Global environmental goals mandate the expansion of the protected area network to halt biodiversity loss. The European Union's Natura 2000 network covers 27.3% of the terrestrial area of Greece, one of the highest percentages in Europe. However, the extent to which this network protects Europe's biodiversity, especially in a biodiverse country like Greece, is unknown. Here, we overlap the country's Natura 2000 network with the ranges of the 424 species assessed as threatened on the IUCN Red List and present in Greece. Natura 2000 overlaps on average 47.6% of the mapped range of threatened species; this overlap far exceeds that expected by random networks (21.4%). Special Protection Areas and Special Areas of Conservation (non-exclusive subsets of Natura 2000 sites) overlap 33.4% and 38.1% respectively. Crete and Peloponnese are the two regions with the highest percentage of threatened species, with Natura 2000 sites overlapping on average 62.3% with the threatened species' ranges for the former, but only 30.6% for the latter. The Greek ranges of all 62 threatened species listed in Annexes 1 and II to the Birds and Habitats Directives are at least partially overlapped by the network (52.0%), and 18.0% of these are fully overlapped. However, the ranges of 27 threatened species, all of which are endemic to Greece, are not overlapped at all. These results can inform national policies for the protection of biodiversity beyond current Natura 2000 sites.

Conservation actions, such as habitat protection, attempt to halt the loss of threatened species and help their populations to recover. Various research has examined the efficiency and the effectiveness of actions individually. However, conservation actions generally occur simultaneously so the full suite of implemented conservation actions should be assessed. We used the conservation actions underway for all threatened and near-threatened birds of the world (IUCN Red List of Threatened Species) to assess which biological (related to taxonomy and ecology) and anthropogenic (related to geo-economics) factors are associated with the implementation of different classes of conservation actions. We also assessed which conservation actions are associated with population increases in the species targeted. Extinction risk category was the strongest single predictor of the type of conservation actions implemented, followed by landmass type (continent, oceanic island etc) and generation length. Species targeted by invasive alien species control/eradication programs, ex situ conservation, international legislation, reintroduction, or education and awareness-raising activities were more likely to have increasing populations. These results illustrate the importance of developing a predictive science of conservation actions and the relative benefits of each class of implemented conservation action for threatened and near-threatened birds worldwide.

The world's governments have committed to preventing the extinction of threatened species and improving their conservation status by 2020. However, biodiversity is not evenly distributed across space, and neither are the drivers of its decline, and so different regions face very different challenges. Here, we quantify the contribution of regions and countries towards recent global trends in vertebrate conservation status (as measured by the Red List Index), to guide action towards the 2020 target. We found that.50% of the global deterioration in the conservation status of birds, mammals and amphibians is concentrated in ,1% of the surface area, 39/1098 ecoregions (4%) and eight/195 countries (4%) - Australia, China, Colombia, Ecuador, Indonesia, Malaysia, Mexico, and the United States. These countries hold a third of global diversity in these vertebrate groups, partially explaining why they concentrate most of the losses. Yet, other megadiverse countries - most notably Brazil (responsible for 10% of species but just 1% of deterioration), plus India and Madagascar - performed better in conserving their share of global vertebrate diversity. Very few countries, mostly island nations (e.g. Cook Islands, Fiji, Mauritius, Seychelles, and Tonga), have achieved net improvements. Per capita wealth does not explain these patterns, with two of the richest countries - United States and Australia - fairing conspicuously poorly. Different countries were affected by different combinations of threats. Reducing global rates of biodiversity loss will require investment in the regions and countries with the highest responsibility for the world's biodiversity, focusing on conserving those species and areas most in peril and on reducing the drivers with the highest impacts. @copy;2014 Rodrigues et al.

Abstract In response to growing demand for ecosystem-level risk assessment in biodiversity conservation, and rapid proliferation of locally tailored protocols, the IUCN recently endorsed new Red List criteria as a global standard for ecosystem risk assessment. Four qualities were sought in the design of the IUCN criteria: generality; precision; realism; and simplicity. Drawing from extensive global consultation, we explore trade-offs among these qualities when dealing with key challenges, including ecosystem classification, measuring ecosystem dynamics, degradation and collapse, and setting decision thresholds to delimit ordinal categories of threat. Experience from countries with national lists of threatened ecosystems demonstrates well-balanced trade-offs in current and potential applications of Red Lists of Ecosystems in legislation, policy, environmental management and education. The IUCN Red List of Ecosystems should be judged by whether it achieves conservation ends and improves natural resource management, whether its limitations are outweighed by its benefits, and whether it performs better than alternative methods. Future development of the Red List of Ecosystems will benefit from the history of the Red List of Threatened Species which was trialed and adjusted iteratively over 50 years from rudimentary beginnings. We anticipate the Red List of Ecosystems will promote policy focus on conservation outcomes in situ across whole landscapes and seascapes.

Conservation efforts are only as sustainable as the social and political context within which they take place. The weakening or collapse of sociopolitical frameworks during wartime can lead to habitat destruction and the erosion of conservation policies, but in some cases, may also confer ecological benefits through altered settlement patterns and reduced resource exploitation. Over 90% of the major armed conflicts between 1950 and 2000 occurred within countries containing biodiversity hotspots, and more than 80% took place directly within hotspot areas. Less than one-third of the 34 recognized hotspots escaped significant conflict during this period, and most suffered repeated episodes of violence. This pattern was remarkably consistent over these 5 decades. Evidence from the war-torn Eastern Afromontane hotspot suggests that biodiversity conservation is improved when international nongovernmental organizations support local protected area staff and remain engaged throughout the conflict. With biodiversity hotspots concentrated in politically volatile regions, the conservation community must maintain continuous involvement during periods of war, and biodiversity conservation should be incorporated into military, reconstruction, and humanitarian programs in the world's conflict zones. © 2009 Society for Conservation Biology.

