One of the problems that bedevils political scientists who try to tie their work to theory or to ongoing debates in the literature is that events keep moving. And, unfortunately, the pace of academic publishing in the United States can create problems for an author whose work attempts to explain some portion of the contemporary world. And then there can be another delay before that review is published and read by members of the scholarly community. Of course, if the theoretical argument is sufficiently robust, no amount of turbulence in the political system in that two or three year period between the final scholarly observation and publication would make a difference in the argument.

Retrospective consideration of US relations with Latin America during the 1960s has focused on the Alliance for Progress and the Cuban missile crisis. Few attempts have been made to understand the origins of the policy, much less to assess its impact on the hemisphere and inter-American relations. This is an error. This paper attempts to understand both episodes, and others that occurred during the decade, in the broad context and historical dynamics of inter-American relations. This context should include a consideration of the elements that led to the formulation of the Alliance for Progress and the global concerns of the North American government that shaped policy toward Latin America. ; La consideración retrospectiva de las relaciones de los EEUU con América Latina durante la década del 60 se ha centrado en la Alianza para el Progreso y la crisis de misiles de Cuba. Se han efectuado pocos intentos para entender los orígenes de la política, mucho menos para evaluar su impacto sobre el hemisferio y las relaciones interamericanas. Este es un error. El presente trabajo intenta comprender ambos episodios, y otros acaecidos durante la década, en el amplio contexto y la dinámica histórica de las relaciones interamericanas. Este contexto debe incluir una consideración de los elementos que condujeron a la formulación de la Alianza para el Progreso y a las preocupaciones globales del gobierno norteamericano que configuraron la política hacia América Latina.

The war between Great Britain and Argentina over the Falkland Islands was strange in several respects. Everyone involved saw her coming months in advance, and yet no one could or wanted to stop it. This paper aims to explore the vast literature on the subject, which is presented sequentially according to various components or explanatory elements: the outcome of the crisis, with special attention to the different perceptions of the main participants and the context in the which decisions were made in each country; military preparations for the actual conduct of the war; the strategic consequences of the war; the implications of war for our understanding of the international system and, finally, how conflicts can be resolved in the future. ; La guerra entre Gran Bretaña y Argentina por las Islas Malvinas fue extraña en varios aspectos. Todos los involucrados la vieron venir con meses de anticipación, y sin embargo nadie podía ni quería detenerla. El presente trabajo tiene como finalidad explorar la vasta literatura sobre el tema, que se presenta en forma secuencial de acuerdo a diversos componentes o elementos explicativos: el desenlace de la crisis, con especial atención a las percepciones distintas de los principales participantes y el contexto en el cual las decisiones eran tomadas en cada país; los preparativos militares para la conducción misma de la guerra; las consecuencias estratégicas de la guerra; las implicaciones de la guerra para nuestra comprensión del sistema internacional y, finalmente, cómo puede ser resueltos los conflictos en el futuro.

Most studies on Argentine foreign policy made by outsiders have characterized the politics of this country as individualistic or isolationist. The limitations of this vision are that it does not allow the existence or expression of an Argentine national interest independent of the wishes or objectives of the United States or Brazil. Consequently, a broader perspective on Argentine foreign policy is needed in order to better understand that nation's relations with others, especially with Brazil, more intelligently assess the current pending issues between those two countries, and more accurately project the possible Argentine responses to conflict situations. This essay provides such a perspective by tracing the historical roots of Argentina's international conduct and by identifying the principles that underlie its foreign policy. ; La mayoría de los estudios sobre la política exterior argentina hechos por extranjeros han caracterizado la política de este país como individualista o aislacionista. Las limitaciones de esta visión consisten en que ella no permite la existencia o expresión de un interés nacional argentino independiente de los deseos u objetivos de los EE.UU. o Brasil. Por consiguiente, se necesita una perspectiva más amplia acerca de la política exterior argentina para poder entender mejor las relaciones de esa nación con otras, especialmente con el Brasil, evaluar más inteligentemente los asuntos actuales pendientes entre esos dos países y proyectar con mayor precisión las posibles respuestas argentinas a situaciones de conflicto. Este ensayo busca proporcionar tal perspectiva por medio del rastreo de las raíces históricas de la conducta internacional de Argentina y por la identificación de los principios que son la base de su política exterior.
