Examines NATO strategy regarding Kosovo, air raids and missile attacks carried out without authorization of the UN Security Council, and NATO reformulation of objectives in Kosovo in accord with the NATO charter after six weeks of bombing.
After a year of negotiations with the President of Yugoslavia, NATO, without the express authorization of the United Nations Security Council, began air strikes and missile attacks to force S. Milosevic to accept the conditions that had been established at the Rambouillet Meeting: immediate ceasefire in Kosovo; the withdrawal of the Serbian military forces from the province; the restoration of Kosovo's autonomy, the acceptance of NATO occupation forces and the holding of a referendum. Despite the intensity of the air strikes carried out for six weeks, the Government has not accepted the conditions imposed. After fifty years of existence of NATO, its members have agreed to adopt a new strategy and leave the framework of the United Nations and go beyond the exclusivity that the Security Council has in matters of International Security and Defense. ; Después de un año de negociaciones con el Presidente de Yugoslavia, la OTAN, sin contar con una autorización expresa del Consejo de Seguridad de las Naciones Unidas, inició un bombardeo aéreo y ataques de misiles para obligar al S. Milosevic a aceptar las condiciones que establecidas en la Reunión de Rambouillet: inmediato cese del fuego en Kosovo; la retirada de las fuerzas militares serbias de la provincia; la restitución de la autonomía de Kosovo, la aceptación de fuerzas de ocupación de la OTAN y la realización de un referéndum. Pese a la intensidad de los ataques aéreos realizados por seis semanas, el Gobierno no ha aceptado las condiciones impuestas. Cumplidos cincuenta años de existencia de la OTAN, sus miembros han acordado adoptar una nueva estrategia y salir del marco de las Naciones Unidas y sobrepasar la exclusividad que el Consejo de Seguridad tiene en materias de Seguridad y Defensa Internacionales.

The end of the Cold War has not, as many thought, resulted in a decrease in conflict. Considering the above, this paper analyzes arms and the military industry as a cause-effect relationship. This affects not only the great powers but also the poorest countries, to the detriment of the socio-economic development of the latter. The disarmament agreements have been insufficient and as long as the demand exists, the supply will continue. In this way, the reduction in military spending, arms manufacturing and official trade has not meant obtaining dividends for peace, since the resources obtained have not been used for development tasks. ; El fin de la Guerra Fría no ha resultado, como muchos pensaban, en una disminución de los conflictos. Considerando lo anterior, en este trabajo se analiza el armamentismo y la industria bélica como una relación causa-efecto. Esto afecta no solo a las grandes potencias sino también a los países más pobres, en desmedro del desarrollo socio-económico de estos últimos. Los acuerdos de desarme han sido insuficientes y mientras exista la demanda continuará la oferta. De esta manera, la disminución de los gastos militares, de la fabricación de armas y del comercio oficial no ha significado obtener dividendos para la paz, ya que los recursos que se han obtenido no han sido destinados a tareas de desarrollo.

Faced with a possible new international order, it is important to establish the influence of outer space in it. In the Cold War scheme, the relations between the States were characterized by a rigid political-strategic bipolarism, in which both blocks tried to mutually surpass each other to break the balance of power. If there was parity in some fields, it did not exist in the air and outer space, unleashing a race between the two superpowers. In the present work, it is proposed that in the face of an eventual new political order in the world, the military use of space reaches special significance. Today, the United States is the power that dominates space. The disintegrated Soviet Union and the developing countries are marginalized, which could lead to scientific-technological apartheid that would leave them in a disadvantageous position. ; Frente a un posible nuevo orden internacional, es importante establecer la influencia del espacio ultraterrestre en este. En el esquema de la Guerra Fría, las relaciones entre los Estados se caracterizaron por un rígido bipolarismo político-estratégico, en el cual ambos bloques intentaron sobrepasarse mutuamente para romper el equilibrio de poder. Si en algunos campos había paridad, esta no existía en el espacio aéreo y ultraterrestre, desatándose una carrera entre las dos superpotencias. En el presente trabajo se plantea que ante un eventual nuevo ordenamiento político del mundo, el uso militar del espacio alcanza especial trascendencia. Actualmente, Estados Unidos es la potencia que domina el espacio. La Unión Soviética desintegrada y los países en desarrollo se encuentran marginados, lo que podría producir un apartheid científico-tecnológico que los dejaría en una desventajosa posición.

The recent events that have led to a conflict in Afghanistan have highlighted the extremely unstable situation in Central Asia. The region suffers from serious internal security problems and strong regional and extra-regional hegemonic pressures have been accentuated by the interest in controlling its energy resources. The Shanghai Group, as a multilateral security body in Central Asia, coincides with a definitive action against terrorism in that country, as this is one of its founding objectives. However, the consequences that Afghanistan and even Pakistan could have in the future, potentially with governments determined by Western powers, would affect the concept of regional security of the Shanghai Group and its objective of not accepting the interference of foreign governments in the economic, political or military sphere. ; Los recientes hechos que han derivado en un conflicto en Afganistán han puesto en evidencia la situación altamente inestable del Asia central. La región sufre graves problemas de seguridad internos y las fuertes presiones hegemónicas regionales y extrarregionales, se han visto acentuadas por el interés por controlar sus recursos energéticos. El Grupo de Shanghái, como organismo de seguridad multilateral del Asia central, coincide con una acción definitiva contra el terrorismo en dicho país, por cuanto este es uno de sus objetivos fundacionales. Sin embargo, las consecuencias que podría tener en el futuro un Afganistán e incluso un Pakistán, con gobiernos determinados por potencias occidentales, afectaría el concepto de seguridad regional del Grupo de Shanghái y su objetivo de no aceptar la injerencia de gobiernos extranjeros en el plano económico, político o militar.

Today the People's Republic of China faces a serious problem in its relationship with Taiwan, as it affirms that the latter is one more province within the Republic. This is increased by the insistence of the US to provide strong political, military and economic support to Taiwan, encouraging its intention to maintain its status as a sovereign state and use it as a tool to contain the People's Republic of China as a global power, and particularly, in terms of the security of the entire Asia-Pacific area. In turn, the latter has adopted a dual reunification strategy with the formula "one country, two systems" and, on the other hand, threatening any attempt at independence with the use of force. For their part, the different regional and international actors interested in this situation do not contribute to facilitating an understanding. ; La República Popular China enfrenta hoy un serio problema en su relación con Taiwán, por cuanto afirma que esta última es una provincia más dentro de la República. Esto se ve incrementado por la insistencia de EE.UU. de entregar un fuerte apoyo político, militar y económico a Taiwán, incentivando su intención de mantener su calidad de Estado soberano y utilizarlo como una herramienta para la contención de la República Popular China como poder global, y particularmente, en términos de la seguridad de toda el área del Asia-Pacífico. A su vez, esta última ha adoptado una estrategia de reunificación de carácter dual con la fórmula "un país, dos sistemas" y, por otra parte, la de amenazar con el uso de la fuerza cualquier intento de independencia. Por su parte, los diferentes actores regionales e internacionales interesados en esta situación no contribuyen a facilitar un entendimiento.
