During 1991-2018, the foundations of a new land system and, accordingly, new land relations and a system of market-oriented land use, especially in agriculture, were created inUkraine. It is characterized by the following: a new legislative and regulatory framework, a variety of ownership forms of land and of other natural resources, multi-layered and paid land use, providing the population with land plots, the creation of a market-oriented system of state land cadastre was initiated, including registration of land plots and rights to them. At the same time, especially in the last 14 years, the positive tendencies in land transformations have not gained their development, but on the contrary, the extremely negative results of unreasonable land policy have become apparent. This was manifested in the organizational confusion in the management of land resources and land use (in particular, in the frequent change of names and heads of the State Committee of Ukraine for Land Resources and its territorial bodies (Derzhzemagentstva, Derzhgiokadastru), lack of a complete system of legislative and regulatory framework provided by the Land Code of Ukraine (2001) and state standards, norms and rules in the field of land management, land protection, sustainable land use, state program of land relations and land use systems, growing money land allocation, corruption in the land sector, which manifests itself in the provision of land, low economic efficiency of the use of the potential of land and other natural resources, the full uncertainty of land use of natural monopolies, in particular agricultural holdings in agriculture, the cessation of land management, land management and land protection, soil and geo-botanical surveys.Such status in the field of land relations and in the field of use and protection of land, we relate primarily to the unprofessional, unskilled, non-systematic implementation of measures of land reform, which is confirmed by the research carried out in the monograph under the general reference A.M. Thretiak "TRENDS AND THE IMPLICATIONS OF LAND REFORM IN UKRAINE IN THE CONTEXT OF LIFE-BEING QUALITY AND SAFETY OF POPULATION".The socio-economic and ecological results of the land reform inUkraineare presented which are not characterized by unambiguousness. In particular, a positive factor in the socio-economic aspect during this period is the transfer of private property to citizens by almost 52% of the land from the country's land. At the same time, in the economic aspect, the level of utilization of agricultural land potential: in 2016 (with a grain yield potential of -50 centners per hectare), it was only 92.2%, and the level of land use in agriculture for gross production: in agricultural enterprises - 76, 2% by 1990, in households - 134.9% by 1990; in the ecological aspect, the ecological stability of land use, which declined to 97.6% compared to 1990 and is characterized as stable unsustainable; in the legal aspect, the level of security of the guarantee of rights to land ownership and doing business, which amounted to 46% of the required security by 2016. This situation does not allow for the cancellation of the moratorium on the purchase and sale of land plots owned by land owners (shares).Keywords. Зокрема, позитивною за цей період є в соціально-економічному аспекті, передача у приватну власність громадянам майже 52 % земель від площі країни. Разом з тим, в економічному аспекті рівнем використання потенціалу сільськогосподарських земель: у 2016 році (при потенціалі урожайності зернових –50 ц/га) склав тільки 92,2 % та рівнем використання земель в сільському господарстві за валовою продукцією: у сільськогосподарських підприємствах – 76,2 % у порівнянні до 1990 року, у господарствах населення – 134,9% у порівнянні до 1990 року; в екологічному аспекті екологічною стабільністю землекористування яка знизилася до 97,6 % в порівнянні із 1990 роком і характеризується як стабільно нестійка; в правовому аспекті рівнем безпеки гарантування прав власності на землю та ведення бізнесу який складав станом на 2016 рік 46 % необхідного забезпечення. Territorial planning now is one of the essential attributes of management activities developed countries. The modern system of planning land- use in Ukraine now is not formed and balanced and does not provide positive results in achieving its high economic efficiency and environmental safety. Territorial planning of land use wasn't needed by system of state and municipal administration because there are problems in the territorial land management which are related with insufficient compliance current needs of sustainable development. If planning of development in the cities (towns) is developed and makes of base planning documentation (general plans) then the area of land ownership and land use outside towns isn't covered completely creation of land documents. In Ukraine in most scientific research view separate aspects of influence territorial use of planning the spatial organization of economic activities of local communities. For the new community situation in use land and natural resources became difficult, first of all through:-underestimation of the complexity and specificity of land reform during land and economic reforms in Ukraine;- local community hasn't full information about rights to land and other natural resources, their potential use and protection of the state;- incompetence of system solving problems of land reform in the local councils, for example : remove communities from order of land in their territories, lands of state and municipal property aren't separated, land reform and land tenure systems, especially in agriculture are incomplete;- unsatisfactory legal and information support and protection of property rights of villagers to land and other natural resources;- ignoring