Why Electoral Reform Has Failed: If You Build It, Will They Come?
Analyzes numerous electoral reforms in the US to assess their effects on voter registration & turnout. Reasons for lack of voting participation by citizens are suggested with attention to the relationship between registration & the casting of a vote. The impacts of mobilization (eg, 'get out the vote' campaigns), registration, National Voter Registration Act, & ballot access on voter turnout are concluded.
