International audience ; Under the French colonial regime, the "second portion" of the military was used as labour brigades, compelled to serve for two years in works of public nature. They were encamped in labor camp and were taught the value of work as well as discipline and basic rules of hygiene. After the independence of the francophone West African countries in 1960, postcolonial leaders in Senegal and Mali try to implement a civil service for the youth in order to offer them basic education. In reality, the civil service appears as a way to control and use the recruits for economic purposes echoing in some extent the former colonial "second portion du contingent." More broadly, through the analysis of the legacies and continuities, I argue that the postcolonial elites perpetuate the "civilizing mission," no more for the so-called mise en valeur of the colonies but for the development of the territory.

AbstractIn the late 1930s, three mobile penal camps were established in the French colony of Senegal in order to assemble convicts with long sentences and compel them to work outside the prison. Senegalese penal camps were thus a place both of confinement and of circulation for convicts who constantly moved out of the prison to work on the roads. This article argues that the penal camps were spaces of multiple and antagonistic forms of mobility that blurred the divide between the "inside" and the "outside" world. The mobility of penal camps played a key role in the hazardous living and working conditions that penal labourers experienced. However, convict labourers were not unresponsive and a range of protests emerged, from breakout to self-mutilation. These individual and intentional forms of mobility and immobility threw a spanner in the works of the day-to-day functioning of Senegalese penal camps and, more broadly, in the colonial project ofmise en valeur.

Cet article se concentre sur la participation au travail pour le développement national des populations après l'indépendance du Sénégal. Les autorités sénégalaises mettent en place un discours de mobilisation de la main-d'œuvre et organisent une politique d'investissement humain qui s'appuie sur l'apport volontaire et bénévole des populations pour la réalisation de projets d'infrastructures locales. Cet article souligne l'ambiguïté d'un discours qui insiste à la fois sur la valeur libératrice et émancipatrice du travail, tout en stigmatisant l'inactivité de certaines catégories de la population considérées comme des freins au développement du pays. Il convient ensuite de nuancer l'effectivité des politiques d'investissement humain en y soulignant l'usage politique et autoritaire qu'il en a été fait au détriment de l'impact économique initialement voulu pour la construction nationale.

Le travail forcé apparaît comme l'un des aspects les plus caractéristiques de la violence du moment colonial sur le continent africain mais n'a paradoxalement fait l'objet que de peu de réflexions détaillées. A travers l'analyse de plusieurs formes de recrutement forcé au Sénégal et en Afrique occidentale française (AOF), ce livre entend illustrer l'obsession coloniale de mise au travail et d'ordre social. À partir d'archives administratives inédites, d'articles de presse et d'entretiens oraux, ce livre propose une histoire sociale du travail forcé en Afrique de l'Ouest. Il s'intéresse aux multiples acteurs qui ont modelé et adapté au quotidien la politique économique des autorités : populations réagissant au travail forcé, chefferies locales en charge du recrutement des travailleurs ou encore planteurs privés. En proposant une chronologie allant des années 1920 à la fin des années 1960, cet ouvrage rompt avec l'historiographie usuelle du travail en Afrique de l'Ouest qui envisage l'abolition du travail forcé en 1946 comme une rupture formelle. Cette date symbolique s'inscrit dans un cycle historique plus long qui permet de penser en termes de permanences et de continuités dans les discours er les formes coercitives de mobilisation de la main-d'oeuvre sur le continent. À la croisée de l'histoire du travail, de l'Afrique et du fait colonial, ce livre propose une réflexion renouvelée de la "mise en valeur" des territoires coloniaux. Il interroge dans le même temps l'impact du travail forcé sue la rhétorique et les pratiques de mobilisation de la main-d'oeuvre des élites postcoloniales au lendemain de l'indépendance du Sénégal en 1960.