the problems of putting into economic turnover of land as a capital resource and integrated approach to village territories in development the transformation of land relations, absence of a balanced state land politics of planning of land use and land management with local communities and mechanisms of its implementation;- lack of consistent state politics for the integrated development of land legislation, conduct and financing of state and municipal land management and land cadastre, formation of investment-attractive land-use;- very poor information infrastructure of the land market and the lack of a balanced public politics formation and development of the non-agricultural land and agricultural use;- lack of information ensuring for rural population about questions of opportunities for use of land and other natural resources in their territories in market conditions; This can be realised through the Program use and protection of land and natural resources in the community. As a result of their realization we can get:- increase the investment attractiveness and efficiency of use potential of land and other natural resources, environmental security of land tenure;- rationalization (optimization) of land use and creation of investment-attractive and sustainable land-use;- improving the efficiency of land lease, especially in the agricultural and recreational facilities;- increase revenues from payments for land and other natural resources to local budgets. The decision to cancel land economic assessment out of the land valuation works needs scientific substantiation and consideration of the world practice of its application.The research aims to study how the concept of "economic assessment" in used in the world practice, as well as analyzes its essence and performed tasks. The article supplies analysis of the legislative and regulatory problems of development of the economic assessment of land, land resources and land use as an important economic instrument of land relations regulation and territorial spatial development of land use in Ukraine. The research examines the thesaurus framework concerning public requests for the notions of "economic assessment of land", "economic assessment of land use", "economic assessment of land resources" and "economic assessment of natural resources", "land valuation", "land use valuation" and "land resources valuation". It is confirmed that the concepts of "economic assessment of land", "economic assessment of land resources", "economic assessment of natural resources" are less often used in the world practice as compared to such notion as "economic assessment of land use". However, in the world practice, the most widely used notion is "land use valuation", the second position is taken by "land resources valuation", whereas "land valuation" is rarely used. It is confirmed that the notion of "economic assessment" is up-to-date and is widely used in the developed market economies. In Ukraine, the concept of "economic assessment of land" is not quite correct. To activate scientific researches and to shape the legislative and regulatory supply for development of economic assessment of land and other natural resources, as well as land use, the work clears up the conceptual essence, which should be interpreted as a money expression of economic or social value of both economic and environmental assets, determined by natural peculiarities. Ensuring environmental safety remains the main way of solving ecological problems, which guarantees citizens the development and living in harmony with the environment and opens up new opportunities for other forms of activity in the field of nature management, in particular, political, economic, social, etc. In particular, to assess the adequacy of the urban land use structure with the requirements of environmental safety, trends in the land fund structure changes in the city are studied. Accordingly, the ratio of total land area and land for functional use for each urban area is an important indicator of the state of environmental safety.Among the many issues related to ensuring the ecological safety of urban land use, the problems of substantiation of ways and areas of ecologization in the conditions of market transformations become especially relevant, because the structure of urban land use is characterized by different levels of anthropogenic loading in accordance with the typing of land in terms of economic use.Optimal land use, unlike rational, provides for the establishment of environmentally appropriate and economically advantageous relations between different types and subtypes of land use, which, in turn, depend on types of land and land with different functional uses.The ecological danger of urban land use is the level of possible negative changes in the components of the process of land and nature use and the process of consumption of environmental services in the urban environment. The essence of the dangers of urban land use is manifested in the objective existence of probable negative changes that can lead to environmentally hazardous consequences that restrict or exclude the effective use of natural goods in the city.Identification of definitions of ecological safety and the danger of urban land use makes it possible to characterize them as two polar states, the transition from one state to another occurs when the appropriate limit - the loss of the properties of land use to withstand the internal and external man-made hazards.The article illustrates the relation between ecological safety and danger as the opposite of urban land use in the context of determining the necessary system of measures.In our opinion, the diagnosis and indication of ecological safety of urban land use, as the basic basis for the health of the urban population, is characterized