Concomitant with the recent democratization of Soviet society, interethnic conflict has risen, along with confusion over official nationality policy. Left unchecked, these situations could cause the dissolution of the USSR. Here, a historical account is given of how the USSR became one of the most multiethnic states in the world between the fourteenth century & the tsarist period. It is proposed that the development of an efficient economy within a democratic structure may mitigate current conflicts, along with the development of individual rights & freedoms of the Soviet citzenry in general. 1 Table. Valery Tishkov is a well-known Russian historian and anthropologist, and former Minister of Nationalities in Yeltsin's government.
