The aim of the research was to make known the administrative and legal status of the subjects of public administration in the field of counter-terrorism. It was found that a rather clear and logical structure of state bodies in the field of organization and coordination of the fight against terrorism has been created in Ukraine. The system of anti-terrorist entities is a set of specific, legally defined institutions that interact with the aim of preventing, detecting, stopping and minimizing the consequences of terrorist activities. The following methods were used in the research: analysis of biographical sources, synthesis, deduction, comparative analysis and meta-analysis, etc. In the conclusions it has been established that the President of Ukraine, the Verkhovna Rada and the Cabinet of Ministers are the key actors in the fight against terrorism in the system of higher authorities. The defining areas of action of the President of Ukraine in the sphere of counter-terrorism, are the activities aimed at regulatory and legal support of counter-terrorism in Ukraine, which implies: creation, liquidation, reorganization and management of relevant counter-terrorism entities.

Modern political transformations involve free choice of ideology, ability to communicate with society and maintenance of their political preferences. Political struggle often leads to radical action and political extremism. The aim of this study involved an analysis of political extremism that occurs in modern democracies, and identification of the main factors underlying the development of political extremism. The determinants of the political stability/extremism are analysed based on the algorithm of hierarchical clustering. It is proved that 26 European countries studied in the work can be grouped into four clusters, which are characterised by the number of parties of extremist ideology in the national parliaments of European countries; Elite Quality Index (EQx); the Freedom in the World Index; Political Stability and Absence of Violence Index, which is part of The Worldwide Governance Indicators (WGI). It is revealed that today ideological trends of authoritarian populism, conservatism and extremism are spreading in European countries. Cluster analysis has shown that the political extremism is influenced by the level of quality of national elites, the development of fundamental rights and freedoms, the political stability, and the absence of violence. Further research should focus on econometric simulation of factors shaping political extremism through economic development indicators.

The objective of the study was to determine the legal mechanisms for the use of innovative technologies in law enforcement and to outline the main problems of their implementation in the fight against crime. The methodological scheme of the article was the use of theoretical and empirical research methods, as well as comparative, structural and logical methods, documentary, and systems analysis. It is established that the main types of modern technologies used in law enforcement are unmanned aerial vehicles, artificial intelligence, robotics, biotechnology, analytical and geographic information systems, explosion locators and chatbots. The problems of introducing innovative technologies into law enforcement were found to be objective and subjective. The ways of overcoming them are offered through the creation of legal mechanisms for the legal use of various modern technologies by law enforcement agents. It is concluded that effective mechanisms for the use of innovations in law enforcement will increase the effectiveness of crime prevention and enable law enforcement officials to avoid conflicts related to violations of citizens' rights and the protection of national security.
