THIS ARTICLE DISCUSSES THE DECLINE OF THE U.S.'S ECONOMIC STATUS AND ITS EFFECT ON FUTURE DEFENSE POLICY. THE U.S., HE SAYS, HAS FALLEN TO TENTH AMONG ALL NATIONS IN GROSS NATIONAL PRODUCT; PRODUCTIVITY IS FALLING HERE, WHILE IN MOST COUNTRIES IT'S GROWING. WITH THE CONTINUATION OF THIS TREND, U.S. CITIZENS WILL NOT WANT TO PAY FOR DEFENSE OF ALLIES, AND ALLIES CANNOT LEAD AGAINST THE SOVIETS.
