Many small-scale fishing and aquaculture households in the global South struggle with reinforcing feedbacks between resource degradation and livelihood impoverishment – a situation that is often resembled to a social-ecological trap. Studies suggest that facilitation of income diversification contributes to mitigation and even prevention of trap situations as it reduces exploitation pressure while at the same time makes the households' livelihood more resilient. Understanding of how income diversification of small-scale fishing and aquaculture households has impacted on social-ecological traps, what impedes or enables income diversification, and how government facilitates income diversification, is crucial to develop effective policies and actions to facilitate sustainable development of small-scale fishing and aquaculture households. Using the Tam Giang lagoon, Viet Nam as a case study, this thesis finds that small-scale fishing and aquaculture households maintain varied income portfolios, including mobile fishing, fixed fishing, earth pond aquaculture, net-enclosed aquaculture, cage aquaculture, and paid labour. Diversification of their income helps to improve the households' well-being. However, as these different income activities still depend on ecologies from one and the same natural environment, the strategy of income diversification accelerates the deterioration of the lagoon, which in turn impoverishes the well-being of its users. As a result, income diversification in this context produces and reinforces a social-ecological trap. This finding suggests that the households need to develop income activities that either depend in radically different ways on aquatic ecologies, or draw sufficiently on other than aquatic ecologies to escape the trap. Yet, both of these options are in practice hard to realize because people lack abilities e.g. education, labour skills, and alternative job opportunities to do so. The establishment of alternative livelihoods in small-scale fisheries is frequently recommended as a way to restore aquatic resources while at the same time improve fishers' and aquaculturists' livelihoods. Yet fisheries agencies are often unable to facilitate the development of alternative livelihoods through fisheries policies and management. The aim of this article is to investigate why this is so. Based on a case study of the Tam Giang lagoon, Viet Nam, it finds possible explanation includes: (1) failure to integrate an understanding of the realities of the socio-economic conditions and needs of fishing and aquaculture households; (2) lack of motivation, commitment, and capacity to facilitate alternative livelihoods; and (3) lack of support from local governments. Drawing from the literature on small-scale fisheries in the global South, the article suggests that the development of leadership and provision of knowledge of alternative livelihoods to both fisheries managers and local government leaders can help to address these shortcomings.

International audience ; The development of a coherent and coordinated policy for the management of large socio-agricultural systems, such as the Mekong delta in southern Vietnam, is reliant on aligning the development, delivery, and implementation of policy on national to local scales. Effective decision making is linked to a coherent, broadly-shared vision of the strategic management of socio-agricultural systems. However, when policies are ambiguous, and at worst contradictory, long-term management and planning can consequently suffer. These potential adverse impacts may be compounded if stakeholders have divergent visions of the current and future states of socio-agricultural systems. Herein we used a transferable, scenario-based methodology which uses a standard quadrant matrix in order to explore both anticipated and idealized future states. Our case study was the Mekong delta. The scenario matrix was based upon two key strategic choices (axis) for the delta, derived from analysis of policy documents, literature, stakeholder engagement, and land use models. These are: (i) who will run agriculture in the future, agri-business or the established commune system; and (ii) to what degree sustainability will be incorporated into production. During a workshop meeting, stakeholders identified that agri-business will dominate future agricultural production in the delta but showed a clear concern that sustainability might consequently be undermined despite policy claims of the contrary. As such, our study highlights an important gap between national expectations and regional perspectives. Our results suggest that the new development plans for the Mekong delta (which comprise a new Master Plan and a new 5-year socio-economic development plan), which emphasize agro-business development, should adopt approaches that address concerns of sustainability as well as a more streamlined policy formulation and implementation that accounts for stakeholder concerns at both provincial and national levels.

Pharmacogenomics (PGx) is increasingly being recognized as a potential tool for improving the efficacy and safety of drug therapy. Therefore, several efforts have been undertaken globally to facilitate the implementation process of PGx into routine clinical practice. Part of these efforts include the formation of PGx working groups working on PGx research, synthesis, and dissemination of PGx data and creation of PGx implementation strategies. In Asia, the Southeast Asian Pharmacogenomics Research Network (SEAPharm) is established to enable and strengthen PGx research among the various PGx communities within but not limited to countries in SEA; with the ultimate goal to support PGx implementation in the region. From the perspective of SEAPharm member countries, there are several key elements essential for PGx implementation at the national level. They include pharmacovigilance database, PGx research, health economics research, dedicated laboratory to support PGx testing for both research and clinical use, structured PGx education, and supportive national health policy. The status of these essential elements is presented here to provide a broad picture of the readiness for PGx implementation among the SEAPharm member countries, and to strengthen the PGx research network and practice in this region.
