: Indonesia has potential in cooperation on the intermission of UN peacekeeping tasks, although the need for UN intermission does not occur frequently (incidentally), but it needs to be prepared in order to anticipate opportunities and challenges in the development of the situation in UN PKOs, as has happened to the Indonesian Armed Forces Engineer Company Taskforce/Garuda Contingent. XXXII-C, through a decision-making mechanism based on the UN Resolution in UN PKOs to carry out the intermission of peacekeeping tasks from Haiti to Central Africa (2014-2015). The Kizi Taskforce TNI/Konga XXXIIC/MINUSTAH or Konga XXXVII-A/MINUSCA, can complete their duties as UN peacekeepers on duty at the UN Mission in MINUSTAH - Haiti and carry out UN Peace Task Intermissions in MINUSCA, in order to prepare missions in the African Republic Center (CAR). On this "rare" opportunity, the UN intermission process can be carried out properly through effective diplomacy and negotiations, so that the TNI/Konga XXXII-C Kizi Taskforce can carry out tasks in two different missions at once. And on this occasion, the researcher tries to explore the data in the form of a research entitled "Implementation of the United Nations Peacekeeping Taskforce; Case Study of Intermission of Satga IEC/Konga XXXII-C from Haiti to Central Africa (2014-2015)", In this study, I tried to explain the mechanism and implementation of the UN peacekeeping mission, accompanied by various challenges and obstacles faced in the area of operation. as well as the steps and efforts taken to overcome them, so that the task of ending the mission of the IEC/Garuda contingent in Haiti and the reopening of the UN mission in the Central African Republic can take place safely and smoothly. The researcher explored this research, considering that this form of intermission assignment rarely occurs, not only in the IEC Taskforce/Garuda Contingent, but also in UN peacekeeping operations.
Abstrak -- Perkembangan organisasi masyarakat di Indonesia menimbulkan adanya pelanggaran yang dilakukan oleh ormas, diantaranya adanya organisasi masyarakat yang memiliki ideologi bertentangan dengan Pancasila dan UUD 1945. Salah satu organisasi masyarakat tersebut adalah Hizbut Tahrir Indonesia. Berdasarkan permasalahan tersebut, pemerintah mengesahkan Peraturan Pemerintah Pengganti Undang-Undang nomor 2 tahun 2017 tentang organisasi masyarakat sebagai pengganti UU Nomor 17 tahun 2013. Adanya Perppu nomor 2 tahun 2017 menimbulkan adanya gejolak di masyarakat. Tesis ini ditujukan guna melakukan analisis perumusan masalah kebijakan dan pemantauan hasil kebijakan terhadap kebijakan Perppu nomor 2 tahun 2017 tentang Organisasi Kemasyarakatan dalam Perspektif Peperangan Asimetris dengan Studi Kasus Hizbut Tahrir Indonesia. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan studi kasus, dengan teknik pengumpulan data melalui wawancara, studi pustaka, dan studi dokumen, sementara analisa data menggunakan model dari Miles and Huberman yang terdiri dari reduksi data, penyajian data dan penarikan kesimpulan. Teori yang digunakan adalah teori kebijakan publik, analisis kebijakan publik, hukum administrasi negara, sistem politik, ilmu pertahanan, peperangan asimetris, dan gerakan sosial. Hasil dari penelitian ini adalah perumusan masalah analisis kebijakan Perppu nomor 2 tahun 2017 adanya permasalahan terkait undang-undang yang tidak dapat mengakomodir permasalah keormasan. Pemantauan hasil kebijakan dalam analisis kebijakan adalah kebijakan Perppu nomor 2 tahun 2017 menimbulkan sebuah ancaman baru bagi pertahanan negara yaitu munculnya gerakan pemberontakan.Kata kunci: analisis kebijakan, perppu nomor 2 tahun 2017, peperangan asimetris, HTI Abstract -- Government Regulation in Act number 2 of 2017 concerning social organizations is ratified by the government as a follow-up to the existence of community organizations that have ideologies contrary to Pancasila and the 1945 Constitution. One of those odd community organization is Hizbut-Tahrir Indonesia. The existence of Perppu number 2 of 2017 raises turmoil in the community. This thesis is intended to conduct an analysis of the formulation of policy issues and monitoring the results of policies on the policy of Perppu number 2 of 2017 concerning Community Organizations in the