There are 1.6 billion Muslims in the world, represented on the world stage by 57 states, as well as a host of international organizations and associations. This book critically examines the engagement of these states in systems of global governance and with a variety of policy regimes, including climate change, energy, migration, humanitarian aid, international financial institutions, research and education. Chapters explore the dynamics of this engagement, the contributions to global order, the interests pursued and some of the contradictions and tensions within the Islamic world, and between that world and the 'West'. An in-depth perspective is provided about the traditional and new forms of multilateralism and the policy spaces formed which provide new opportunities for the Muslim and non-Muslim world alike. Pal is Chancellor's Professor of Public Policy and Administration at the School of Policy and Administration at Carleton University, Canada, and Director of the Centre on Governance and Public Management. M. Evren Tok is an Assistant Professor and Assistant Dean of Innovation and Community Advancement at Hamad Bin Khalifa University, College of Islamic Studies, Qatar. "The evolving aid architecture and mounting development challenges caused by recent food, financial and energy crises, demand an urgent and critical review of existing aid modalities, policy-making and forums for international cooperation. In light of the rise of emerging powers, an important question is the extent to which the changing global order is transforming the nature of development cooperation. Promoting equitable broad-based economic growth leading to poverty alleviation requires new understanding of what constitutes development assistance, good governance, transparency, ownership, and accountability. The future of SSC depends on many factors, such as improved means of communication and sharing of knowledge among partner countries, adopting a more analytical approach to define regional and global public goods, identifying good and bad practices and evaluating them, and improving transparency, merging economic and social priorities. Using a variety of case studies, this book provides novel approaches for furthering SSC on a global scale, to establish more effective public policies in the area of international development."--

This study analyzes policy convergence and coordination in policymaking for sustainability, taking place in the context of Gulf Cooperation Council (GCC). It explores the policy choices of GCC countries in relation to agenda-setting, policy learning, policy convergence and coordination as a case of South-South transfer in the Middle East region, which is a relatively understudied aspect of the intensive diversification efforts of Gulf States. The study concludes that limited regional integration among GCC countries makes their relations more difficult. Individual national interests are prioritized over regional policy transfer and convergence. Moreover, some members choose to position closer to Western and Global perspective on development agenda. Consequently, they are keener to adopt environmental policies.

Les changements en matière d'aide internationale et les défis soulevés par les crises alimentaires, financières et énergétiques exigent un examen critique des conventions actuelles en matière d'assistance et d'élaboration de politiques et de forums décisionnels en coopération internationale. À la lumière de la montée de pouvoirs émergents, une analyse de la manière dont un ordre mondial en mutation transforme la nature de la coopération pour le développement s'impose. This book explores, in a series of detailed case studies, how public policy is actually made in Qatar. While Qatar is a Gulf monarchy, its governance is complex. Other analysts have tried to come to grips with this complexity using qualified descriptions of the system such as 'late rentier, ' 'pluralized autocracy, ' 'tribal democracy, ' or 'soft authoritarian.' The authors of the volume use the lens of a transformative state. Qatar is deliberately engaged in a rapid process of radical economic and societal transformation. That process has its contradictions and tensions, particularly with regards to achieving a balance between Islam, social traditions, and modernity. This book explores how it also has a specific policy dynamic of generating ideas and institutions, developing policy and program designs, implementation and coordination.

AbstractThis study seeks to advance the understanding of the utility of "soft power" by exploring the case of Qatar. The country's approach is conceptualized as "nested power" through the examination of its political strategies before and after the regional blockade in 2017. The role of soft and nested power in Qatar has already been examined through various vantage points, such as small state diplomacy, mediation, and sports. Since the blockade has been for Qatar a great strategic dilemma, examination of how it affected power dynamics reveals the salience as well as the resilience of Qatar's soft and nested power. The article will discuss the concepts of "soft" and "nested" powers and their relevance to the state of Qatar in general and it will focus in the final section on the post‐blockade period. In doing so, we also seek useful approaches, which can be compatible with, and even advance "global international relations" (IR). The movement to make IR more global and inclusive is a welcome feature of the current century, reflective of the burgeoning role of the "Global South."
