"Contributing to interdisciplinary discussions on nationalism, the book explores how educational systems and practices contribute to the phenomena of nationalism and nation-building. Using nine comparative case studies from four continents, the book elaborates a theoretical understanding of nationalism from the perspectives of comparative education research. It integrates the theme of nation, nation-building and nationalism and its involvement with issues of education. It explores the theoretical scope of concepts such as national identities, national literacies or 'doing' nation. Abstract:This article seeks to advocate the genre Curriculum History as a most promising way to conduct international and comparative research in education. Advocating Curriculum History as a Camino Real in education research this article is organized around two major questions or challenges: first, the historiographic challenge between the national and the global, and second the double team of constitution and curriculum. The first challenge is connected to the fact that Curriculum History owes its own emergence to particular cultural assumptions facing specific problems a century ago, namely the idea(l) of American citizenship and the challenges of massive immigration, modernization in terms of commercialization of life and the growth of large cities. In order to prevent a hegemonic export of this particular US-American construction of Curriculum History this article suggests to emancipate international research from these cultural assumptions and to define its central concepts, citizen, nation, and society, as floating signifiers that have been materialized in each case differently in the individual nation-states. The second challenge builds on this formalized analytical grid and focuses on how precisely these floating signifiers have become materialized in the different nation-states. Thereby it is assumed that the national curricula respond to nationally different idea(l)s of citizenship as bearers and implementers of a social order defined by politically dominating cultural preferences. It is therefore being suggested to analyze the relations between the different national constitutions as highest authorities to define the ideal political and social order of a given nation-states and the role of its citizens, on one side, and the curricula as crucial means of making these desired future citizens of this envisioned social order. Resumen:Este artículo pretende abogar por el desarrollo de la Historia del Currículum como un género y forma prometedora de realizar investigaciones internacionales y comparativas en educación1. El artículo se organiza en torno a dos grandes interrogantes o desafíos: primero, el desafío historiográfico entre lo nacional y lo global y, en segundo lugar, el doble tándem de constitución y currículum. El primer desafío está relacionado con el hecho de que la Historia del Currículum debe su propia aparición a supuestos culturales específicos que enfrentan problemas también específicos desde hace un siglo, la idea de la ciudadanía norteamericana y los desafíos de la inmigración masiva, la modernización en términos de comercialización de la vida y el crecimiento de las grandes ciudades. Con el fin de evitar una exportación hegemónica de esta construcción estadounidense de la Historia del Currículum, este artículo sugiere emancipar la investigación internacional de estos supuestos culturales y definir sus conceptos centrales −ciudadano, nación y sociedad− como significantes flotantes que se han materializado en cada caso de manera diferente dentro de los Estados-nación individuales. El segundo desafío se basa en esta cuadrícula analítica formalizada y se centra en la precisión con que estos significantes flotantes se han materializado en los diferentes Estados-nación. Por lo tanto, se supone que los planes de estudios nacionales responden a un(a) idea(l) nacional diferente de la ciudadanía como portadores e implementadores de un orden social definido por preferencias culturales políticamente dominantes. Por lo tanto, se sugiere analizar las relaciones entre las distintas constituciones nacionales como máximas autoridades para definir el orden político y social ideal de una nación-Estado dada y el papel de sus ciudadanos, de un lado, y el de los currículos como medios cruciales para construir los deseados futuros ciudadanos de este orden social imaginado.