by a system of indicators, which include environmental sustainability of land use, anthropogenic load of the territory and the level of environmental risk of land use. Therefore, a methodology for assessing the ecological danger and anthropogenic loading of land use within the territories of cities is proposed. In particular, for urban land use, the classification of land for functional use is expanded in order to assess the state of the environmental hazard. In accordance with the improved classification, the value of the ecological stability coefficient and the values of the estimation points of anthropogenic loading of land and land for functional use are developed.The ecological stability of land use and the level of anthropogenic loading depend on the structure of land use on the functions of land use. In order to assess the ecological hazard, it is proposed to apply an ecological hazard ratio, as an indicator of changes in its state, calculated by subtraction from the unit of the ecological stability coefficient. The scale of the environmental hazard of land use is developed on the basis of the ecological hazard rate as an indicator of changes in its state.The calculations carried out according to the proposed method show that the situation with the ecological state in the context of the districts of the city of Kiev is very complicated (in the 5 districts of the city the situation is environmentally unstable). It is proved that the level of ecological danger of land use in the context of the districts of the city of Kiev is closely intertwined with the level of anthropogenic load (in 5 districts it is characterized as critical).Thus, the threats to the environmental instability of land use, and, consequently, to the environmental safety of the city's population, remain, indicating a lack of land use change over the years. Key words: environmental safety, urban land using, environmental hazard assessment, land using typology of green plantations. ; Зауважено, що глобальна актуалізація екологічноії проблематики наприкінці XX – початку XXI століть, безперечна важливість екологічноії складової людського буття обумовлюють нагальну потребу збалансованого, цілісного, комплексного підходу до аналізу і розв'язання питань забезпечення екологічної безпеки життєдіяльності населення, у тому числі, міського. Разом з тим, на законодавчому рівні екологічна безпека визначена одним із пріоритетних завдань в державній політиці України з метою досягнення сталого розвитку. Доведено, що забезпечення екологічної безпеки залишається основним способом розв'язання екологічних проблем, що гарантує громадянам розвиток і проживання в гармонії з навколишнім середовищем та відкриває нові можливості для інших форм діяльності у сфері природокористування, зокрема, політичної, економічної, соціальної тощо. Обґрунтовано методичний підхід до оцінки екологічної небезпеки міського землекористування для життєдіяльності населення та розширення класифікації забудованих земель і зелених насаджень. Відповідно до запропонованого методичного підходу визначено, що загрози стосовно екологічної нестабільності землекористування, а, відповідно, і загрози екологічній безпеці життєдіяльності населення міста, залишаються, що вказує на недостатність зміни структури землекористування вже протягом багатьох років.Ключові слова: екологічна безпека, міське землекористування, оцінка екологічної небезпеки, типізація землекористування зелених насаджень.

During the implementation of land reform in independent Ukraine land system changed twice. Today, due to the decentralization of power is his search for a new model for the future, as outlined in this study. Also note that when we formulated the concept refers to the land system - land system, ie a set of measures for the territorial organization of land and other natural resources, land relations, defined system of ownership and use of land, as well as the principles of the territory. In order to put scientifically based proposals improving the organization and functioning of an effective system of land versatile conceptual model of land system of Ukraine, which includes four functional blocks, namely:1) land system for natural and economic zoning (zoning); 2) land system for administrative-territorial division; 3) land structure by ownership of land; 4) land structure on the forms and methods of land use (types (subtypes) of land).Proved that: 1) constitutional definition of administrative-territorial division of Ukraine and strengthening forms of land ownership - private, communal and public, with subsequent legal registration in the Land Code of Ukraine (2001) resulted in the elimination territory of village, town and city councils as the basic foundations Business and financial stability of local communities. The procedural activity of land surveyors and other persons authorized by the state to commit land management operations must be carried out in a certain order established by the state and obey the rights and obligations of the persons specified by the legislation at each stage of the development of such relations.The main goal of applying to land management organizations and land surveyors is landuse documentation, which is made in accordance with the requirements of the law and with which the relevant legal properties of the land management procedure are associated.First of all, let's dwell on such basic concepts as "land management process" and "land management procedure". Consideration of the term "land management process" implies a preliminary analysis of the category "process". At the same time, it must be admitted that the development of the procedural form of this category has not been paid attention. Considering the concept of "land management process", its place and role in the system of social relations, emphasis will