Recognizing the imperiled status of biodiversity and its benefit to human well-being, the world's governments committed in 2010 to take effective and urgent action to halt biodiversity loss through the Convention on Biological Diversity's ''Aichi Targets''. These targets, and many conservation programs, require monitoring to assess progress toward specific goals. However, comprehensive and easily understood information on biodiversity trends at appropriate spatial scales is often not available to the policy makers, managers, and scientists who require it. We surveyed conservation stakeholders in three geographically diverse regions of critical biodiversity concern (the Tropical Andes, the African Great Lakes, and the Greater Mekong) and found high demand for biodiversity indicator information but uneven availability. To begin to address this need, we present a biodiversity ''dashboard''-A visualization of biodiversity indicators designed to enable tracking of biodiversity and conservation performance data in a clear, user-friendly format. This builds on previous, more conceptual, indicator work to create an operationalized online interface communicating multiple indicators at multiple spatial scales. We structured this dashboard around the Pressure-State-Response-Benefit framework, selecting four indicators to measure pressure on biodiversity (deforestation rate), state of species (Red List Index), conservation response (protection of key biodiversity areas), and benefits to human populations (freshwater provision). Disaggregating global data, we present dashboard maps and graphics for the three regions surveyed and their component countries. These visualizations provide charts showing regional and national trends and lay the foundation for a web-enabled, interactive biodiversity indicators dashboard. This new tool can help track progress toward the Aichi Targets, support national monitoring and reporting, and inform outcome-based policy-making for the protection of natural resources. Copyright:

Governments have committed to conserving greater than or equal to 17% of terrestrial and greater than or equal to 10% of marine environments globally, especially "areas of particular importance for biodiversity" through "ecologically representative" Protected Area (PA) systems or other "area-based conservation measures", while individual countries have committed to conserve 3-50% of their land area. We estimate that PAs currently cover 14.6% of terrestrial and 2.8% of marine extent, but 59-68% of ecoregions, 77-78% of important sites for biodiversity, and 57% of 25,380 species have inadequate coverage. The existing 19.7 million km super(2) terrestrial PA network needs only 3.3 million km super(2) to be added to achieve 17% terrestrial coverage. However, it would require nearly doubling to achieve, cost-efficiently, coverage targets for all countries, ecoregions, important sites, and species. Poorer countries have the largest relative shortfalls. Such extensive and rapid expansion of formal PAs is unlikely to be achievable. Greater focus is therefore needed on alternative approaches, including community- and privately managed sites and other effective area-based conservation measures.

Governments have agreed to expand the global protected area network from 13% to 17% of the world's land surface by 2020 (Aichi target 11) and to prevent the further loss of known threatened species (Aichi target 12). These targets are interdependent, as protected areas can stem biodiversity loss when strategically located and effectively managed. However, the global protected area estate is currently biased toward locations that are cheap to protect and away from important areas for biodiversity. Here we use data on the distribution of protected areas and threatened terrestrial birds, mammals, and amphibians to assess current and possible future coverage of these species under the convention. We discover that 17% of the 4,118 threatened vertebrates are not found in a single protected area and that fully 85% are not adequately covered (i.e., to a level consistent with their likely persistence). Using systematic conservation planning, we show that expanding protected areas to reach 17% coverage by protecting the cheapest land, even if ecoregionally representative, would increase the number of threatened vertebrates covered by only 6%. However, the nonlinear relationship between the cost of acquiring land and species coverage means that fivefold more threatened vertebrates could be adequately covered for only 1.5 times the cost of the cheapest solution, if cost efficiency and threatened vertebrates are both incorporated into protected area decision making. These results are robust to known errors in the vertebrate range maps. The Convention on Biological Diversity targets may stimulate major expansion of the global protected area estate. If this expansion is to secure a future for imperiled species, new protected areas must be sited more strategically than is presently the case.

However, as biodiversity continues to decline, the effectiveness of PAs in reducing the extinction risk of species remains largely untested. We analyzed PA coverage and trends in species' extinction risk at globally significant sites for conserving birds (10,993 Important Bird Areas, IBAs) and highly threatened vertebrates and conifers (588 Alliance for Zero Extinction sites, AZEs) (referred to collectively hereafter as 'important sites'). Species occurring in important sites with greater PA coverage experienced smaller increases in extinction risk over recent decades: the increase was half as large for bird species with&50% of the IBAs at which they occur completely covered by PAs, and a third lower for birds, mammals and amphibians restricted to protected AZEs (compared with unprotected or partially protected sites). Globally, half of the important sites for biodiversity conservation remain unprotected (49% of IBAs, 51% of AZEs). While PA coverage of important sites has increased over time, the proportion of PA area covering important sites, as opposed to less important land, has declined (by 0.45-1.14% annually since 1950 for IBAs and 0.79-1.49% annually for AZEs). Thus, while appropriately located PAs may slow the rate at which species are driven towards extinction, recent PA network expansion has under-represented important sites.
