Abstract.This study was aimed at discussing the main aspects regarding the protection of rights of childrenunder international and Russian law. An analysis of the norms regarding the protection of the rights, freedoms and legitimate interests of children from the point of view of international and Russian legislation was presented. The authors of the article analyze the problems of legal regulation of rational subsoil use and energy consumption in Russia, Germany, USA, Japan and other countries. It also compares the energy legislation of different countries. Based on the results, it was concluded that the development of the legislation of these countries is in general compliance with the strategic goals in the field of energy production and consumption. These goals are the construction of ecologically clean "green" energy based on the rational use of mineral resources and minerals and the rational and efficient distribution of energy. ; Los autores del artículo analizan los problemas de la regulación legal del uso racional del subsuelo y el consumo de energía en Rusia, Alemania, Estados Unidos, Japón y otros países. También compara la legislación energética de diferentes países. Con base en los resultados, se concluyó que el desarrollo de la legislación de estos países está en cumplimiento general con los objetivos estratégicos en el campo de la producción y consumo de energía. Estos objetivos son la construcción de energía "verde" ecológicamente limpia basada en el uso racional de los recursos minerales y minerales y la distribución racional y eficiente de la energia.

The authors, on the basis of the importance of the activities of constitutional courts in the system of separation of powers in most countries, propose a comparative legal analysis of the normative and legal acts governing the procedure for the adoption and legal nature of decisions of these bodies. The article presents the author's analysis of the constitutional acts of the countries of the post-Soviet space in order to consolidate in them the catalog of powers of parliaments in the field of state security. The study revealed two constitutional approaches reflecting the catalog of powers of parliaments in ensuring the security of the state: the parliament acts as a body with the prerogative of introducing exclusive regimes in the state, declaring war and concluding peace; the parliament acts as a body that legalizes decrees of the head of state or government on security issues. ; El artículo presenta el análisis del autor de los actos constitucionales de los países del espacio postsoviético para consolidar en ellos el catálogo de poderes de los parlamentos en el campo de la seguridad del estado. Based on comparative-legal analysis of the jury trials development in Russia and foreign countries, the authors have shown, that broadening of jury trials powers, resulted in remoteness from finding the truth in criminal cases. Concession of the jury's opinion priority over the professionalism of the judge and the evidences, received in the process of investigation, put in jeopardy the fairness and objectivity of the court's decision. As a result, the court, based on the avesty of justicejury's conclusions, is forced, in some cases, to make a travesty of justice.

This article attempts to discuss the new technologies introduced in Russian state earlier in the state formation. In the second half of the last century, a well-defined and stable historiographical tradition was formed, proceeding from the fact that the early-modern Russian state was centralized, unified in administrative and institutional aspects. However, recently this fact has been criticized. In this article the authors propose to look at the essence of the early-modern Russian state from the inside. In their opinion, the Russian state of this time was undecentralized. Developing in an evolutionary way about relying on antiquity, it preserved many relics of the past. They imposed certain restrictions on the supreme power, preventing the buildup of power infrastructure. Weak institutionally, early modern Russian state was forced to rely on the support of society. As a result, the authors summarize their reasoning, the processes of centralization in Russia were still far from complete by the end of the early New Age.

Urgency of the research is determined by global problems afflicting humanity and the need to find a way to solve them. For the second half of the 20th century a large number of different strategies to overcome the current crisis situation has been developed. One of these strategies is called the concept of sustainable development. Currently, there are several variants for this concept. The version of the concept formulated in United Nations documents is the most prevailing. A feature of the documents adopted in the EEU member states on sustainable growth is their programmatic nature. The implementation of the provisions enshrined requires the adoption of separate regulatory legal acts. This also holds true for organs. They perform coordination and deliberative functions. Decisions made by them require approval by the head of state or government (depending on jurisdiction under which this body was formed).

Purpose: The article considers the place and the role of the Constitutional Court of Moldova in the system of government. Methodology: The study was based on the dialectic approach to the disclosure of legal phenomena and processes using general scientific (system, logical, analysis and synthesis) and particular scientific methods. Result: They studied the range of issues related to its activities. They noted the problems that lead to the imbalance of authorities, including dangerous trends of constitutional court use by political groups to solve their problems and achieve political goals. They showed the positive experience of the constitutional and legal mechanism to develop a body of constitutional jurisdiction of Russia, through which they provide the stability of this state body, impartiality, and independence in decision-making, and the impossibility of turning the body of constitutional control into an object of political manipulation. Applications: This research can be used for universities, teachers, and students. Novelty/Originality: In this research, the model of Constitutional Court in Public Administration System in Moldova and Russia is presented in a comprehensive and complete manner.
