Public sector innovation is important because the pressures of growing expectations from citizens, budget crunches, and a surge of complex governance problems cannot be solved by standard government solutions or increased funding. In order to innovate, government increasingly needs to collaborate with networks of partners across agency boundaries and especially with the nonprofit and private sectors to find new solutions. This interaction within a network can enhance creative and effective governance solutions. In this book, Jacob Torfing closely examines the link between network-based collaborative governance and innovation, proposes a framework for the study of collaborative innovation, and discusses this approach in light of theoretical insights from other disciplines and from examples of public innovation drawn from the United States, Europe, and Australia. This book will move scholars closer to being able to develop a theory of collaborative innovation

The present paper aims to apply the discourse theory of Ernesto Laclau in a concrete study of the ideologization of the welfare state in Denmark in the postwar period. Why was 'the welfare state', initially, constructed as an empty signifier, which constituted a nodal point in totalizing vision about how to organize the whole of society? How was, later, the empty universalism filled by a particular political project. My claim is that 'the welfare state' emerged as an empty signifier in response to societal dislocation. The particular content of the welfare state project was determined in and through policitical struggles in which the social-democratic party played a crucial role. The paper first discusses Laclaus account of the relation between the universal and the particular. It then offers some methodological reflections about how to apply discourse theory in empirical studies. Finally it provides a detailed discourse analysis of some crucial historical texts and contexts.

This article calls for the development of democratic hybrids that combine elements of representative democracy with elements of participatory and deliberative democracy. It presents and evaluates an empirical model of hybrid democracy from a Danish municipality and tests whether the positive Danish experiences can be transferred to a Norwegian municipality with less favorable local conditions. The finding is that the hybrid model of democracy is relatively robust in the face of context variation, not least due to conducive local dynamics in the Norwegian case. The relative robustness of the so‐called 'Gentofte model' may stimulate its diffusion in countries sharing key elements of the Scandinavian model and inspire municipalities in other countries to experiment with the development of hybrid democracy. The diffusion of hybrid democracy helps to enhance the overall performance of local democracy and reduce the inherent tension between democratic leadership and democratic equality.

This paper argues that elected politicians may strengthen their political leadership role by initiating, orchestrating and engaging in the co-creation of public value outcomes. The collaborative turn in public value theory shows how public managers may mobilize the knowledge, ideas and resources of users, citizens and organized stakeholders, but it has so far neglected the role of elected politicians who tend to be reduced to a legitimizing sounding board for public managers aiming to advance public value creation in collaboration with a plethora of public and private actors. This paper seeks to compensate this benign neglect by advancing a new notion of 'interactive political leadership'. This new construct aims to conceptualize the way that elected politicians may develop new and better policy solutions through a problem-focused interaction with relevant and affected actors from the economy and civil society, including users, volunteers, citizens and other lay actors. The theoretical argument about the development of interactive political leadership, which takes us beyond the traditional forms of sovereign political leadership that perceives politicians as 'elected kings', is illustrated by empirical examples drawn from local, national and supranation levels of government.

In response to the urgent need for elected politicians to lead processes of collaborative policy innovation, this paper brings together political leadership theory and theories of collaborative and participatory governance in order to make way for the concept of interactive political leadership. The theoretical framework shows how interactive political leadership relies on platforms and arenas that bring politicians and citizens together in informed dialogues that may contribute to collaborative policy innovation. An empirical case study of institutional reforms in a Danish municipality adds flesh and blood to the theoretical argument about how to enhance interactive political leadership.

So far, the impact of local governing practices on the likelihood that municipalities will reap the potential fruits of contracting out has only received scant attention. To fill this gap, this article explores the governing practices of local municipalities in order to determine whether or not they match the forms of governance, organization and management that are generally assumed to be conducive to obtaining the desired results of contracting out. Based on a systematic literature review and an explorative empirical case study, we propose a number of conjectures about what seems to work in terms of ensuring positive outcomes from contracting out. The conjectures are compared with the results of a nation-wide survey designed to assess whether or not local municipalities in Denmark are doing what they are supposed to be doing. The empirical analysis shows room for improvement, prompting a discussion of the future prospects for governing contracting out through particular forms of governance, organization and management.

Initially, governance networks were intended as tools for making public governance more effective. Yet, scholars have argued that governance networks also have the potential to democratize public governance. This article provides an overview of theoretical arguments pertaining to the democratizing impact of governance networks. It claims that the initial celebration of the pluralization of public governance and the subsequent call for a democratic anchorage of governance networks should give way to a new concern for how governance networks can strengthen and democratize political leadership. Tying political leadership to networked processes of collaborative governance fosters 'interactive political leadership'. The article presents theoretical arguments in support of interactive political leadership, and provides an illustrative case study of a recent attempt to strengthen political leadership through the systematic involvement of elected politicians in local governance networks. The article concludes by reflecting on how interactive political leadership could transform our thinking about democracy.

Citizen engagement is a key component of modern liberal democracy, especially at the local level, it is an important tool for generating political input, securing political support, mobilizing societal resources and finding creative solutions to the problems and challenges that governments face. Currently, we are witnessing an interesting shift in citizen engagement towards viewing citizens as co-creators of local governance, thus recognizing that citizens have both knowledge and resources that may help tackling wicked and unruly problems. Local governments increasingly focus on the design of co-creation processes and search for ways to support and enhance this new form of citizen engagement. To explore how processes of co-creation unfold at the level of local government, this article analyzes and compares a Danish and Dutch case of co-creation with local citizens. The comparative case study identifies the different reasons for initiating co-creation. It analyses the processes and outcomes of co-creation and reflects on the role of institutional design and leadership. The conclusion is that co-creation can be a viable strategy in very different situations if supported by the right design and leadership.
