This book is intended for researchers, policymakers, and practitioners interested in the dynamics and governance of low-carbon transitions. Drawing on the Multi-Level Perspective, it develops a whole system reconfiguration approach that explains how the incorporation of multiple innovations can cumulatively reconfigure existing systems. The book focuses on UK electricity, heat, and mobility systems, and it systematically analyses interactions between radical niche-innovations and existing (sub)systems across techno-economic, policy, and actor dimensions in the past three decades. Comparative analysis explains why the unfolding low-carbon transitions in these three systems vary in speed, scope, and depth. It evaluates to what degree these transitions qualify as Great Reconfigurations and assesses the future potential for, and barriers to, deeper low-carbon system transitions. Generalising across these systems, broader lessons are developed about the roles of incumbent firms, governance and politics, user engagement, wider public, and civil society organisations. This paper investigates a neglected aspect of the transitions literature: the destabilisation of existing regimes and industries. It presents an analytical perspective that integrates four existing views on destabilisation and conceptualizes the process as a multi-dimensional and enacted phenomenon involving technical, economic, political, and cultural processes. This perspective is illustrated with two historical cases of the British coal industry (1913-1967, 1967-1997). These cases are also used to articulate five lessons regarding the overall destabilisation process and five lessons regarding the economic and socio-political environments of industries. The conclusion section translates the historical lessons into insights with relevance for the contemporary challenge of climate change and transitions to low-carbon energy systems. © 2012 Elsevier Ltd.

Concerted action on climate change will require a continuing stream of social and technical innovations whose development and transmission will be influenced by public policies. New ways of doing things frequently emerge in innovative small-scale initiatives – 'experiments' – across sectors of economic and social life. These experiments are actionable expressions of novel governance and socio-technical arrangements. Mobilising and generalising the outputs of these experiments could lead to deep reductions in greenhouse gas emissions over the long-term. It is often assumed that the groundswell of socio-technical and governance experiments will 'scale-up' to systemic change. But the mechanisms for these wider, transformative impacts of experiments have not been fully conceptualised and explained. This paper proposes a conceptual framework for the mobilisation, generalisation and embedding of the outputs and outcomes of climate governance experiments. We describe and illustrate four 'embedding mechanisms' – (1) replication-proliferation; (2) expansion-consolidation; (3) challenging-reframing; and (4) circulation-anchoring – for entwined governance and socio-technical experiments. Through these mechanisms knowledge, capabilities, norms and networks developed by experiments become mobile and generic, and come to be embedded in reconfigured socio-technical and governance systems.

Phase-out is rapidly gaining traction as a central part of practical efforts to address sustainability challenges. However, the way it has been conceived of in policy debates and some academic work is problematic in that it (1) tends to be narrowly focused on substitution; (2) underexposes the bi-directional relationship between phase-outs and innovation; and (3) pays insufficient attention to political challenges. To fully reap the potential of phase-out in sustainability transitions, we call for a more integrative body of scholarship. We identify three important avenues to advance this agenda: First, shifting the unit of analysis to socio-technical systems and the reconfiguration of entire regimes will help to elucidate the multiple logics underlying phase-outs. Second, deepening insights on the timing and interaction between phase-out and innovation will unveil the potential of phase-outs in accelerating transitions. Finally, engaging with issues of power, political legitimacy, and equity is required to mitigate political challenges.
