How Russian Agricultural Enterprises Are Surviving: The Financial Status of Large Agricultural Enterprises in the St. Petersburg Region

В дискуссионном материале № 40 представляются результаты анализа по определению факторов влияющих на прибыль и рентабельность больших предприятий в Омской области России. По годовым отчетам этих предприятий видно, что в России разделяют между пятью показателями прибыли: валовая прибыль, прибыль от продаж, прибыль до налогообложения, прибыль от обычной деятельности и чистая прибыль. Во всех исследуемых предприятиях валовая прибыль оказалась равной прибыли от продаж. Поэтому в представленном материале обсуждаются валовая прибыль или ее рентабель- ность. В 2000 году рентабельность валовой прибыли в среднем по предприятиям соотвествовала 2,0 %; рентабельность базирующая на прибыли до налогообложения 6,4 %; рентабельность базирующая на прибыли от обычной деятельности -9,8 %, а рентабельность чистой прибыли -16,0 %. Снижение прибыли от обычной деятельности по сравнению с прибылью до налогообложения, обясняется налогами и подобными пошлинами, намного превышающими государственные субсидии, предоставленные предприятиям. Низкая норма рентабельности (-16 %), базирующаяся на чистой прибыли, к тому же обусловлена чрезвычайными затратами, в данном случае из-за саранчи. Если бы у больших предприятий не было затрат на поддержку домашних хозяйств, а государство, как и предписано по закону, брало бы на себя затраты на развитие социальной инфраструктуры в сельской местности, все показатели прибыли были бы положительными: 26,4 %; 31,8 %; 11,8 %; 4,1 %. Регрессионый анализ показал, что из материальных факторов расход горючего, количество коров и производство молока на одну голову в год, положительно влияют на нормы прибыли и рентабельности. Отрицательное влияние оказывают количество тракторов, а для чистой прибыли еще и количество постоянных рабочих мест. Регрессионый анализ, базирующий на финансовых факторах, как и ожидалось показал положительное влияние прибыли и отрицательный эффект затрат. Также было доказано положительное влияние субсидий и отрицательный эффект налогов и чрезвычайных сборов. При детальном рассмотрении затрат становится ясным, что расход сырья и материалов действуют положительно, а амортизация и оплата труда отрицательно. Как в особенности показали факторный и кластерный анализ, прибыль уменьшается с увеличением площади пастбищь и лесанасаждений. ; The discussion paper 40 represents the results of an analysis for determining influencing factors on profits and profitability of Russian enterprises in the region of Omsk. Based on the final yearly reports of the enterprises it is shown, that in Russia five earning ratios can be distinguished: the gross profit, the profit on sales, the profit before taxes, the profit on ordinary activity, and the net profit. The gross profit and the profit on sales are similar for all tested enterprises. Therefore, in this article only the gross profit, or the profitability of the gross profit are discussed. For the year 2000, the average profitability of the gross profit of the examined enterprises amounted to 2,0 %. The profitability on the basis of the profit before taxes was 6,4 %, the profitability of the profit on ordinary activity -9,8 %, and the profitability of the net profit amounted to -16,0 %. When compared with the profit before taxes, the reduced profit on ordinary activity is caused by taxes and similar tributes which are notably higher than the governmental subsidies granted to the enterprises. The extremely low profitability rate of -16 % based on the net profit is additionally influenced by extraordinary tributes, caused by locusts in this case. However, if the enterprises would not have costs for supporting the households, and if the government would assume the costs for the social infrastructure of the village, a duty it is in charge of by law, all four earning ratios would be positive: 26,4 %; 31,8 %; 11,8 %; 4,1 % respectively. The regression analyses show that the earning and the profitability ratios are positively influenced by the material factors fuel consumption, number of cows and milking performance per cow and year. In contrast, the number of tractors and, for net profit, the number of permanent employees have a negative effect on these parameters. The regression analyses based on financial factors demonstrate the significant positive or respectively negative influence of the proceeds and the costs. Furthermore, there are veritable positive effects of subsidies and negative influences of taxes and extraordinary tributes. Detailed consideration of costs shows that material usage have positive, and amortisation and remuneration of work negative effects. As particularly shown by the factor and cluster analyses, the profits decline with increasing grassland and forest area.