be placed on the concept of a broad understanding of the legal process, the problem of which exists for decades.Thus, the legal process is a regulated by the procedural rules procedure for the activities of competent state bodies, consisting of the preparation, adoption and documentary consolidation of legal decisions of a general and individual nature. In the land law, the category "process" is specific and serves to designate relationships that provide regulatory and security land-property relationships.Particularly difficult today is the question of the delimitation of the concepts of "process" and "procedure" in general. Regarding the land management process, we believe that the land management process is an activity directly related to the need to use different methods and means of legal acts. Elements of the land management process are its subjects, stages and proceedings, which allow to outline the boundaries in space and time and the substantive composition of this form of activity. Many scholars regard the procedure as a broader concept that should absorb the process.The stability of any procedure, including land management, will depend on its perfection, which is determined by the duration of its application or the "test of action". Consequently, if the procedure is a static norm, and procedural activity is its dynamic criterion, then the latter must constantly check the land management procedure for its compliance with its needs of individuals and society.Any procedure should have certain limits. Regarding land management procedures, it should provide legal certainty (veracity) to land-based operations. Consequently, its boundaries should be legislatively enshrined. The action and its regulation by law may differ, indicating the need to compare them as relatively independent legal categoriesin some cases. Thus, for land management science and practice, it is necessary to consolidate two relatively independent concepts of "land management" and "land management procedure", which will distinguish the actual behavior of subjects from the regulated by law.Keywords. Analysis of the pilot project of the comprehensive plan for spatial development of the territory of Pisochyn territorial community showed that failure of incorporate the requirements of land legislation in the context of the formation of sustainable (balanced) land use does not improve environmental stability and capitalization of land use as components of its sustainability. It was proposed to make changes and additions to the legislation of Ukraine on components, structure and content of the comprehensive plan for spatial development of the territories of territorial communities, zoning of lands outside the settlements which differs significantly from urban planned, especially the categories of agricultural lands, nature reserves and nature protection lands and defense lands.Improving the components, structure and content of the comprehensive plan for spatial development of land use of the territories of territorial communities based on European experience will reduce the cost of its development by 2-3 times. This is especially important considering that the state budget includes 187, 7 million UAH of subventions for the development of 150 comprehensive plans for spatial development of the territories of territorial communities in 2022(or 1, 25 million UAH for 1 project). Prospects for further explorations consist in researching areas for improvement of components, structure and content of the comprehensive plan for spatial development of land use of the territories of territorial communities, especially about zoning of lands outside the settlements which significantly differs from urban zoning. Стаття присвячена особливостям змінам політичного порядку, властивого доцифровій добі, який поступається мережним політичним відносинам, що не «визнають» ієрархії та встановлюють пріоритет горизонтальних політичних контактів. Метою дослідження є інтеграція смислових аспектів політичних комунікацій, політико-інституційної структури та владних відносин у просторі публічної сфери політики. Охарактеризовано значення публічної сфери, яка стає основою для різнорідних явищ демократичної політики. Було підкреслено, що необхідно виявляти сутність і значення публічного повідомлення, також емпіричні засади публічної сфери. Проаналізовано підходи до узагальнення практик обговорень і поступ політико-дискурсивних явищ в суспільстві до нового абстрактного рівня, що призводить до пошуку політичного консенсусу. Розкрито значення спроб розбудови ієрархії важливих і «неважливих» проблем у дослідженні публічної сфери. З'ясовано поняття співвіднесення публічного «політичного визначення світу», яке може змінювати пропорції і втрачати свою збалансованість. Розкрито, що висування окремих професійних груп, як ключових елементів публічної сфери, веде до втрати системності і комплексності сприйняття явища публічної сфери політики. Доведено, що тенденцією є виокремлення емпіричних засад публічності та її проявів, пошуків теоретичного поняття публічності у теоретичному і соціальному світі. Встановлено, що з точки зору фундаментальної дослідної традиції, публічна сфера політики пов'язується із загальносуспільними проблемами, а також із дослідними проблемами сучасної філософії. Припущено, що публічна сфера політики відзначається надзвичайним динамізмом, постійним оновленням, рухом і зміною її складових частин (політичних акторів). Встановлено, що публічна сфера має такі риси, як всезагальність, поширеність на весь соціум. З'ясовано, що публічна сфера політики охоплює як систему, так і її зовнішнє середовище, і взаємовплив між ними. Зроблено висновок, що для сучасної України в умовах війни розбудова значущої та спроможної публічної сфери політики є важливим маркерами демонстрації європейської ідентичності.

