This paper provides a new empirical test of the common sense proposition that a better informed electorate helps producing greater collective welfare. The innovation lies in an arguably more adequate measurement of both the independent and the dependent variable than those found in previous studies. The data come from the cross-national post-election surveys of the Comparative Study of Electoral Systems (CSES) project plus World Bank data on the quality of governance across the globe. The findings show some significant effects of citizens' ability to emulate fully informed choices on the quality of governance after the elections in question. However, the effect only materializes over multiple elections, and may not extend to all aspects of good governance. [Copyright 2007 Elsevier Ltd.]

This paper identifies possible micro-mechanisms for the operation of Lipset and Rokkan's freezing hypothesis and suggests that their effects do not disappear altogether with the decline of cleavage politics but are sustained by any persistent social or attitudinal divide between the electorates of different parties. A multi-level analysis of survey data from the 2004 European Election Study supports the expectation that political involvement should be consistently higher and volatility lower than otherwise expected among citizens who are predisposed to support particular parties because of their enduring attitudinal and social characteristics. This paper argues that this fact powerfully biases the choices of established parties towards appealing to those citizens who vote in a way that maintains existing political divides among groups in the electorate. This provides a new explanation of why the mobilisation of enduring social and attitudinal divides in the electorate makes party systems reflect past divides even when the conflicts that gave rise to them have lost some or all political relevance, for instance, because of a shift from the national to the European electoral arena. The analysis also provides additional insights into why European elections fail to produce a European party system and why sources of political participation and interest vary across countries. The authors analyze the evolution & the strength of the political parties as actors in the processes of democratic transition & consolidation in Hungary. Their starting point is that the political parties in transitional countries are faced with the same rivals in the political arena as the parties in the West: powerful interest groups, the increasing market competition, the supranational media, & the state administration. The authors conclude that the parties in Hungary, though not as stable & as developed, are nevertheless dominant in shaping & controlling the political processes in that country. The reason for that primarily lies in the fact that the party system systematically generates very competitive elections, clear alternations of the parties in power, & a strong link between the electoral outcomes & the government composition. Being in the position to shape the contemporary political & social transformation of their countries, these political parties find themselves in an excellent position to sui generis set up party systems in their societies. 4 Tables, 51 References. We investigate differences in the factors influencing citizens' votes between elections conducted in established and new democracies using data collected at the 2004 European Parliament elections, comparing 7 former communist countries with 13 established democracies. Despite contrary expectations in some of the extant literature, voters in 'new' democracies make their political choices in ways that are very similar to the decision processes found in more established democracies. The only systematic difference is that voters in post-communist countries are somewhat less likely to make use of ideological location as a cue to the policy orientations of political parties. Perhaps in compensation, somewhat greater relative use in those countries is made of cues from social structure (particularly religion) and from issues. [Copyright 2008 Elsevier Ltd.]