Im Diskussion Paper 39 werden Ergebnisse einer Analyse zur Ermittlung von Einflussfaktoren auf Gewinn und Rentabilität russischer Großbetriebe im Oblast Omsk dargestellt. Anhand des für diese Betrieb üblichen Jahresabschlussberichtes wird gezeigt, dass in Russland die fünf Gewinnkennzahlen Bruttogewinn, Gewinn aus Absatz, Gewinn vor Steuern, Gewinn aus gewöhnlicher Tätigkeit und Reingewinn unterschieden werden. Bruttogewinn und Gewinn aus Absatz sind bei allen untersuchten Betrieben gleich. Es wird deshalb in diesem Beitrag nur von Bruttogewinn bzw. Bruttogewinnrentabilität gesprochen. Im Jahr 2000 betrugen für die analysierten Betriebe die Bruttogewinnrentabilität durchschnittlich 2,0%, die Rentabilität auf der Basis Gewinn vor Steuern 6,4%; die Rentabilität auf der Basis Gewinn aus gewöhnlicher Tätigkeit -9,8% und die Reingewinnrentabilität -16,0%. Die Verminderung des Gewinns aus gewöhnlicher Tätigkeit gegenüber dem Gewinn vor Steuern wird durch die Steuern und vergleichbare Abgaben verursacht, die wesentlich höher als die den Betrieben gewährten staatlichen Subventionen sind. Die sehr niedrige Rentabilitätsrate von -16,0% auf Basis Reingewinn ist darüber hinaus durch außergewöhnliche Ausgaben bedingt, die im vorliegenden Fall vor allem durch Heuschrecken verursacht worden sind. Würden allerdings für die Großbetriebe keine Kosten für die Unterstützung der Hauswirtschaften auftreten und der Staat die Kosten für die soziale Infrastruktur des Dorfes übernehmen, wofür er laut Gesetz zuständig ist, würden alle vier Gewinnkennzahlen positiv sein: 26,4%; 31,8%; 11,8%; 4,1%. Die Regressionsanalysen zeigen, dass von den materiellen Faktoren vor allem der Kraftstoffverbrauch, die Anzahl der Milchkühe und die Milchleistung je Kuh und Jahr einen positiven Einfluss auf die Gewinn- und Rentabilitätskennzahlen haben, während die Anzahl der Traktoren und beim Reingewinn auch die Anzahl der ständig Beschäftigten negativ wirken. Bei den Regressionsanalysen auf der Grundlage finanzieller Faktoren haben Erlöse und Kosten, wie zu erwarten, einen signifikanten positiven bzw. negativen Einfluss, nachzuweisen ist jedoch ebenfalls der positive Einfluss der Subventionen und der negative der Steuern und außergewöhnlichen Ausgaben. Werden die Kosten detaillierter berücksichtigt, ist festzustellen, dass der Materialeinsatz positiv, Amortisationen und Bezahlung der Arbeit negativ wirken. В дискуссионном материале № 34 представляются ресультаты анкетирования по вопросам собственности и рентабельности в 100 крупных сельскохозяйственных пред- приятиях России. Опрос состоился в 2000 году в Волгоградской области. Результаты являются частью научно-исследовательских работ по приватизации и реструкту- ризации сельхозпредприятий в Средней и Восточной Европе и прямым продолжением дискуссионном материале № 18. Поставлен был 31 вопрос, оценка которого, среди других с помошью статистических методов, дала обширную новую информацию, например по числу и величине паев в земле и капитале, процедуре голосования, объему задолженности, по денежным выплатам и услугам социального характера, а также по стоймости такой поддержки и по рентабельности крупных сельхозпредприятий. Земельные паи в рамках одной и той же фермы имеют одинаковый размер. Он коле- бался между 2,6 и 48,5 га. В руках занятых находится 53,0 % земельных паёв и 53,3 % капитала. В 14 из 23 капитальных обществ процедура голосования не в согласии с законными правилами. Между размером землёй и рентабельностей состоит не-ли- нейная зависимость. По сравнению с хозяйствами среднего размера рентабельность выше в ряде крупнейших предприятий (больше 20 000 га), а также в сравнительно маленьких хозяйствах (около 4 000 га). В предприятиях среднего размера предусматри- валось проверить возможность и путь реструктуризации, чтобы добиться высшей рентабельности. В 1999 г. средняя рентабельность затрат крупных сельхозпредприятий, используемая в России для выявления рентабельности, составила 3,4 %. Если стой- мость денежных выплат и услуг социального характера, поддержка для личных подсобных хозяйств и частично