A lo largo de las dos últimas décadas el debate sobre el desarrollo ha estado sujeto a diversas controversias que, de alguna forma, representan visiones diferentes respecto del carácter coyuntural o estructural de los problemas en presencia. Ello ha tenido distintas manifestaciones, tanto en el plano académico, como en los ámbitos social y político. ; During the past two decades the development debate has raised several controversies that somehow represent different visions about the temporary or structural nature of the problems faced. This has had different responses, both in academia and in the social and political fields. The paper analyzes the extent of such disputes, examining the strategy based on the Millennium Develop-ment Goals (MDGs) and its real meaning in terms of development. To do this, we take the data relating to China in order to examine both the relationship of the MDGs with the changes in terms of poverty, and the impact of the Chinese model in other variables such as inequality and environmental sustainability

Development Cooperation, in addition to clear social and political support, originated from a context which represented a coherent contribution within the framework of Development Theory. However, from the 1980s with the rise of neoliberal ideas, debates on development and the international cooperation system and its strategies took different directions. Currently, the definition and monitoring of the Agenda has become the centre of debate, with the conse-quent abandonment of the theoretical and historical perspectives as well as the traditional perception of development as a process of transformation of reality. This disconnection between ideas on development and cooperation has led to a long-standing confusion over cooperation, with its role becoming increasingly unclear. This paper highlights the need to return to the relation-ship between theoretical reflection on development and cooperation strate-gies, through a process of identifying problems, studying their causes and con-sequently designing strategies. The way in which these links are created will open up the possibility of proposing alternatives according to the risks and challenges to be faced ; La Cooperación al Desarrollo nació en un contexto en el que, además de un claro respaldo social y político, suponía un aporte coherente en el marco de la Teoría del Desarrollo. Sin embargo, a partir de los 80, con el auge de las ideas neoliberales, los debates sobre el desarrollo y el sistema de cooperación internacional y sus estrategias tomaron caminos diferentes. Actualmente, la definición y seguimiento de las Agendas se ha convertido en el centro del debate, con el consiguiente abandono de la perspectiva teórica e histórica, así como de la percepción tradicional del desarrollo como proceso de trans-formación de la realidad. La desconexión entre las ideas sobre desarrollo y la cooperación ha llevado a una situación de larga crisis de la cooperación, cuyo papel cada vez es menos claro. El artículo plantea la necesidad de retomar la relación entre la reflexión teórica sobre el desarrollo y las estrategias de coo-peración, siguiendo un proceso de identificación de problemas, estudio de sus causas y consiguiente diseño de estrategias. La forma en que estos vínculos se construyan marcará las posibilidades de plantear alternativas acordes con los riesgos y retos que afrontamos

El presente artículo analiza el alcance de dichas controversias, a partir de examinar la estrategia basada en los Objetivos de Desarrollo del Milenio (ODM), y su significado real en términos de desarrollo. Durante los últimos años, la cooperación económica y política entre China y África ha experimentado un notable impulso que se manifiesta en muy diversos ámbitos: flujos comerciales, inversiones, préstamos, AOD, etc. La importancia de estas relaciones ha quedado expresada no sólo por la magnitud de las mismas, sino también por la relevancia otorgada por las autoridades chinas en el plano político. Todo ello ha despertado el creciente interés de la comunidad académica hacia este tema, lo que se ha concretado en una cierta proliferación de estudios y análisis sobre el mismo. El presente trabajo pretende relacionar los análisis llevados a cabo sobre los flujos económicos chino-africanos con el debate sobre el posible impacto de los mismos en el patrón de desarrollo africano. Para ello se toman en cuenta también algunos aspectos que afectan directamente a dicho proceso de desarrollo, como la cuestión de los derechos humanos, o el bilateralismo que caracteriza las mencionadas relaciones y que pudiera amenazar los endebles procesos de integración que tratan de abrirse camino en el continente africano._________________________________In recent years, economic and political cooperation between China and Africa has increased remarkably, clearly noticeable in different fields: trade, investments, loans, aid, etc. The importance of these relations is expressed not only in their scale, but also in the relevance given to them by the Chinese authorities at the political level. The strengthening of that relationship has aroused increasing interest among academics, which is reflected in the proliferation of studies and research on this question. This article aims to link the analyses curried out on the economic flows between China and Africa with the debate about the possible impact of those flows on the development pattern of the African continent. To this end, some other factors that directly affect the development process of these countries are also taken into consideration, such as the issue of human rights, or the bilateralism that characterises those relations, which could threaten the weak integration schemes under way among African economies today.

This paper analyzes the contradictory logics raised along the first decade of xxi century from major international forums which have debated about Development Cooperation. For this purpose, we have studied the different approaches proposed since the adoption of the Millennium Declaration until the recent High Level Forum in Busan, differentiating among the questions related to the Goals, those relating to Finance, and these that have to do with the management and Aid Effectiveness. The paper concludes that these logics have lacked a shared diagnosis of some of the major problems.
