Abstract. In this paper, the robust satellite techniques (RST), a multi-temporal scheme of satellite data analysis, was implemented to analyze the flaring activity of the Val d'Agri Oil Center (COVA), the largest Italian gas and oil pre-treatment plant, owned by Ente Nazionale Idrocarburi (ENI). For this site, located in an anthropized area characterized by a large environmental complexity, flaring emissions are mainly related to emergency conditions (i.e., waste flaring), as industrial processes are regulated by strict regional laws. While regarding the peculiar characteristics of COVA flaring, the main aim of this work was to assess the performances of RST in terms of sensitivity and reliability in providing independent estimations of gas flaring volumes in such conditions. In detail, RST was implemented for 13 years of Moderate Resolution Imaging Spectroradiometer (MODIS) medium and thermal infrared data in order to identify the highly radiant records associated with the COVA flare emergency discharges. Then, using data provided by ENI about gas flaring volumes in the period 2003–2009, a MODIS-based regression model was developed and tested. The results achieved indicate that the such a model is able to estimate, with a good level of accuracy (R2 of 0.83), emitted gas flaring volumes at COVA.

Abstract. Space-time TIR anomalies, observed from months to weeks before earthquake occurrence, have been suggested by several authors as pre-seismic signals. Up to now, such a claimed connection of TIR emission with seismic activity has been considered with some caution by scientific community mainly for the insufficiency of the validation data-sets and the scarce importance attached by those authors to other causes (e.g. meteorological) that, rather than seismic activity, could be responsible for the observed TIR signal fluctuations. A robust satellite data analysis technique (RAT) has been recently proposed which, thanks to a well-founded definition of TIR anomaly, seems to be able to identify anomalous space-time TIR signal transients even in very variable observational (satellite view angle, land topography and coverage, etc.) and natural (e.g. meteorological) conditions. Its possible application to satellite TIR surveys in seismically active regions has been already tested in the case of several earthquakes (Irpinia: 23 November 1980, Athens: 7 September 1999, Izmit: 17 August 1999) of magnitude higher than 5.5 by using a validation/confutation approach, devoted to verify the presence/absence of anomalous space-time TIR transients in the presence/absence of seismic activity. In these cases, a magnitude threshold (generally M<5) was arbitrarily chosen in order to identify seismically unperturbed periods for confutation purposes. In this work, 9 medium-low magnitude (4<Mb<5.5) earthquakes which occurred in Greece and Turkey have been analyzed in order to verify if, even in these cases, anomalous TIR transients can be observed. The analysis, which was performed using 8 years of Meteosat TIR observations, demonstrated that anomalous TIR transients can be observed even in the presence of medium-low magnitude earthquakes (4<Mb<5.5). As far as the research (just started) of possible correlation among TIR anomalies and earthquake occurrence is concerned, such a result suggests that: a) in order to identify seismically unperturbed periods for confutation purposes, a magnitude threshold (at least) lower than 4 should be used; b) the proposed validation/confutation approach should be applied in low-seismicity areas in order to find suitably long seismically quiescent periods.

Abstract. Information acquired and provided in Near Real Time is fundamental in contributing to reduce the impact of different sea pollution sources on the maritime environment. Optical data acquired by sensors aboard meteorological satellites, thanks to their high temporal resolution as well as to their delivery policy, can be profitably used for a Near Real Time sea monitoring, provided that accurate and reliable methodologies for analysis and investigation are designed, implemented and fully assessed. In this paper, the results achieved by the application of an improved version of RST (Robust Satellite Technique) to oil spill detection and monitoring will be shown. In particular, thermal infrared data acquired by the NOAA-AVHRR (National Oceanic and Atmospheric Administration-Advanced Very High Resolution Radiometer) have been analyzed and a new RST-based change detection index applied to the case of the oil spills that occurred off the Kuwait and Saudi Arabian coasts in January 1991 and during the Lebanon War in July 2006. The results obtained, even in comparison with those achieved by other AVHRR-based techniques, confirm the unique performance of the proposed approach in automatically detecting the presence of oil spill with a high level of reliability and sensitivity. Moreover, the potential of the extension of the proposed technique to sensors onboard geostationary satellites will be discussed within the context of oil spill monitoring systems, integrating products generated by high temporal (optical) and high spatial (radar) resolution satellite systems.

