Bu çalışma cari işlemlerde meydana gelen açık ile bütçe açıklarının birbiri ile ilişkili olduğunu ve bu ilişki sonucunda yapılan nedensellik testleri sonucunda anlamsal açıdan ilişkili olduklarını ortaya koymaktadır. Böylece ortaya çıkan sonuç geleneksel yaklaşımı destekler niteliktedir. Hazırlanmış olan bu çalışmada literatürde ciddi bir tartışmaya neden olan cari işlemlerdeki açık ile bütçe açıkları arasında gerçekleşen ilişki, Ricardocu ve Geleneksel yaklaşımlar açısından incelenmeye çalışılmaktadır. Ortaya konulan bu ilişki Türkiye ekonomisinde uygulama bulduğu için bu tezde 'Türkiye ekonomisinde bütçe açığı cari işlemlerdeki açığın nedenidir' tezi ortaya atılmıştır. Cari işlemler açığı ile bütçe açığı arasında ortaya çıkan ilişki Granger nedensellik testleri ile ampirik bir şekilde test edilmeye çalışılmıştır. Hazırlanan bu çalışmada kullanılmış olan veriler 1985 ile 2017 yılları arasındaki dönemi kapsamaktadır. Sonuç olarak cari işlemlerde gerçekleşen açıkta azalma mali ayarlama gerektirmektedir. Bütçe açığında yaşanan azalış cari işlemlerdeki açıkları yok etmede gerekli görülen koşuldur. Bu nedenle Türk Ekonomisinde yaşanan temel problemler iç dengesizliklerden dolayı ortaya çıkmaktadır. Bundan dolayı ekonomide kullanılan istikrar programlarında başlangıç noktası olarak kabul edilen durum iç dengenin sağlanmasına katkı sağlamaktadır. Dış dengenin üzerinde iç dengede meydana gelen gelişmeler pozitif etki etmektedir. Ödemeler bilançosunda birinci başlık olarak cari işlemler hesabı kullanılır. Belirtilen bu hesap içerisinde kullanılmakta olan en önemli alt başlık ticaret ihracat-ithalat kalemi olarak kabul edilir. Cari işlemlerdeki hesaplarda gelir transferleri, hizmetler gibi diğer benzer kalemler de yer almaktadır. Meydana gelen en öncelikli faktör ihracat miktarından ithalatın çıkarılması ile gerçekleşen dış açık veya dış fazladır. Kamu da yapılan harcamalar kamusal gelirleri aştığı taktirde meydana gelen fazla bütçedeki açıklar şeklinde nitelendirilmektedir. Ülkemizde ve diğer ülkelerde devletin yaptığı harcamalar, devletin ana gelir kaynağı olarak görülen vergilerin üstünde bir harcamanın yapıldığını göstermektedir. Devlet gelir vergilerini toplayamadığında ortaya çıkan açıkları azaltmanın yöntemi dolaylı vergilerin üstünde yoğunlaşmanın gerçekleşmesi veya borçlanma yoluna gidilmesinden kaynaklanmaktadır. Belirtilmiş olan bu açıkların azaltılabilmesi ya da kapatılabilmesi ülkelerde ortaya çıkan makro ekonomik hedeflerin başında gelir. Dış ticarette meydana gelen açıklar veya genel anlamda cari işlemlerdeki açıklar hem gelişmiş hem de gelişmesini sürdüren ülkeler için ciddi bir problem olarak görülmektedir. Son dönemlerde ifade edilen bu iki açığın birbirini artan şekilde etkilediği söylenebilir. Hazırlanan çalışmadaki amaç, teorik yönleri ile özetlendikten sonra, 1985 ile 2017 yılları arasındaki dönemde Türkiye'de meydana gelen ikiz açıkların birbiri ile ilişkisinin olup olmadığını göstermektedir. Bu çalışma neticesinde Türkiye'deki ikiz açıklar yani bütçe açığı ve cari açıkların arasında gerçekleşen bir etkileşimin ve ilişkinin bulunduğu ortaya çıkmıştır. ; This study shows that the deficits in the current transactions are related to the budget deficits and they are related semantically as a result of causality tests made as a result of this relationship. Thus, the result supports the traditional approach. This study is trying to put forward the relationship between the deficit in the current account and the budget deficits which cause a serious discussion in the literature in terms of Ricardian and Traditional approaches. Because these relationships set forth in this thesis finds its application in the economy of Turkey Turkey's economy is the cause of the budget deficit in the current account deficit thesis has been proposed. The relationship between the current account deficit and the budgetary relationship has been tried to be empirically tested through Granger causality tests. The data used in this study included the period between 1985 and 2017. As a result, the reduction in the current account deficit requires financial adjustment. The decline in the number of people living on a budget basis is a necessary condition to eliminate the deficits in the current account. For this reason, the main problems in the Turkish economy arise from internal imbalances. Therefore, the situation that is accepted as the starting point in the stabilization programs used in economics contributes to the provision of internal equilibrium. The developments in the internal balance over the external balance have a positive effect. The current account is used as the first heading used in the balance sheet. The most important subheading used in this account is trade (export-import) as pen. Income transfers in current account accounts are included in other similar items such as services. . The most important factor that comes to the market is the external open or external phase which is realized by imports from export quantity. Expenditures made in the public sector are characterized by over-budget deficits that have come to fruition if they exceed public revenues. The expenditures made by the state in our country and in other countries show that the state has made a spend on the taxes that are considered as the main source of income. The method of reducing the deficits that arise when the state can not collect income taxes is the result of concentrating on indirect taxes or going to borrowing. Among the macroeconomic targets emerging in countries where these mentioned deficits can be reduced or closed are income and the deficits in foreign trade or the deficits in the current account in general and the countries that continue to develop are seen as a serious problem. It can be said that these two expressions which have been expressed in the recent periods affected each other increasingly. The aim of this study was prepared in the period between 1985 and 2017 with a deficit of theoretical aspects are summarized in Turkey after the twin deficits occurring shows the existence of the relationship with each other. This study explains that in Turkey has emerged as a result of the twin budget of an interaction that occurs between the deficit and current account deficit and no relationship.