чрезмерные амортизационные отчисления не учиты- ваются, средняя самоокупаемость затрат гораздо выше, а именно 25,5 %. Из 59 пред- приятий 15 считает возможным урегулировать задолженность собственными силами, 9 требует вклада со стороны государства и 35 ожидает полного государственного покрытия. ; Discussion Paper 34 contains information on property relations and profitability of 100 Russian large-scale farm enterprises, gathered in interviews in the Volgograd region in 2000. They are an integrated part of research activities concerning the privatisation and restructuring of farm enterprises in Central and Eastern Europe and take up the subject of Discussion Paper 18. 31 questions were formulated. The answers were evaluated using multivariate statistical methods. Comprehensive knowledge was obtained about number and size of land and capital shares, voting mode, indebtedness, cost of social security contributions for the employees and of the support for household plots and ensuing consequences for the profitability of enterprises. Within a farm, land shares are principally of the same size varying between 2.6 and 48.5 hectares. Farm workers hold 53.0 % of the land shares and 53.3 % of the capital. In 14 out of 23 corporations the voting mode was not in agreement with the legal rules. A significant nonlinear relationship between acreage and profitability could be confirmed. Compared with medium-sized farms, the profitability was higher in some very large (>20 thousand ha) and also in relatively small farms (approx. 4 thousand ha). In case of the latter it was to be checked up whether and which way restructuring would be feasible in order to raise the profitability level. The average cost efficiency of large-scale farms as used in Russia for reporting on profitability was 3.4 % in 1999. If the costs of social security contributions by the farms for the workers, support for family farms and sometimes unusually high depreciation rates are neglected, the average cost efficiency is clearly higher (25.5 %). 15 farms out of 59 believe that they are able to settle the debt problem under their own steam; 9 hope for contributions by the government, and 35 expecta full assumption of their debts by the state.

Im vorliegenden Discussion Paper 32 werden Untersuchungsergebnisse zu den Eigentumsverhältnissen und zur Rentabilität in 100 russischen Großbetrieben vorgelegt, die im Jahre 2000 mittels Befragungen im Gebiet Wolgograd gewonnen worden sind. Sie ordnen sich in die Forschungsarbeiten zur Privatisierung und Umstrukturierung landwirtschaftlicher Betriebe in Mittel- und Osteuropa ein und schließen unmittelbar an Discussion Paper 18 an. Es wurden 31 Fragen formuliert, deren Auswertung, u. a. mittels multivariater statistischer Methoden, eine Vielzahl neuer Erkenntnisse erbrachte, darunter zu Zahl und Größe der Boden- und Kapitalanteile, zum Abstimmungsmodus, zur Höhe der Schulden, zu den Kosten der Sozialleistungen und der Unterstützung der Hauswirtschaften sowie deren Einfluss auf die Rentabilität der Großbetriebe. Die Bodenanteile sind jeweils je Betrieb gleich und liegen zwischen 2,6 und 48,5 ha. 53,0 % der Bodenanteile und 53,3 % des Kapitals befinden sich in den Händen von in den Betrieben beschäftigten Personen. In 14 von 23 Kapitalgesellschaften entspricht der Abstimmungsmodus nicht den gesetzlichen Bestimmungen. Es konnten statistisch gesicherte nichtlineare Beziehungen zwischen Flächenausstattung und Rentabilität ermittelt werden. Sowohl bei einigen sehr großen (>20.000 ha) als auch (relativ) kleinen Betrieben (um 4.000 ha) ist die Rentabilität höher als bei denen mittlerer Größe. Bei diesen sollte geprüft werden, ob und wie eine Umstrukturierung in effizientere Betriebe möglich ist. Die durchschnittliche Kostenrentabilität der Großbetriebe, die in Russland zum Ausweis der Rentabilität genutzt wird, betrug 1999 3,4 %. Bleiben die Kosten für Sozialleistungen, Unterstützung der Hauswirtschaften und z. T. zu hohe Abschreibungen unberücksichtigt, liegt die durchschnittliche Kostenrentabilität mit 25,5 % deutlich höher.
