La navigation sur l'océan Arctique, sur les quelque 14 000 km séparant la mer de Barents du détroit de Béring est le moyen le plus économique, sinon le seul, d'accéder aux vastes territoires du nord de la Russie. Ceux-ci sont en effet particulièrement riches en hydrocarbures (35 % des réserves mondiales) et en minerais de toutes sortes et sont à même de jouer un rôle déterminant sur les plans stratégique et militaire. Les autorités soviétiques l'ont bien compris et ont décidé, au début des années 1930, d'aménager la Route maritime du Nord (Sevmorput) pour les navires marchands, qui est ouverte toute l'année, depuis 1978, dans sa partie occidentale jusqu'à Dikson, aux bouches de l'Ienisseï. A la fin des années 1980, l'URSS disposait sur cette voie de 350 navires de charge de classe glace, à coque renforcée, et de 16 brise-glace au long cours, dont 8 à propulsion nucléaire ; durant cette décennie, le trafic a culminé à 7 millions de tonnes, en dépit des grandes difficultés que soulève la navigation sur une mer englacée la majeure partie du temps. Mais l'effondrement du système soviétique et la fin des subventions budgétaires ont engendré une profonde récession : la flotte se réduit désormais à une soixantaine de navires de classe glace et seuls 6 brise-glace sont en service, la moitié de la cinquantaine de ports, construits pendant la période soviétique, ne sont plus utilisés, le trafic maritime atteint au maximum 3,5 millions de tonnes, les bases militaires ont été démantelées, les villes se sont vidées de leur population... Ayant pris conscience que la mise en valeur du Grand Nord était l'un des maillons lui permettant de s'affirmer en tant que grande puissance, Moscou a entrepris notamment de redynamiser l'activité sur la Route maritime. Si sa gestion a été confiée à un organisme public, le gouvernement a décidé d'associer au financement de son développement les entreprises utilisatrices, les armateurs et les régions concernées. En effet, pour réussir à porter le trafic à 10-15 millions de tonnes à l'horizon 2015-2020, bien des efforts vont devoir être déployés, notamment pour accroître et moderniser les infrastructures portuaires, ainsi que la flotte marchande. Par ailleurs, la levée des restrictions toujours imposées aux navires étrangers devrait donner un coup d'accélérateur au transit international.

The paper focuses on flows of goods and persons through boundaries between Russia and Baltic states (Estonia, Latvia and Lithuania). The purpose is to analyze the role of this boundary after the enlargement of the EU. Often regarded as peripheries within their respective federations, the eastern Baltic and western Russia are, by definition, a transitional and circulation space. After the collapse of Former Soviet Union, the new boundary remained almost easy to cross. In the beginning of the 21th century, it became no more fuzzy but rather fixed. Since 2004, and the enlargement, the crossing has become more regulated. People need visas that mean papers and cost. The evolution of cargo flows has been more contrasted. Economic policies, political stakes and traditional links, are elements to understand East Baltic area. Kaliningrad Oblast, the Russian exclave lying by the Baltic Sea, strengthens the interest of the purpose. The approach is mainly through port and railway traffics for goods, and through air networks for passenger flows. Eastern Baltics ports are mainly transit ports for goods coming from or going to post-soviet states, while some Baltic airports concentrate flows between the last ones and the UE. Moreover, the mapping of traffic of people and commodities establish a new perception of the impact of the new EU border in the region.

Fondé sur l'étude des dessertes ferroviaires et des lignes maritimes, il met en valeur la structuration des réseaux et des systèmes par les frontières nationales ou internationales : les systèmes de transport des pays de la CEI et des PECO se disjoignent au cours de la période considérée. Le mode ferroviaire se montre dépendant des frontières nationales quand le mode maritime s'en affranchit.
