Resistance of Public Personnel to Open Government: A cognitive theory view of implementation barriers towards open government data

Compte tenu du recours croissant aux canaux de médias sociaux dans les administrations publiques, la présente étude examine les antécédents et les conséquences de l'attractivité des sites de médias sociaux des administrations publiques, en particulier au niveau du gouvernement local. Nous nous appuyons sur un modèle basé sur la théorie des usages et des gratifications et appliquons une approche de modélisation par équation structurelle en testant notre modèle sur la base des données d'une enquête menée auprès de 164 citoyens en Allemagne qui utilisent des sites de médias sociaux dans le contexte de l'administration publique. Nous constatons ainsi que la motivation sociale, le contenu généré par les utilisateurs et le contenu généré par les administrateurs publics ont une influence positive significative sur l'attractivité. De plus, l'attractivité a une influence positive à la fois sur l'intention d'utilisation et sur l'intention de bouche à oreille (BàO). Remarques à l'intention des praticiens L'attractivité des sites de médias sociaux des institutions publiques, comme Facebook, est en grande partie déterminée par trois facteurs : les utilisateurs souhaitent se connecter à d'autres utilisateurs et l'attrait du contenu généré par les institutions publiques ainsi que par d'autres utilisateurs. Les données empiriques indiquent qu'augmenter l'attractivité des pages de médias sociaux est un moyen d'inciter les utilisateurs à utiliser plus souvent le site social et à recommander la page à d'autres personnes. Dans ce contexte, les gestionnaires de médias sociaux des sites de l'administration publique doivent s'efforcer de proposer une plateforme ouverte permettant aux citoyens d'échanger des informations et de proposer un contenu intéressant et tourné vers le citoyen.

With regard to the increasing use of social media channels in public administrations, this study investigates antecedents and consequences of public administration's social media website attractiveness, focusing on the local government level. We derive a model based on the Uses and Gratifications Theory and apply a structural equation modeling approach by testing our model based on a survey data of 164 citizens in Germany using social media websites in the context of public administration. As a result, we find that Social Motivation, User-Generated Content and Public Administrator-Generated Content have a significant positive influence on Attractiveness. Moreover, Attractiveness positively affects both Intention to Use and Word-of-Mouth (WoM) Intention. Points for practitioners The attractiveness of public institutions' social media websites such as Facebook depends on three factors: (1) users wish to get connected to other users and (2) the appeal of its content generated by the public institution as well as (3) by other users. Empirical data suggest that the increase in attractiveness of respective social media pages will make users use the social site more often and will also make users recommend the page to others. Against this background, social media page managers of public administration websites will focus on providing an open platform for citizens to exchange information and provide appealing and citizen-oriented content.

Verlagsinfo: Social Media ist für viele Bürgerinnen und Bürger ein wichtiger Bestandteil ihres Alltages geworden. Eine Bürgerorientierung der öffentlichen Verwaltung legt dementsprechend auch ein verstärktes Engagement im Umfeld von Web 2.0 und Social Media nahe. Die erfolgreiche Gestaltung von Web 2.0- Services der öffentlichen Verwaltungen bedarf daher einer nachfrageorientierten Untersuchung des spezifischen Nutzungsverhaltens sowie der damit verbundenen Serviceakzeptanz der Bürgerinnen und Bürger. Diese Untersuchung erarbeitet dazu ein Wirkungsmodell zur Erklärung der Akzeptanz bürgerorientierter Web 2.0- Services. Zur Umsetzung dieses Forschungsvorhabens wurden die folgenden Forschungsfragen betrachtet: - Welche Faktoren beeinflussen die Nutzerakzeptanz bürgerorientierter Web 2.0- Services? (Konfirmatorisch-deskriptiv) - Wie wirken die einzelnen Faktoren auf die Nutzerakzeptanz bürgerorientierter Web 2.0- Services (Konfirmatorisch-explikativ). Die Untersuchung leitet dazu anhand einer systematischen Literaturanalyse ein Wirkungsmodel ab. Zur Prüfung des Models wurde eine Bürgerumfrage durchgeführt und insgesamt 164 verwertbare Rückläufer von Nutzern der Facebook- Seiten generiert, die auf eine Ausschreibung auf 15 städtischen Facebook-Seiten eingegangen sind (Frankfurt, Stuttgart, Essen, Bielefeld, Gelsenkirchen, Mönchengladbach, Krefeld, Hagen, Hamm, Ludwigshafen am Rhein, Offenbach am Rhein, Bottrop, Reutlingen, Ludwigsburg, Gießen). Die Analyse der Daten ergaben, dass alle Wirkungsbeziehungen des erarbeiteten Strukturmodels signifikant Auswirkungen auf die gewählten endogenen Variablen Nutzungsintention bzw. Weiterempfehlungsintention haben. Diese theoriegeleitete Erforschung von Einflussfaktoren mit anschließend empirischer Bestätigung der Wirkungsbeziehungen ermöglicht Strategien zur Einführung entsprechender nachfrageorientierter, effektiver und effizienter Anwendungen mit beiderseitigem Nutzen für Bürger und öffentliche Verwaltung abzuleiten.