In recent years, political philosophy has increasingly faced the question about the nature of the contemporary war. Despite the invention of nuclear weapons, war has not disappeared from the historical scene. However, has its essence remained unchanged? In an era of global political communication, when it is increasingly difficult to separate foreign policy from domestic policy, do the trends in the development of military conflicts correspond to the classical ideas about war? One definitely needs a clear paradigm that would help to trace the common logic behind the whole variety of such conflicts taking place in the world today. The article is devoted to the consideration of one of these paradigms, which is gaining momentum among political theorists. It concerns the conceptualization of all the modern military conflicts as a global civil war. Based on the works of Antonio Negri and Michael Hardt, the author outlines the general contours of this approach, after which he turns to the analysis of the phenomenon of s civil strife, described by the ancient Greek notion of stasis — a term that Giorgio Agamben put back to the current political vocabulary. His detailed study of the original meaning of stasis and its interpretation in the works of Nicole Loraux and Agamben reveals the potential of this concept to be a theoretical tool for understanding the logic of modern war.

The article is the result of drafting work aimed at Ukrainian legislation approximation toEU law experience in the field of the protection of flora and fauna. Th article deals with the issues arisen before the authors of the draft Law of Ukraine "On Emerald Sites", concerning: the kind of procedure for assessing the permissibility for the types of activities, installations, plans and programmes that are likely to have an adverse impact on the Emerald sites (sites that are necessary for the conservation of natural habitats and of wild fauna and flora); the functions of appropriate assessment procedure for the proposed activities, installations, plans and programmes that are likely to have an adverse impact on the Emerald sites, etc. The author analyses the ideas enshrined in the draft Law of Ukraine "On Emerald Sites" and suggests his own proposals on this subject. Reconstruction of architectural monuments as a campaign for the his toric al justice in Ukraine (on the example of Kyiv) The article is about the importance of restoring of the lost buildings of Kyiv, which were as landmarks in the history of the city and entire country. The author substantiates the need to revive historic buildings for the cultural, economical, and political progress of the city. The author analyzes and characterizes the process of renewing of Kyiv monuments in the context of similar processes in Europe. The issue of reconstruction of lost architectural heritage is very crucial for Kyiv. The main city architectural landmarks which represented and embodied Ukrainian identity as well as European traditions in the national culture were destroyed by the Russian Empire and the Bolsheviks during 19th and 20th centuries. Thus in 1811 the building of the City hall suffered from the fire and was destroyed although the project of its restoration was ready. In such a way Kyiv had lost an important evidence of the developed self-government with deep roots of Magdeburg law. The ruined in 1930-1934th monuments such as Church of Pyrohoshcha, St. Michael's Golden-Domed and Assumption Cathedrals in Lavra played an exceptional role in the history not only of Kyiv but also of the whole country. St. Michael's and Assumption Cathedrals were unique examples of Ukrainian Baroque – a symbol of the flowering of Ukrainian culture and art of the 17-18th centuries. The reconstruction of St. Michael's Golden-Domed Cathedral and its bell tower has improved the town-planning problem very much. As a result of the tragic events in the twentieth century Kyiv has lost a large number of unique architectural, historical and cultural monuments. Each of the lost buildings witnessed a certain historical stage in the development of Kyiv and Ukraine as a whole. According to Article 77 of the "Land of Defense" of the Land Code of Ukraine, land of defense is the land granted for the deployment and ongoing activity of military units, institutions, military educational establishments, enterprises and organizations of the Armed Forces of Ukraine, other military formations established in accordance with the legislation of Ukraine [ 1]. According to Article 2 "Legal regime of land of defense" of the Law of Ukraine "On use of land of defense" the parcels are provide to military units for accomplishment of the functions and tasks assigned to them in permanent use according requirements of the Land Code of Ukraine [2]. Features of provision the parcels of land to military units for military and other defensive objects are determined by the Cabinet of Ministers of Ukraine. This conditioned the need to carry out research on the essence of land use in Ukraine and formulate its concept.Installed that the regulation of the legal regime of most types of land of defense is absent today, and the Law of Ukraine "On use of lands of defense" doesn't respond to its name. In the subcategories of the land of the Ministry of Defense, for functional use, agricultural, forestry, nature conservation and urban land use are allocated. Unfortunately, land use is not allocated to the defense function, but part 5 of Article 20 of the Land Code of Ukraine refers precisely to the said law in terms of determining the peculiarities of the legal regime of land defense.The peculiarity of the legal regime of