Network Devoted to the Multi-messenger Addicts (GRANDMA). The network consists of 21 telescopes with both photometric and spectroscopic facilities. They are connected together thanks to a dedicated infrastructure. The network aims at coordinating the observations of large sky position estimates of transient events to enhance their follow-up and reduce the delay between the initial detection and optical confirmation. The GRANDMA programme mainly focuses on follow-up of gravitational-wave alerts to find and characterize the electromagnetic counterpart during the third observational campaign of the Advanced LIGO and Advanced Virgo detectors. But it allows for follow-up of any transient alerts involving neutrinos or gamma-ray bursts, even those with poor spatial localization. We present the different facilities, tools, and methods we developed for this network and show its efficiency using observations of LIGO/Virgo S190425z, a binary neutron star merger candidate.We furthermore report on allGRANDMAfollow-up observations performed during the first six months of the LIGO-Virgo observational campaign, and we derive constraints on the kilonova properties assuming that the events' locations were imaged by our telescopes. © 2019 The Author(s). ; Parts of this research were conducted by the Australian Research Council Centre of Excellence for Gravitational Wave Discovery (OzGrav), through project number CE170100004. Context. The Centaur (10199) Chariklo has the first ring system discovered around a small object. It was first observed using stellar occultation in 2013. Stellar occultations allow sizes and shapes to be determined with kilometre accuracy, and provide the characteristics of the occulting object and its vicinity. Aims. Using stellar occultations observed between 2017 and 2020, our aim is to constrain the physical parameters of Chariklo and its rings. We also determine the structure of the rings, and obtain precise astrometrical positions of Chariklo. Methods. We predicted and organised several observational campaigns of stellar occultations by Chariklo. Occultation light curves were measured from the datasets, from which ingress and egress times, and the ring widths and opacity values were obtained. These measurements, combined with results from previous works, allow us to obtain significant constraints on Chariklo's shape and ring structure. Results. We characterise Chariklo's ring system (C1R and C2R), and obtain radii and pole orientations that are consistent with, but more accurate than, results from previous occultations. We confirm the detection of W-shaped structures within C1R and an evident variation in radial width. The observed width ranges between 4.8 and 9.1 km with a mean value of 6.5 km. One dual observation (visible and red) does not reveal any differences in the C1R opacity profiles, indicating a ring particle size larger than a few microns. The C1R ring eccentricity is found to be smaller than 0.022 (3 sigma), and its width variations may indicate an eccentricity higher than similar to 0.005. We fit a tri-axial shape to Chariklo's detections over 11 occultations, and determine that Chariklo is consistent with an ellipsoid with semi-axes of 143.8(-1.5)(+1.4), 135.2(-2.8)(+1.4), and 99.1(-2.7)(+5.4) km.
