The fall of Srebrenica was for several reasons exceptional. First, it was the ultimate humiliation of the United Nations' efforts in general, and in particular its efforts to protect the civilian population in the former Yugoslavia. Secondly, it demonstrated convincingly to the Bosnian Serbs that the United Nations and its strong arm NATO were not able to fight a real war and that they were 'paper tigers', good at issuing decisions, declarations and statements full of empty threats. After four years, the UN and NATO had lost all credibility. Srebrenica was defended by a Dutch batallion, "Dutchbat". There had been an overwhelming majority in the Dutch Parliament for contributing troops to the United Nations' attempt to restore peace and to safeguard the civilians in the former Yugoslavia. Sending the troops was not really an issue. The issue was: which troops, what armaments and where? (SOI : BF: S. 350)

Unter konfliktstrategischen Aspekten geht es um die gegenwärtige Sicherheitspolitik, mögliche Alternativen und die Rolle der Friedensbewegungen. Die Analyse bezieht sich auf vorhandene Literatur. Der Autor kritisiert an der betriebenen Sicherheitspolitik und den alternativen, an politischer Macht gewinnenden Vorschlägen der Friedensbewegungen deren Konzentration auf die Mittel einer Konfliktlösung anstatt auf die Konfliktlösung selbst. Sie wäre durch eine veränderte Wahrnehmung der Realität, die die der Sicherheitspolitik inhärente Vorstellung der Unumgänglichkeit des Konflikts zugunsten der Vorstellung der vorhandenen Interdependenz der Länder als Friedensgarant aufgibt, zu erreichen.
