The article analyzes the works of Ukrainian researchers in which the normative and legal base, main directions and consequences of the activities of local administrative institutions, General Governors in Ukraine in the ХІХ th century at the beginning of the ХХ th century is highlighted. It is noted that in the pre-revolutionary historiography the fi rst attempts to analyze some aspects of the General Governors offi ce were made. These are works of researchers who studied the problems of reforming the system of local government, the legal status of the competence of governors and the General Governors. The purpose of the study is to make a comprehensive analysis, clarify the conceptual orientation of this layer of information by studying the publications. The article is written in the tideway of modern approaches to the analysis of historioqraphical sources and is based on the principles of historicism, objectivity, consistency, pluralism. By writing the article we used such methods as historical, chronological, analysis of research work and comparison. The Ukrainian historians of the ХІХ th century V.B. Antonovych, M.S. Grushevskyi, M.P. Dragomanov, M.I. Kostomarov in studying the general historical process, socio-economic development of Ukrainian lands, examining the problems of the social and political movement and the national movement highlighted certain aspects of the functioning of the power structures of the Russian Empire in the Right Bank Ukrainian lands, identifying the peculiarities of the policy of the Imperial Government in relation to the region. Some questions of the functioning of the institute of the Governor General in the Russian imperial were considered in the works of P.A. Zayonchkovskogo, M.P. Yeroskina. The main goal of any health care system is the availability and quality of medical care for the population. An important task in Ukraine is to build an effective model of the health care system and achieve the highest level of the nation's health. Such a model provides for state regulation of the medical field and the formation of the management vertical. The foreground job is the systematization of the legal framework of medical legislation, proper financial and staff support, reorganization of the education system, which envisages quality training of medical students of the new generation. At present, the availability and quality of medical service in the regions is an important and unsolved problem in Ukraine. In this context, it is especially important to address both to our own traditions and to the European experience. Taking this into account, it is important to study the state of medicine in one of the largest Ukrainian guberniyas – Kyiv – in the late eighteenth – in the 60's of the nineteenth centuries for understanding the patterns and specific features of the health care system development in different regions. Studying such a background, finding out the possibility of its use can help to identify the optimal approaches to the formation of state policy in the medical field at the regional level. The development of legislative instruments has passed in several stages and has ended with the formation of state regulation of the healthcare institution. The state administration of the medical field has been carried out by the Ministry of the Internal Affairs, as well as the departments of economic and governmental procurement, which have been subordinated to it, the Ministry of Finance and the Medical Council. The provincial and county medical care has been provided by such bodies as the medical board and public tuition orders, which have acted in the interests of all social groups. The medical network has been financed from the public treasury, municipal budgets, revenues from medical care payments by individuals and societies, and charitable donations. The largest funds have been accumulated in public tuition orders, which have financed the treatment of various segments of the population, including the poor. ; Головною метою будь-якої системи охорони здоров'я є доступність і якість медичної допомоги населенню. Важливим завданням в Україні є побудова ефективної моделі системи охорони здоров'я та досягнення найвищого рівня здоров'я нації. Така модель передбачає державне регулювання медичною галуззю та формування управлінської вертикалі. Пріоритетним завданням є систематизація нормативно-правової бази медичного законодавства, належне фінансове та кадрове забезпечення, реорганізація системи навчання. З огляду на це вивчення становища медицини в одній із найбільших українських губерній – Київській – у першій половині ХІХ ст. є важливим для усвідомлення закономірностей та специфіки розбудови системи охорони здоров'я в окремих регіонах. Вивчення такого досвіду, з'ясування можливості його використання може сприяти виявленню оптимальних підходів до формування державної політики в медичній галузі на регіональному рівні. Фінансове забезпечення медичної галузі у першій половині ХІХ ст. здійснювалося з різних джерел: державним коштом, приказами громадського опікування, надходженнями від оплати медичної допомоги приватними особами та становими товариствами і доброчинними пожертвуваннями. Безкоштовну медичну допомогу з державної скарбниці одержували військові різних чинів і звань, зокрема офіцери, кантоністи, нижчі та нестройові чини, поштові службовці, морські нижчі чини та службовці інших державних відомств. Стан фінансування медичної мережі характеризувався й оплатою праці медичних працівників і службовців. Одним із джерел фінансування охорони здоров'я населення Київщини у досліджуваний період були доброчинні пожертвування, на які відкривали і ремонтували лікарні, утримували медичний персонал, закуповували ліки та необхідний інструментарій. Перспективною лінією дослідження може стати вивчення питань, пов'язаних з фінансуванням освітніх медичних закладів та науково-дослідних установ.