Perspective of Asymmetric Warfare with the Case Study of Hizbut-Tahrir Indonesia. The research method which has been used is a qualitative method with a case study approach, with data collection techniques through interviews, literature studies, and document studies, while data analysis uses models from Miles and Huberman which consist of data reduction, data presentation and conclusion drawing. Theories which are referenced are public policy theory, public policy analysis, state administration law, political system, defense science, asymmetric warfare, and social movements. The results of this study are the formulation of the problem of policy analysis Perppu number 2 of 2017 is legislation that cannot accommodate the issue of community organizations. Abstract -- Security plays an important role in creating peaceful condition in a country. By having a secure nation, the people of the nation may have freedom in the aspects of economy, politics, social interaction, religion, and other aspects. Unfortunately, threats may come from anywhere and various in forms. Terrorism and Cyber Attacks become two of the greatest concerns in term of security world widely and this may be troublesome to Brunei. This paper aims to analyze wawasan Brunei 2035 on national security and state walfare. This paper used qualitative method and the data is gained from documents, archives, journal and so on. The research result that in order to prevent and counter the threats, Brunei Darussalam formulates the Wawasan Brunei 2035 or the Brunei's Vision 2035 as a means to create security and increasing the welfare of the state. Abstrak -- Ketahanan suatu wilayah dapat ditinjau dari kemampuan wilayah dalam menghadapi ancaman bencana alam. Penanggulangan bencana alam di daerah membutuhkan penanganan yang bersifat Multisektoral, sehingga dibutuhkan Sinergi antar instansi agar terwujud penanggulangan bencana alam yang mantap. Abstrak - Tantangan dunia cyber bukan merupakan sesuatu yang baru, terlebih lagi di era informasi dimana semua terkoneksi melalui internet, dengan berkembangnya perangkat untuk menyambungkan manusia dengan satu sama lain, seperti computer, smartphone, tablet, dan lain sebagainya semakin membuka peluang bagi para pelaku kejahatan untuk melancarkan serangan melalui dunia siber. Agar dapat mengatasi ancaman tersebut maka sangat diperlukan penanganan yang cepat dan tepat sasaran agar dapat segera diantisipasi. Salah satunya adalah dengan menggunakan digital forensics, sebuah acuan untuk menginvestigasi segala bentuk bukti digital yang dijadikan sebagai alat untuk melakukan cybercrime. Dalam tulisan ini, penulis melihat bagaimana pemerintah Brunei Darussalam mengimplementasikan Digital Forensics untuk meningkatkan Cyber Security di Brunei Darussalam. Dengan bekerja sama dengan pihak swasta dan beberapa lembaga lainnya yang terkait dengan penanggulangan cybercrime pemerintah Brunei Darussalam telah menciptakan sebuah struktur dan acuan yang cukup baik untuk dapat menghadapi berbagai ancaman cyber yang ada di Brunei Darussalam. In order to overcome such threats so it will need a fast and precise handling goals that can be anticipated. One of them is to use a digital forensics, a reference to investigate all forms of digital evidence that is used as a tool to commit cybercrime. In this paper, the authors look at how the government of Brunei Darussalam to implement Digital Forensics to boost Cyber Security in Brunei Darussalam. By working closely with the private sector and other institutions associated with cybercrime prevention Brunei government has created a structure and references were good enough to be able to deal with cyber threats that exist in Brunei Darussalam. Abstrak -- Kodim 0609/Kab. Bandung merupakan Satuan Komando Kewilayahan yang berada dibawah Korem 062/Taruma Negara, Kodam III/Siliwangi. Kodim 0609/Kab. Bandung memiliki wilayah tanggung jawab yang meliputi Kotamadya Cimahi, Kabupaten Bandung dan Kabupaten Bandung Barat. Satuan Komando Kewilayahan ini bertugas untuk melaksanakan pembinaan teritorial dan menyiapkan pertahanan darat di wilayah tanggung jawabnya yang salah satunya adalah membantu pemerintah daerah dalam mencegah terjadinya konflik sosial. Tujuan penelitian, untuk menguji dan menganalisis pengaruh Komunikasi Sosial terhadap