En prenant le cadre de la formulation du service civique national au Sénégal, et plus précisément d'un chantier militaire organisé dans la vallée du fleuve Sénégal par le chef d'état-major Jean-Alfred Diallo, cet article analyse comment l'armée est intervenue, non pas en tant que force de maintien de l'ordre, mais en tant qu'acteur économique et social dans le développement du pays. Plus largement, le rôle joué par l'armée dans l'organisation du service civique caractérise la relation particulière qu'entretient l'institution militaire sénégalaise avec le pouvoir politique.

AbstractBased on the combination of colonial archives and the analysis of several complaints published in Senegalese newspapers, this article sheds light on the daily compulsory reality experienced by local populations with regards to forced labor in colonial Senegal (1920s–1940s). In contrast to analyses approaching forced labor systems through the study of colonial bureaucratic routines, this article studies the reactions of local populations and the consequences for colonial labor policies. I introduce the notion of resilience in order to overcome the pitfalls of the resistance paradigm and bring new insight into attitudes of distance, refusal, and adaptation used by local populations as methods to "absorb the shock" of everyday colonial coercion. More broadly, this analysis leads us to interrogate the limits and fragility of the colonial enterprise, recalling that the colonial state was not an almighty administration and that it was, above all, based on abiding adaptations and empirical decisions.

International audience ; Cet article propose des pistes de recherche pour une histoire critique de l'écrit administratif en situation coloniale à travers l'analyse des rapports politiques annuels de plusieurs régions de la colonie du Sénégal depuis les années 1920, envoyés par les administrateurs au gouverneur du territoire. Le rapport politique colonial constitue un terrain d'enquête propice pour déconstruire les enjeux et les relations de pouvoir qui sont visibles dans les formes diverses de l'écriture. Il conviendra de soulever certains procédés qui trahissent un décalage entre ce que l'administrateur local écrit avoir fait et ce qu'il a effectivement réalisé sur le terrain. Plus largement, cette analyse permet de mieux saisir en creux les dynamiques de pouvoir au sein d'une administration dont le quotidien est avant tout rythmé par des décisions empiriques, paradoxales, souvent tâtonnantes et parfois mêmes contradictoires.

Forced labour is one of the most common aspects of colonial rule in Africa and doubtlessly one of the least systematically analyzed and theorized. The vast majority of studies on labour in Africa have emphasized the deep transformations of African societies after the abolition of slavery or the emergence of a urban and masculine wage system in Africa. Nevertheless, few studies have shed light on the political, economic and social effects of coercion at work used on a daily basis by colonial administration in order to control the labour force.The analysis of the system of forced labour in Senegal, from the 1920' to the 1960', ten years after the Senegalese independence, raises three points. First, thinking in the category of forced labour: this work interrogates the implementation and the evolution of the forms of constraints at work by looking at the various representations of work, the discursive and normative processes set in place, as well as its constant reformulation. By doing so, this study aims at overcoming the current historiography, focusing mainly on an institutional approach of forced labour.Secondly, thinking with the category of forced labour: the analysis of the coercive mobilization of the labour force in Senegal underlines that the colonial regime, far from being hegemonic and almighty, oscillated constantly between coercion et powerlessness. The political and economic doctrine of the colonial regime was imposed by arbitrary methods of rule, but was also adjusted and adapted by various power relations within the colonial administration, as well as population who reacted against forced labour.Thirdly, thinking beyond forced labour: this work focuses on the various forms of recruitment in Senegal, even beyond the legal abolition of forced labour in 1946. By overcoming this institutional rupture, it allows us to focus on the evolution of the labour discourse and labour practices in Senegal after the independence. La trajectoire professionnelle de Pierre Lefuel, dernier directeur de la Sûreté de Haute-Volta (actuel Burkina Faso) avant l'indépendance et pionnier de la création du service de coopération policière, apporte un éclairage original sur l'action policière de la France dans ses anciennes colonies africaines. La carrière de Pierre Lefuel se révèle intéressante à plus d'un titre, car elle met en exergue les choix tactiques de la France pour maintenir sa position de domination en matière de sûreté pendant la période coloniale et postcoloniale.