Although it is generally acknowledged that the building of mass schooling systems must be considered in close relation to the emerging nation-states of the long 19th century, few published studies discuss the interrelation between the actual foundation of the (nation-) states and the introduction of the modern school. This article examines the role that constitutions play in the construction of national citizens as an expression of a particular cultural understanding of a political entity, and then discusses European examples, indicating how the particular constitutional construction of the citizens of European countries almost immediately triggered the need to create new school laws designed to organize the actual implementation of the constitutionally created citizens. The focus is on the specific need to 'make' loyal citizens by creating the symbiosis between the nation and the constitutional state and by emphasizing the cultural differences between the individual nation-states and their overall curricula. The article concludes with a formulation of research desiderata which envision a transnational curriculum history that is emancipated from both national and global research agendas, enabling a European education history that respects cultural distinctions rather than levelling them into one grand narrative

This article examines how during the Weimar Republic (1919- 1933), Lutheran thinking enabled the incorporation of education as an university discipline, intellectually organized around the notion of Bildung excluding practical aspects. In order to provide a background the article deals with the period between 1890 and 1925. First, the article examined how toward the end of the nineteenth century, Germany's economic, territorial, and military growth, was not favoured by its intelligentsia which held a dualistic philosophy. Secondly, the paper discusses the cultural and institutional background of this philosophy in which the theory of Bildung arose and grew. Thirdly, the paper reconstructs how educational sciences, based on the ideology of Bildung became an academic discipline, during the Great War and explains how Persönlichkeit and Bildung became dominant battle cries against the West and the empirical sciences. Finally, the paper examines how advocates of Bildung tried to keep its viability. ; Este artículo examina cómo durante la República de Weimar (1919- 1933), el pensamiento luterano permitió la incorporación de la educación como disciplina universitaria, organizada intelectualmente en torno a la noción de Bildung excluyendo aspectos prácticos. Este artículo parte del supuesto de la aparición de una cultura pedagogizada durante los últimos 200 años, según la cual los problemas sociales percibidos se traducen en desafíos educativos. En consecuencia, tanto la investigación como las instituciones educativas crecieron, y una política educativa surgió como resultado de las negociaciones entre los profesionales, los investigadores y los responsables políticos. El documento mantiene que algunas experiencias específicas ocurridas durante la Segunda Guerra Mundial, provocaron un cambio fundamental en el papel social y cultural de los círculos académicos, que condujo a una cultura tecnocrática caracterizada por una mayor confianza mostrada hacia los expertos en lugar de a la práctica profesional (es decir, los maestros y administradores). Bajo este cambio tecnocrático, en primer lugar surgió un sistema tecnológico de razonamiento, que luego fue sustituido por un "paradigma" médico. El nuevo paradigma condujo a una medicalización de la investigación social, en el cual se da por sentado un particular entendimiento organicista de la realidad social, y su investigación se realiza bajo las más discutibles premisas. The paper argues that specific experiences in the Second World War triggered a fundamental shift in the social and cultural role of academia, leading up to a technocratic culture characterized by confidence in e xperts rather than in practicing professionals (i.e., teachers and administrators). El documento mantiene que algunas experiencias específicas ocurridas durante la Segunda Guerra Mundial, provocaron un cambio fundamental en el papel social y cultural de los círculos académicos, que condujo a una cultura tecnocrática caracterizada por una mayor confianza mostrada hacia los expertos en lugar de a la práctica profesional (es decir, losmaestros y administradores). Der nachfolgende Beitrag interpretiert die in jüngster Zeit vollzogenen Sezessionsbewegungen innerhalb der DGfE als Ausdruck eines grundsätzlichen Problems, das bereits in der Gründungszeit der Gesellschaft (1964) virulent war und schon damals eine Vorgeschichte hatte. Die übergeordnete These lautet, dass die leitende Ideologie der damaligen DGfE einem Zukunftsverständnis verpflichtet war, das sich maßgeblich aus der idealistischen Tradition nährte. Dadurch grenzte sie vorwiegend außeruniversitäre Akteure der Bildungsreform aus, die sich einem hauptsächlich in den USA entwickelten, expertokratischen Zukunftskonzept verschrieben hatten und sich dabei auf spezifische Psychologiemodelle stützten. Als nach dem Ende des Kalten Krieges die OECD ihre Vision von Schulpolitik und -reform durchsetzen konnte, gelang es dieser vermeintlich traditionsfreien Ideologie pädagogischer Planung, sich auch innerhalb der DGfE zu etablieren. Dies erzeugte