Abstract. Soil moisture is an important component of the hydrological cycle. In the framework of modern flood warning systems, the knowledge of soil moisture is crucial, due to the influence on the soil response in terms of infiltration-runoff. Precipitation-runoff processes, in fact, are related to catchment's hydrological conditions before the precipitation. Thus, an estimation of these conditions is of significant importance to improve the reliability of flood warning systems. Combining such information with other weather-related satellite products (i.e. rain rate estimation) might represent a useful exercise in order to improve our capability to handle (and possibly mitigate or prevent) hydro-geological hazards. Remote sensing, in the last few years, has supported several techniques for soil moisture/wetness monitoring. Most of the satellite-based techniques use microwave data, thanks to the all-weather and all-time capability of these data, as well as to their high sensitivity to water content in the soil. On the other hand, microwave data are unfortunately highly affected by the presence of surface roughness or vegetation coverage within the instantaneous satellite field of view (IFOV). Those problems, consequently, strongly limit the efficiency and the reliability of traditional satellite techniques. Recently, using data coming from AMSU (Advanced Microwave Sounding Unit), flying aboard NOAA (National Oceanic and Atmospheric Administration) satellites, a new methodology for soil wetness estimation has been proposed. The proposed index, called Soil Wetness Variation Index (SWVI), developed by a multi-temporal analysis of AMSU records, seems able to reduce the problems related to vegetation and/or roughness effects. Such an approach has been tested, with promising results, on the analysis of some flooding events which occurred in Europe in the past. In this study, results achieved for the HYDROPTIMET test cases will be analysed and discussed in detail. This analysis allows us to evaluate the reliability and the efficiency of the proposed technique in identifying different amounts of soil wetness variations in different observational conditions. In particular, the proposed indicator was able to document the actual effects of meteorological events, in terms of space-time evolution of soil wetness changes, for all the analysed HYDROPTIMET test cases. Moreover, in some circumstances, the SWVI was able to identify the presence of a sort of "early" signal in terms of soil wetness variations, which may be regarded as a timely indication of an anomalous value of soil water content. This evidence suggests the opportunity to use such an index in the pre-operational phases of the modern flood warning systems, in order to improve their forecast capabilities and their reliability.

Abstract. In the last few years, Robust Satellite data analysis Techniques (RST) have been proposed and successfully applied for monitoring major natural and environmental risks. Among the various fields of application, RST analysis has been used as a suitable tool for satellite TIR surveys in seismically active regions, devoted to detect and monitor thermal anomalies possibly related to earthquake occurrence. In this work, RST has been applied, for the first time, to thermal infrared observations collected by MODIS (Moderate Resolution Imaging Spectroradiometer) – the sensor onboard EOS (Earth Observing System) satellites – in the case of Abruzzo (Italy) earthquake occurred on 6 April 2009 (ML~5.8). First achievements, shown in this work, seem to confirm the sensitivity of the proposed approach in detecting perturbations of the Earth�s emission thermal field few days before the event. The reliability of such results, based on the analysis of 10 years of MODIS observations, seems to be supported by the results achieved analyzing the same area in similar observation conditions but in seismically unperturbed periods (no earthquakes with ML≥5) that will be also presented.

Abstract. Space-time fluctuations of Earth's emitted Thermal Infrared (TIR) radiation have been observed from satellite months to weeks before earthquakes occurrence. The general RST approach has been proposed in order to discriminate normal (i.e. related to the change of natural factor and/or observation conditions) TIR signal fluctuations from anomalous signal transient possibly associated to earthquake occurrence. In this work RST approach is applied to the Abruzzo 6 April 2009 event (ML=5.8) by using for the first time MSG-SEVIRI (Meteosat Second Generation -Spinning Enhanced Visible and Infrared Imager) thermal infrared observations. A validation/confutation analysis has been performed in order to verify the presence/absence of anomalous space-time TIR transients in the presence/absence of significant seismic activity. March–April 2009 has been analyzed for validation purposes. Relatively unperturbed periods (no earthquakes with ML≥5) have been taken for confutation. A specific TIR anomalies space-time persistence analysis as well as a cloud coverage distribution test have been introduced in order to eliminate artifacts and outliers both in the validation and confutation phases. Preliminary results show clear differences in TIR anomalies occurrence during the periods used for validation and confutation purposes. Quite clear TIR anomalies appear also to mark main tectonic lines related to the preparatory phases of others, low magnitude (ML~4) earthquakes, occurred in the area.

In this work, RST approach has been applied to 15 years of AVHRR (Advanced Very High Resolution Radiometer) thermal infrared observations in order to study the 6 April 2009 Abruzzo earthquake.
