The article examines the role of the state, society and the individual in the process of realizing national interests. It is noted that the mission of the state is to take care of citizens. The state is a kind of coordinating center that determines the vectors of development of all other subjects, protecting them from external negative influences. Society and the individual follow the set directions and make their creative contribution to the development of the state, actively participating in the process of implementing national interests, contributing to the strengthening of peace, democratic institutions and the rule of law.

The current article attempts to denote the relationship between the regulatory purpose of politics and law, which form coherent power as a dialectical unity of political power interested in the legal legitimation of its status and legal power, appealing to the power represented by the state, on the one hand, and their denial of each other as the embodiment of the paradigms of efficiency (politics) and legitimation (law), on the other hand. To meet that aim, general scientific (dialectical, comparative, historical-genetic, structural-functional), and also specific scientific (specific-sociological, formal-logical, historical-legal, comparative jurisprudence) methods are taken into consideration. Given the results of the study, the efficiency paradigm is determined by the factor of result, and the legitimation paradigm is determined by the factor of process. The interaction of these paradigms gives rise to an antinomic contradiction, which is an attributive characteristic of the political and legal regulation of social processes.

This article is dedicated to the analysis of a preponderant institution of Civil Society in Russia such as the Bar Association, consequently, its role in the implementation of the state function of providing qualified legal assistance is examined. In addition, it ad-dresses the criminal defense mechanism of the Russian legal profession. To achieve the objective of the study, several general scientific techniques, and methods of scientific knowledge (analysis, synthesis, deduction, induction, systemic-structural, formal-logical approaches) and specific scientific methods were launched: historical-legal, formal-legal, comparative-legal, and interpretative are employed. Based on the results obtained, it can be concluded that the legal profession, being an institution of civil society, remains vul-nerable in the legal sense in its interaction with law enforcement agencies. At the same time, by illegally interfering in promotion, public officials go unpunished. There is still no criminal liability for unlawful interference in the activities of a lawyer. It therefore proposes to introduce specific amendments to the criminal legislation governing this matter of general interest.

The authors of the article analyze the problems of legal regulation of rational subsoil use and energy consumption in Russia, Germany, USA, Japan and other countries. It also compares the energy legislation of different countries. Based on the results, it was concluded that the development of the legislation of these countries is in general compliance with the strategic goals in the field of energy production and consumption. These goals are the construction of ecologically clean "green" energy based on the rational use of mineral resources and minerals and the rational and efficient distribution of energy. ; Los autores del artículo analizan los problemas de la regulación legal del uso racional del subsuelo y el consumo de energía en Rusia, Alemania, Estados Unidos, Japón y otros países. También compara la legislación energética de diferentes países. Con base en los resultados, se concluyó que el desarrollo de la legislación de estos países está en cumplimiento general con los objetivos estratégicos en el campo de la producción y consumo de energía. Estos objetivos son la construcción de energía "verde" ecológicamente limpia basada en el uso racional de los recursos minerales y minerales y la distribución racional y eficiente de la energia.

There is a law-making principles system worked out in the paper. It plays the great role in creation or choice of legal regulation model. When elaborating the latter, the deep interaction between law-making and law principles takes place. The deeper interaction is put by a legislator into model background the better public regulation is carried out. The analysis of law-making principles and their role in model forming performed using the information from law and academic books is carried out. There is an example of using for system cited in paper. The law-making principles turn off maker of law's weakness of professional skills to a certain extent, due to the establishment of legal regulation to a point, create barriers against affecting of lobby and corrupt officials, and indicate the general valuables to be confirmed in legal acts. When drafting the regulations, the maker of law cannot directly neglect the law-making principles. Therefore, to upgrade his/her professional skills, the maker develops a level of his\her competence in law while collegial law-making body invites the specialists from among scientists and practioners to prepare a project of сoming act.

The authors study the features of the of legal language use in the conditions of socio-political transformations. The use of various legal terms in the revolutionary periods of the formation of the Russian state and law from the beginning to the end of the twentieth century is analyzed. It is noted that a whole layer of terms reflecting new realities appeared in the legal language after the October Revolution; this fact allowed legal drafters to use them as a political tool, to formulate legal norms in such a way that they fit into the overall political agenda. In turn, the collapse of the Soviet Union also led to a radical change in social and political relations, the total destruction of the established legal system. Significant changes occurred in the legal language. The authors make the conclusion that the legal language is a kind of a conductor of political will and in some case the tool for manipulating the content of legal norms. Legal language is an indicator of social and political transformations. Emerging new words reflect the emerging social relations, demonstrate a new political course, chosen in one or another period of state development.

This article attempts to consider a number of controversial issues regarding the definition of the nature, essence (including the concept and signs) and the purpose of the procedural legal regime in the theory of procedural legal regulation. The procedural and legal regime, as an element of the procedural-legal form, unfortunately, has not received sufficient development in legal science; a gap, in particular, remains the issues of establishing the characteristics of the category under consideration, without which it is impossible to establish the nature, essence and purpose of the procedural and legal regime. This remark is also true in relation to the definition of the concept of a procedural and legal regime, since the approaches available in legal science, for the most part, do not reveal the features and unique legal nature of the category under study. The authors of the article, on the basis of establishing the essential features of the procedural and legal regime, proposed its authentic definition, as based on a certain combination of procedural and legal means and principles of a special procedure for procedural and legal regulation of activities of subjects and participants in the legal process, aimed at legal and reasonable consideration and resolution of legal cases.

Through the dialectical method the objective of the article was to analyze the process of the elaboration of modern laws, considering their structure and main problems. There is a major structure and problems inherent in the modern law-making process described in the article. The structure of law-making comprises four parts: 1. Cognitive-analytical part; 2. Theoretical foundations of the legal norms and acts they dictate; 3. Validation of legal act or norm; 4. Monitoring of relevant rules and legal acts. The main legislative task is to draft legal norms that stimulate the active development of all parts of the State and society through a deep perception of all related processes, including those involving standard-setting. It is concluded that the main factor affecting the quality of legislation is the lack of a uniform legislative basis for the issuance of legal acts. There seems to be a real need to develop a uniform legislative act on the law-making process. The Code containing general and specific parts of each law must be developed.

The article draws attention to the existing theoretical and applied problem of the systematization of legal terms in lawmaking. The authors focus on general (logical processing of information, information processing based on preferences and beliefs) and special (classification, formation of thesaurus, modeling) methods of systematization, sequentially revealing their contents. Particular attention is paid to the classification of legal terms, which plays a leading role in the process of their systematization. With the help of classification, terminological series can be built, and terminological apparatuses can be formed in the legal text, from which the legal terminological system is composed. The authors classify legal terms on the following grounds: functional-stylistic features, the sphere of use in the legal language, the method of formation, the content of the concept corresponding to the legal term and the possibility of its different language implementation, activity, the time of use, the way of reflecting the content of the corresponding concept, the language as a source of the appearance of the legal term, the field of application, the form of use in the legislative text and etc.
