Nowadays, much of the world has a regional air pollution strategy to limit and decrease the pollution levels across governmental borders and control their impact on human health and ecological systems. Environmental protection is among the leading priorities worldwide. Many challenges in this research area exist since it is a painful subject for society and a fundamental topic for the healthcare system. Sensitivity analysis has a fundamental role during the process of validating a large-scale air pollution computational models to ensure their accuracy and reliability. We apply the best available stochastic algorithms for multidimensional sensitivity analysis of the UNI-DEM model, which plays a key role in the management of the many self-governed systems and data that form the basis for forecasting and analyzing the consequences of possible climate change. We develop two new highly convergent digital sequences with special generating matrices, which show significant improvement over the best available existing stochastic methods for measuring the sensitivity indices of the digital ecosystem. The results obtained through sensitivity analysis will play an extremely important multi-sided role.

Abstract
The objective of this paper is to outline the main macroeconomic trends in the new member countries of the European Union before the Euro Area debt crisis. In order to achieve this objective, the developments in a wide range of macroeconomic indicators (exchange rates, foreign trade, monetary policy, inflation, price levels, and fiscal balances, sovereign debt, GDP, labour productivity, composition of output and current account balances) have been analyzed. The analysis results in recommendations on the macroeconomic policies the new member countries should have implemented under global crisis condition in accordance with the peculiarities of their economies and their specific national priorities.

