With its deep economic crisis and dramatic political developments Greece has puzzled Europe and the world. What explains its long-standing problems and its incapacity to reform its economy? Using an analytic narrative and a comparative approach, the book studies the pattern of economic reforms in Greece between 1985 and 2015. It finds that clientelism - the allocation of selective benefits by political actors (patrons) to their supporters (clients) - created a strong policy bias that prevented the country from implementing deep-cutting reforms. The book shows that the clientelist system differs from the general image of interest-group politics and that the typical view of clientelism, as individual exchange between patrons and clients, has not fully captured the wide range and implications of this phenomenon. From this, the author develops a theory on clientelism and policy-making, addressing key questions on the politics of economic reform, government autonomy and party politics. The book is an essential addition to the literatures on clientelism, public choice theory, and comparative political economy.

AbstractGovernments are expected to tackle externalities such as pollution, epidemics and environmental catastrophes, but whether and how governments themselves generate externalities is a question equally important for exploring socially beneficial policies and institutional reforms. The problem with defining government externalities is that governments, through regulation and distribution, inevitably allocate costs and benefits asymmetrically due to preference heterogeneity in society. This problem also concerns the rules and rights governing market transactions, blurring the boundaries between market failure and government failure. In this paper, I define government externalities as costs passed on us by government actions taken outside a decision-making system in which we participate as insiders. Views about what being an insider is differ. Some will be content with democratic citizenship in majoritarian decision-making processes. Others may subscribe to Buchanan and Tullock's liberal and more demanding normative theory based on constitutional consent. In either case, I argue, there will be externalities generated by clientelism, namely informal deals between politicians and special interests for the distribution of benefits that occur outside, and in violation of, the formal norms of participation. These are complex externalities, infiltrating policymaking and distorting institutions governing the operation of markets too. They create government failure on the same grounds that some market externalities are considered market failure: (a) the costs fall on outsiders and (b) negatively affect the terms for the production and exchange of goods and services. Government externalities influence both governance and markets simultaneously and illustrate the limits of what institutional design can constrain or achieve.

This paper criticizes the epistemic foundations of democratic state-building, which are derived from a model of political transitions according to which liberal democratic institutions will transform a hitherto authoritarian and troubled country into a more prosperous and stable society and, therefore, foreign interventions to establish these institutions are realistic and worthy investments, provided they are properly planned based on knowledge of what has worked elsewhere. This expectation is based upon two epistemological premises. The first premise, linearity, is that social and institutional change exhibits identifiable input–output relations connecting socioeconomic conditions and outcomes. The second premise, ergodicity, is that these relations, inferred from past samples, provide reliable probabilistic projections about future outcomes, which can guide the focus of policy interventions. Drawing from the study of complex systems, the paper indicates why these two premises offer a flawed conception of political transitions and why radical and large-scale interventions, such as state-building, will tend to generate unintended consequences rather than the planned effect.

Social inequalities fuel a debate about the meaning of political equality. Formal procedural equality is criticised for reproducing discriminatory outcomes against disadvantaged groups but affirmative action, particularly in the form of group quotas, is also contested. When opposing conceptions of substantive equality support divergent views about which procedural rule genuinely respects political equality, democracies cannot identify a standard or rule of procedural fairness to be widely accepted as fair. This dispute over procedural fairness can carry on indefinitely and could challenge democracy's legitimacy claim. I argue that democracies can renew their legitimacy claim by embracing this debate and by accommodating it through constitutional deliberation that must be as impartial and meaningful as possible. Impartiality ideally requires the presence of every citizen in this process because each of them has a unique and evolving experience of inequality. Meaningful deliberation is about offering periodic opportunities for constitutional reform, allowing for continuous feedback, reflection, and learning.

In competitive authoritarian systems, aspiring autocrats must win elections and marginalize the political opposition. In Belarus, President Alexander Lukashenko's strategy for political hegemony heavily relied on socioeconomic co-optation, offering privileges to supporters and imposing sanctions on dissenters. In an economy dominated by the state, co-optation had a coercive effect on behavior. Without sizable areas of activity autonomous from the government, citizens could not defy or mitigate the cost of reprisals for openly supporting the political opposition. Through co-optation, Lukashenko weakened the opposition and built an authoritarian regime without resorting to extensive political violence, which could have undermined his claim of public legitimacy.

The article explores the conditions under which incumbent leaders in initially competitive political systems manage to offset democratic resistance and establish an authoritarian regime. Autocratisation – the transition from a competitive political system to a regime dominated by a single political force – is a challenging effort for an incumbent and involves interventions in three 'arenas' to achieve (a) public legitimation, (b) institutional reforms increasing political repression and (c) mass-scale co-optation. Focusing on Slovakia and Belarus in the 1990s, where autocratisation efforts failed and succeeded respectively, the article finds that co-optation plays a catalytic role in helping the incumbent pass institutional reforms and escalate repression without risking de-legitimation. In Belarus, co-optation engulfed society and the economy whereas, in Slovakia, a socioeconomic environment with greater autonomy from government limited the scope for co-optation. The Slovak opposition was able to find the resources and supporters necessary to fight back against the incumbent.

Is government contestability an integral part of the definition of democracy? The answer to this question affects the way we classify political systems in which, despite a formally open political structure, a dominant political group faces weak opposition from other political parties and civil society organizations – an indication of a low degree of government contestability. In Robert Dahl's polyarchy, contestability is an essential dimension of democracy and, consequently, one-party dominance is classified as an 'inclusive hegemony' outside his conception of democracy. For procedural definitions of democracy, however, dominant party systems are legitimate outcomes of electoral competition provided that there have been no formal restrictions to the exercise of civil and political rights. The article examines the boundaries between democracy and authoritarianism, broadens the notion of authoritarian controls to include soft manipulative practices and explains why government contestability should be regarded as a constitutive property of democracy.

Proponents of electoral quotas have a 'dependent interpretation' of democracy, i.e. they have formed an opinion on which decision-making rules are fair on the basis of their prior approval of the outcomes these rules are likely to generate. The article argues that this position causes an irresolvable problem for constitutional processes that seek to legitimately enact institutional change. While constitutional revision governed by formal equality allows the introduction of electoral quotas, this avenue is normatively untenable for proponents of affirmative action if they are consistent with their claim that formal equality reproduces biases and power asymmetries at all levels of decision-making. Their critique raises a fundamental challenge to the constitutional revision rule itself as equally unfair. Without consensus on the decision-making process by which new post-constitutional rules can be legitimately enacted, procedural fairness becomes an issue impossible to resolve at the stage of constitutional choice. This problem of legitimation affects all instances of constitutional choice in which there are opposing views not only about the desired outcome of the process but also about the decision-making rules that govern constitutional choice.