the land of defense is that they can be only state or communally owned (under the objects of socio-cultural, industrial and residential purposes) property (Article 2, part 2, paragraph "c", paragraph 4 of Article 84 of the Land Code of Ukraine ) [2]. The Law of Ukraine "On use of land of defense" [1] provides that land use by the relevant subjects in the title of permanent use (Article 2 (1), but also provides (Article 4) the possibility of granting such land plots for secondary use for agricultural purposes : "military units, in coordination with local executive bodies or authorities and according to they procedure determined by the Cabinet of Ministers of Ukraine, can permit natural persons and legal persons to grow crops, graze livestock and (harvested) hay on land provided to them for permanent use.Analysis of scientific works shows that the concept of land use should be considered in the natural, legal, economic, environmental, defense and security and other aspects.In sense defense and security terms, land-use of defense is a land mass, which consists of one, or several land plots separated on the ground, which are systematically used by military units and have a special regime to ensure the functioning of their properties, the storage of weaponry and military equipment.Consequently, land-use defense is a land mass, which consists of one, or several land plots isolated on the ground, which systematically use military formations and have a special regime for ensuring the functioning of their property objects, the preservation of weapons, military equipment and other military property. Land use of defense, land of defense, land and property relations. ; Досліджено сутність землекористування оборони в Україні та сформульовано його поняття. Встановлено, що регулювання правового режиму більшості різновидів земель оборони на сьогодні відсутнє, а Закон України «Про використання земель оборони» не відповідає своїй назві. У складі підкатегорій земель міністерства оборони за функціональним використанням виділяється сільськогосподарське, лісогосподарське, природоохоронне та містобудівне землекористування. На жаль, землекористування за функцією оборони не виділяється. Даний факт оцінюється особливо негативно, зважаючи на те, що частина 5 статті 20 земельного кодексу України відсилає саме до вказаного закону в частині визначення особливостей правового режиму земель оборони. Для земель оборони характерний різний режим їх використання та охорони. Констатовано, що поняття «землекористування» доцільно розглядати у спорідненості з поняттям «земельна ділянка». У Земельному кодексі України (частина 1 статті 79) під земельною ділянкою розуміється частина земної поверхні з установленими межами, певним місцем розташування, з визначеними правами щодо неї. При цьому, «право власності на земельну ділянку розповсюджується на простір, що знаходиться над та під поверхнею ділянки на висоту і на глибину, необхідні для зведення житлових, виробничих та інших будівель і споруд». Відповідно, в оборонно-безпековому відношенні землекористування оборони являє собою земельний масив, який складається з однієї або кількох земельних ділянок, відмежованих на місцевості, які систематично використовують військові формування і мають особливий режим для забезпечення функціонування їх майнових об'єктів, збереження озброєння, військової техніки та іншого військового майна. Також обґрунтовано, що особливості сутності землекористування оборони відображаються в його характеристиках як фізичного об'єкта, економічних, правових, соціальних, екологічних та оборонно-безпекових земельно-майнових відносин в умовах ринкової економіки. The article explores political cognition, which can focus primarily on identifying events and phenomena that are of particular importance for a particular political situation or are relevant to the public concerned. It is emphasized that golytic knowledge of the postmodern age, liberation from value priorities, expediency of progress, public benefit, can broadly attract ordinary or unscientific expert assessments. Focused attention to the disclosure of new causal relationships between political facts and the prediction of political processes, often uses subjective or authoritarian terms, which have not found a statement in the broad scientific community. It is emphasized that in modern scientific knowledge the priority of terminological severity is shifted in favor of a projective study, which directs efforts to acquire new knowledge. It is argued that the transformation of science into a part of the production complex and, at the same time, on a social phenomenon determines a certain professional approach of political scientists and understanding their significance and responsibility for their scientific results. It is substantiated that political knowledge is embedded in the cultural continuum and is determined by the norms generated by the civilization development of society. The possibility of acquiring qualitatively new paradigm knowledge involves an analysis of the state of a political subject and his thinking in the conditions of new and new conditions of standardization considered. ; В статье исследованы политическое познание может сосредотачиваться прежде всего на выделении событий и явлений, которые имеют особое значение для определенной политической ситуации, или актуальны для заинтересованной общественности. Подчеркивается, что gолитичне познания эпохи постмодерна, освобождение от ценностных приоритетов, целесообразности прогресса, общественной пользы, может широко залучуваты обычные, или ненаучные экспертные оценки. Сконцентрировано внимание на раскрытии новых причинно-следственных