konflik sosial di wilayah Kodim 0609/Kab. Bandung. Penelitian ini menggunakan metode kuantitatif. Data diperoleh melalui observasi, kuesioner dan dokumentasi. Data penelitian dihimpun melalui teknik pengumpulan data melalui penyebaran kuesioner dan studi pustaka. Hasil penelitian ini yaitu pada uji F hasilnya menyatakan ada pengaruh secara signifikan antara Komunikasi Sosial (X1) dan Deteksi Dini (X2) secara simultan terhadap Pencegahan Terjadinya Konflik Sosial. Pada uji t menunjukkan bahwa terdapat dampak yang signifikan dari Komunikasi Sosial (X1) dan Deteksi Dini (X2) secara Parsial terhadap Pencegahan Terjadinya Konflik Sosial. Hasil Koefisien Determinasi (R²) dimana kedua variabel secara bersama-sama mempengaruhi terhadap Pencegahan Terjadinya Konflik Sosial dengan besar pengaruh 60,0%.Kata kunci: komunikasi sosial, deteksi dini, konflik sosial Abstract -- Kodim 0609 / Kab. Bandung is a Regional Command Unit under the 062 / Taruma Negara Military Command, Kodam III / Siliwangi. Kodim 0609 / Kab. Bandung has an area of responsibility which includes the Municipality of Cimahi, Bandung Regency and West Bandung Regency. The Regional Command Unit is tasked with carrying out territorial guidance and preparing land defense in its area of responsibility, one of which is to assist regional governments in preventing social conflicts. The purpose of the study, to test and analyze the influence of Social Communication on social conflicts in the Kodim 0609 / Kab. Bandung. This research uses quantitative methods. Data obtained through observation, questionnaires and documentation. Research data is collected through data collection techniques through questionnaires and literature studies. The results of this study are in the F test the results state that there is a significant influence between Social Communication (X1) and Early Detection (X2) simultaneously to Prevent Occurrence of Social Conflict. In the t test shows that there is a significant impact of Social Communication (X1) and Early Detection (X2) Partially to Prevent Occurrence of Social Conflict. The results of the Determination Coefficient (R²) where the two variables together influence the Prevention of Occurrence of Social Conflict with a large influence of 60.0%.Keywords: social communication, early detection, social conflict

Bandung mengamati bahwa berdasarkan indikasi ancaman Indonesia kedepan baik dalam waktu dekat maupun jangka panjang yang nyata-nyata dapat mengganggu sendi-sendi kehidupan berbangsa dan bernegara. Tujuan dari penelitian ini yaitu untuk menganalisis peran Kodim 0609/Kabupaten Bandung dan menganalisis kendala dalam meningkatkan pendidikan bela negara di Kabupaten Bandung. metode yang peneliti gunakan adalah dengan menggunakan metode deskriptif dan kualitatif. Hasil penelitian menunjukkan bahwa usaha pembelaan negara bertumpu pada kesadaran setiap warga Negara akan hak dan kewajibannya. Proses motivasi untuk membela negara dan bangsa akan berhasil jika setiap warga memahami keunggulan dan kelebihan negara dan bangsanya. Indonesia-Turkey defense diplomacy which aims to achieve self-sufficiency in defense equipment has resulted in the joint production of a medium tank called the Harimau or Kaplan. Each country requires a medium tank because this type of tank can operate in various geographical conditions found in Indonesia and Turkey. The purpose of this study is to examine the factors that contribute to the realization of joint production of tanks through the implementation of defense diplomacy strategies. Data were obtained through interviews with former Indonesian defense ministers for the period 2009-2014 as well as from the defense industry. In addition, secondary data was obtained from search results of official documents, official websites, and journals. Then the results of the interviews were analyzed descriptively. From this research, the factors that influence the cooperation between Indonesia and Turkey are obtained, namely the principle of equality, the principle of mutual trust and need, and the principle of business. In addition, Indonesia's defense diplomacy strategy is in the alignment of domestic and foreign defense policies, assessments, and maximizing the concepts of Government to Government (G to G) and Business to Business (B to B).