allerdings eine eklatante Polarität mit der traditionellen Vorstellung von Bildung - ein Spannungsfeld, das sich nur durch historisch-komparative Analysen konstruktiv lösen lässt. (DIPF/Orig.) ; The author interprets the most recent secessionist movements within the GERA as the manifestation of a fundamental problem that had already been virulent at the time of the association's foundation (1964) and that had not been utterly new, even then. The primary thesis states that the guiding ideology of the GERA at that time was bound to a concept of future primarily nourished by the idealist tradition. Thus, the association ostracized mainly extramural actors of educational reform who were committed to an expertocratic concept of the future, developed mainly in the United States, and who, in this, relied on specific psychology models. When, after the end of the Cold War, the OECD was able to enforce its vision of school policy and educational reform, this ideology of pedagogical planning, supposedly unimpeded by any traditions, managed to establish itself within the GERA, too. This, however, created a blatant polarity with the traditional concept of education - a field of tension that can only be dissolved constructively through historical-comparative analyses. Nicht nur der tragische Ausgang der Geschichte des Ehepaars Émile und Sophie oder die deutlich anders gelagerte Erziehungskonzeption in Rousseaus "Lettre à M. d'Alembert" lassen erhebliche Zweifel aufkommen, ob das Werk "Émile" in der Tat eine neue Begründung der Pädagogik geliefert hat. Bereits die historiographische Einsicht, dass Schriften immer in zeitgenössische Diskussionen eingreifen, und dass sie deshalb, um verstanden zu werden, vor dem Hintergrund dieser Diskussion rekonstruiert, d.h. kontextualisiert werden müssen, werfen ein anderes Licht auf den "Émile". Rousseaus unterschiedliche normative Einschätzung von Genf und Paris und seine jeweils unterschiedlichen Erziehungskonzepte mit ihren divergierenden Erfolgsprognosen verweisen – und das ist die hier vertretene These – auf einen übergeordneten politisch-ideologischen Konflikt, der sich in Europa schon vor Rousseaus Geburt, d.h. seit Ende des 17. Jahrhunderts entwickelt hatte. Dieser Konflikt kann mit Entwicklungen in Zusammenhang gebracht werden, die sich – etwas pauschal gesagt – als "Kommerzialisierung der Gesellschaft" bezeichnen lassen. Nicht zufälligerweise erhielt dieser Prozess, in welchem Rousseaus Werk zu verorten ist, nach 1750 im protestantischen Milieu der Schweiz eine pädagogische Wendung. This paper asks how educational accountability could possibly have become a core concept in educational policy within the 10 years after the Sputnik shock. This paper argues that this introduction included a Second World War and Cold War ideology of problem solving, the faith in experts and some skepticism towards democracy, and a considerable Trust in Numbers (Theodore Porter) combined with a "'horse race' mentality." This article will reconstruct that first part of this transformation after Sputnik, that is, the rise of the new faith in experts, the rise of educational planners, and statistics. The thesis it demonstrates is that this process was possible mainly by a specific rhetoric that was developed as a core means of the change management. This rhetoric was able to level cultural and national differences, and this allowed these new ideals of educational governance to become accepted by the participants and thus to be implemented in their respective places. The example is the period leading up to 1965, when the individual member countries of the Organization for Economic Co-operation and Development (OECD) had to take over the funding of educational programs that had previously been funded by the OECD (and that means it was funded to 50% by the United States). This ideology was transported and disseminated by a specific rhetoric that bypassed politically taboo themes and that covered up the clear strategies of governance. This paved the way for the process of standardization and the implementation of not only a formal adaptation of the organization of education but also, and in particular, specific ways of educational planning, such as statistics, and with them specific ideologies of how society and its citizens should be shaped. Only a few years later on, educational accountability had become a "normal" part in educational policy with a tendency to be treated as fetish. The thesis is demonstrated in five steps. First, the papers sheds some light on the broader ideological context of the early years of the OECD, that is, of its educational commitment as an expression of a highly educationalized Cold War culture. Then it focuses on the specific rhetoric developed in the think tanks and transnational organizations, settled in between science and politics, which includes the exclusion of taboo themes. Next to the analyses of the exclusion practices the rhetoric is identified as disguising, that is, suggesting help and support, but in fact creating coercing realities with hardly any way out. In the fourth step these rhetorical practices are being analyzed in one major project of the early OECD, with six Mediterranean countries at the center, in order to check in the final section the sustainability of the early efforts in educational planning after a fundamental revision of the OECD activities in 1964.