связей между политическими фактами и прогнозированием политических процессов, нередко применяет субъективные, или авторские сроки, которые не нашли утверждение в широкой научной общественности. Отмечается, что в современном научном познании приоритет терминологической строгости смещается в пользу проективного исследования, которое направляет усилия на приобретение новых знаний. Утверждается, что Превращение науки в часть производственного комплекса и одновременно на социальное явление определяет определенный профессиональный подход ученых-политологов и постижения своего значения и ответственности за свои научные результаты. Обосновано, что политическое познание является встроенным в культурный континуум и определяется нормами, которые порождаются цивилизационным развитием общества. Рассмотрена возможность приобретения качественно новых парадигмальных знаний предполагает анализ политического субъекта и его мышления в условиях новых и новых условий стандартизации. ; У статті досліджено політичне пізнання може зосереджуватися, передусім, на виокремленні подій і явищ, які мають особливе значення для певної політичної ситуації, або є актуальними для зацікавленої громадськості. Підкреслюється, що політичне пізнання доби постмодерну, звільнення від ціннісних пріоритетів, доцільності прогресу, суспільної користі, може широко залучувати буденні, або ненаукові експертні оцінки. Сконцентровано увагу на розкритті нових причинно-наслідкових зв'язків між політичними фактами та прогнозуванням політичних процесів, нерідко застосовує суб'єктивні, або авторські терміни, які не знайшли твердження у широкій науковій спільноті. Наголошується, що у сучасному науковому пізнанні пріоритет термінологічної суворості зміщується на користь проективного дослідження, яке спрямовує зусилля на набуття нових знань. Стверджується, що перетворення науки на частину виробничого комплексу і, водночас, на соціальне явище визначає певний фаховий підхід науковців-політологів та осягнення свого значення і відповідальності за свої наукові результати. Обґрунтовано, що політичне пізнання є вбудованим у культурний континуум і визначається нормами, які породжуються цивілізаційним розвитком суспільства. Розглянуто можливість набуття якісно нових парадигмальних знань передбачає аналіз стану політичного суб'єкту та його мислення в умовах нових і нових умов стандартизації.

Methodological approach to the interpretation of public sphere of politics within a democratic society is to describe the practices of the exercise of power on the base of its control and dialogue. The public nature of power as a common cause of all citizens and, at the same time, the phenomenon of technological and functional management in this study, acquires crucial. Political power is discursive communication activities and technocratic practices of governance in the context of the public sphere, acquires the status of the subject area, which is outside the main focus of the study. Distancing themselves from the government as the leading issues, political science, based on socio-philosophical tradition as a communicative theory denies the power of its central status in the public sphere as a particular form of expression of the political sphere and the political system.At present stage there are two conceptual leveles of considering of the the structure of public sphere of politics. The first is a socio-philosophical level, which is considered in the public sphere dichotomous opposites: publicity – privacy. This level defines the role of the personal perception and transforms the public sphere of politics to the category of political ontology, erasing it from the list of determinants of real politics. However, this level constitutes a public sphere of politics as a category and concept, provides a place in the public sphere of natural-scientific picture of the world. Belonging category of public sphere» to the categories of political and theoretical traditions can relate public sphere politics with other fundamental phenomena of political being: power, political will, political management. ; Методологічний підхід до інтерпретації громадської сфери політики у демократичному суспільстві є опис практики здійснення влади на основі її управління та діалогу. Публічний характер влади у загальну справу всіх громадян і, в той же час, явище технологічні та функціональні управління в цьому дослідженні, набуває вирішального значення.Політична влада дискурсивної діяльності зв'язку та технократичної практики управління в контексті публічної сфери набуває статусу предметної сфери, яка знаходиться за межами основного упору в дослідженні.Дистанціюватися від уряду в якості ведучої питань, політології, заснований на соціально-філософській традиції як комунікативна теорія заперечує силу його центрального статусу в суспільній сфері, як особлива форма вираження політичній сфері і політичній системі.На сучасному етапі існують два концептуальні leveles розгляду в структурі публічної сфери політики. Першим з них є соціально-філософський рівень, який вважається в громадській сфері дихотомічних протилежностей: гласність - конфіденційність. Цей рівень визначає роль особистого сприйняття і перетворює суспільну сферу політики на категорію політичної онтології, стерти її зі списку детермінанти реальній політиці. Однак цей рівень являє собою публічну сферу політики як категорії і концепції, надає місце у громадській сфері природничо-наукової картини світу. Належність категорії публічної сфери «до категорії політичної і теоретичної традиції» можуть торкнутися сфери публічної політики з іншими фундаментальними явищами політичного буття: влада, політична воля, політичне управління.