The objective of this article is to estimate the impact of three fiscal instruments (direct taxes, indirect taxes, and government expenditure) on Bulgaria's economic growth. The study employs an autoregressive distributed lag model (ARDL) and Eurostat quarterly seasonally adjusted data for the period 1999–2020. Four control variables (the shares of gross capital formation, household consumption, and exports in GDP as well as the economic growth in the euro area) are included in the model to account for the influence of non-fiscal factors on Bulgaria's real GDP growth rate. The empirical results indicate a long-run equilibrium relationship between Bulgaria's economic growth and the independent variables in the ARDL. In the short term, Bulgaria's real GDP growth rate is affected by its own past values and the previous values of the shares of direct tax revenue, exports, government consumption, and indirect tax revenue in GDP. In the long term, Bulgaria's economic growth is influenced by its own previous values and the past values of the share of household consumption in GDP and the euro area's real GDP growth rate. Fiscal instruments can be used to stabilize Bulgaria's growth in the short run but they are neutral in the long run. The direct tax revenue, government consumption, and indirect tax revenue are highly effective and can be used as tools for invigorating and stabilizing Bulgaria's economic growth in the short run. However, in the long term, the real GDP growth rate can be hastened only by encouraging domestic demand (final consumption expenditure of households) and promoting exports. This research cannot answer the question of whether flat income taxation stabilizes the economy or not, since it does not separate the impact of tax rate changes from the influence of tax base modifications.For citationGanchev G., Todorov I. В долгосрочной перспективе на экономический рост оказывают влияние предыдущие значения ВВП и доля в нем потребления домашних хозяйств, а также темпы роста реального ВВП в зоне евро. Сделан вывод, что для стабилизации экономического роста в Болгарии фискальные инструменты могут использоваться только в краткосрочной перспективе, в долгосрочной перспективе они нейтральны. В краткосрочной перспективе прямые налоги, косвенные налоги и государственные расходы очень эффективны. Они могут использоваться для оживления и стабилизации экономического роста. В долгосрочной перспективе рост реального ВВП может быть ускорен только за счет поощрения внутреннего спроса (расходы на конечное потребление домашних хозяйств) и стимулирования экспорта. Исследование не позволило ответить на вопрос о влиянии плоской шкалы подоходного налога на стабилизацию экономики, так как анализ раздельного влияния изменений налоговой ставки и налоговой базы не проводился.Для цитированияGanchev G., Todorov I. This study aims to estimate the impact of three fiscal instruments (direct tax revenue, indirect tax revenue and government consumption expenditure) on the economic growth of ten new European Union member states from Central and Eastern Europe– Bulgaria, Czechia, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia. We examine the hypothesis about the effect of expansionary fiscal policy on economic growth. The study employs a vector autoregression and annual Eurostat data for the period 2007–2019. Four control variables (the shares of gross capital formation, household consumption, exports in GDP, and the economic growth in the euro area) are included in the model to account for the influence of non-fiscal factors on economic growth. The empirical results indicate that the real output growth rate in the ten new member states of the European Union is negatively affected by direct tax revenue, while economic growth in the euro area, exports and gross capital formation are positively related to economic growth. The results also imply that government consumption and indirect tax revenue have no significant impact on the growth rate of real output of the ten studied countries from Central and Eastern Europe. It may be inferred that policymakers in the new European Union member states can raise economic growth by encouraging exports and investment and by lowering the share of direct tax revenue in GDP. From the three analyzed fiscal instruments (direct taxes, indirect taxes and government consumption expenditure), only one has proven to be effective in the case of the new member countries.For citationStoilova D., Todorov I. Macroeconomic management of a small open economy in a currency board arrangement faces two serious problems: first, under a fixed exchange rate, fiscal policy is the only effective macroeconomic instrument for smoothing out the business cycle; second, the twin deficits phenomenon, if it exists, may jeopardize the stability of the currency board arrangement. This paper uses quarterly seasonally adjusted Eurostat data for the period of 1999–2019, the Hodrick–Prescott filter and a vector autoregression (VAR) to answer the three questions that are of utmost importance to Bulgarian policy-makers: first, is the discretionary fiscal policy of the Bulgarian government procyclical or countercyclical? Second, do the automatic stabilizers in the Bulgarian state budget function properly? Finally, is the twin deficits hypothesis valid for Bulgaria? Our findings imply that the fiscal discretion of the Bulgarian government is procyclical, while the automatic fiscal stabilizers do not work effectively. The first part of the twin deficits hypothesis (the causal link between the fiscal balance and the current account balance) is confirmed but the second part of the twin deficits hypothesis (the positive relationship between the fiscal balance and the current account balance) is rejected for Bulgaria. It may be inferred that both sides of the Bulgarian state budget (revenue and expenditure) need to be improved in order to increase the effectiveness of Bulgaria's fiscal policy. Low budget deficits (not higher than 3% of GDP) are recommended for improving the current account balance and encouraging economic growth.For citationTodorov I., Durova K. Результаты исследования показывают, что фискальные полномочия болгарского правительства являются проциклическими, а автоматические фискальные стабилизаторы не работают. Таким образом, для Болгарии первая часть гипотезы двойного дефицита (причинно-следственная связь между бюджетным балансом и балансом текущего счета) подтверждается, но вторая часть гипотезы двойного дефицита (положительная связь между бюджетным балансом и балансом текущего счета) отклоняется. Можно сделать вывод, что обе части болгарского государственного бюджета (доходы и расходы) должны быть улучшены, чтобы повысить эффективность налогово-бюджетной политики страны. The objective of this paper is to study the influence of the international economic conjuncture on Bulgaria's economic growth and business cycle. A vector autoregression (VAR) is employed to identify the main factors, which affect the growth and cyclicality of Bulgaria, the size and the direction of their impact. The cause-and-effect links between external economic conditions, the growth of real gross domestic product (GDP) and the output gap of Bulgaria have been investigated. The external opportunities and threats facing the Bulgarian economy under a currency board arrangement and a membership in the European Union have been outlined. Recommendations have been made on appropriate policies for using external opportunities and overcoming external threats. The study results indicate that the main international determinants of Bulgaria's economic growth and business cycle are macroeconomic policies in the Euro Area.

The goal of this paper is to study the effects of foreign direct investment (FDI) on the economic growth of ten new member states (NMS) from Central and Eastern Europe (CEE), which joined the European Union (EU) in 2004 and 2007 – the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia, Slovenia, Bulgaria and Romania. Croatia is excluded from the analysis since it became a EU member relatively late - in 2013. A vector autoregression (VAR) of annual data for the period 2007-2019 is employed. The empirical results indicate that FDI does not affect the real GDP growth rate of the NMS from CEE. The research results also show that FDI Granger-causes the economic growth of the NMS from CEE neither in the short run nor in the long term.

The chances for fiscal and monetary influence on the business cycle of Bulgaria under a currency board arrangement have been analyzed. The determinants of Bulgaria's business cycle phase and output gap from the first quarter of 2000 till the second quarter of 2017 have been identified. The effects of minimum reserve requirements, fiscal balance, government revenue, government expenditure and government debt on the business cycle phase and the output gap have been studied. Two research methods have been employed – logistic regression and ordinary least squares regression of times series data. The study results imply that all mentioned variables except for government debt have a statistically significant impact on the output gap. The business cycle phase is significantly affected by all mentioned variables with the exception of government expenditure.