Abstrak -- Diplomasi pertahanan merupakan kajian baru dalam ilmu HI, utamanya diplomasi. Hal ini membuat kajian-kajian yang berkembang dalam diplomasi pertahanan masih minim dan didominasi oleh konsep-konsep western. Padahal hal ini berpotensi menimbulkan bias teoretis jika diterapkan di negara-negara timur. Filsafat timur sesungguhnya memberikan banyak pilihan konsep terkait diplomasi dan ilmu pertahanan, seperti dalam Arthashastra karya Chanakya. Penelitian ini membahas mengenai analisa konsep diplomasi pertahanan negara dalam pandangan Chankya melalui karyanya, Arthashastra. Rumusan masalah dalam penelitian ini adalah bagaimana konsep pemetaan ancaman, statecraft dan juga diplomasi dalam Arthashastra dapat menjadi dasar strategi dan paradigma dalam Diplomasi Pertahanan. Penelitian ini bertujuan untuk memberikan gambaran mengenai konsep pemetaan ancaman, statecraft dan diplomasi dalam Arthashastra sebagai dasar strategi dan paradigma dalam diplomasi pertahanan. Metode yang digunakan adalah analisa isi kualitatif menggunakan analisis wacana kritis dan hermeneutika Gadamer. Konsep Diplomasi pertahanan dalam Pandangan Chanakya digali dari beberapa teori besar dalam Arthashastra mengenai pemetaan ancaman (Teori Mandala); mengenai statecraft (Teori Saptanga); dan mengenai Diplomasi (Teori Mantrashakti, Ṣāḍguṇya dan catur upaya). Pemetaan ancaman dalam teori mandala dipandang masih tradisional dan bersifat military heavy. Konsep statecraft dalam teori saptangga sebagian besar masih relevan, walau ada satu elemen yang perlu dimaknai kembali. Konsep diplomasi dalam teori mantrashakti, Ṣāḍguṇya dan catur upaya sebagian besar masih relevan dan dapat dijadikan dasar dalam paradigma diplomasi pertahanan. Secara umum konsep diplomasi pertahanan chanakya memiliki banyak kemiripan dengan diplomasi militer, sehingga dapat digunakan sebagai acuan dalam strategi diplomasi militer. Namun untuk bisa diaplikasikan pada diplomasi pertahanan saat ini diperlukan penyesuaian terutama mengenai keterlibatan elemen nir-militer.Kata kunci: Diplomasi Pertahanan, Chanakya Arthashastra, Teori Mandala, Teori Saptanga, Mantrashakti, Ṣāḍguṇya, Catur Upaya. Abstract -- Defense diplomacy is a new study in International Relations science, mainly diplomacy. This makes studies that develop in defense diplomacy are still mildly and dominated by western concepts. Even though this has the potential to cause theoretical bias if applied in eastern countries. Eastern philosophy actually provides many choices of concepts related to diplomacy and defense science, such as in Chanakya's Arthashastra. This study discusses the analysis of state defense diplomacy concept in the course of Chankya through his work, Arthashastra. The research questions in this study are how the concept of threat mapping, statecraft and diplomacy in the Arthashastra can be the basis of strategies and paradigms in Defense Diplomacy. This study aims to provide an overview of the concept of threat mapping, statecraft and diplomacy in Arthashastra as the basis of strategies and paradigms in defense diplomacy. The method used is qualitative content analysis using critical discourse analysis and Gadamer's hermeneutics. The concept of defense diplomacy in the course of Chanakya was explored from several major theories in the Arthashastra concerning the mapping of threats (Mandala Theory); regarding statecraft (Saptanga Theory); and the Diplomacy (Theory of Mantrashakti, Ṣāḍguṇya and catur upaya). Mapping threats in the mandala theory is seen as still traditional and military heavy. The concept of statecraft in the saptangga theory is still largely relevant, although there is one element that needs to be reinterpreted. The concept of diplomacy in the mantrashakti, Ṣāḍguṇya and catur upaya theory is still largely relevant and can be used as a basis in the defense diplomacy paradigm. In general, the concept of defense diplomacy has many similarities to military diplomacy, so that it can be used as a reference in military diplomacy strategies.
