La responsabilidad social empresarial en uruguay: una visión comparada desde la ciudadanía y desde las empresas

LUCHA POR LA TIERRA EN EL NORTE DE URUGUAY
Este artículo analiza la trayectoria de la lucha por la tierra en Bella Unión, una región característica en Uruguay por la producción de caña de azúcar, a través de los movimientos de clase de sus principales protagonistas: los cortadores de caña sindicalizados en la Unión de Trabajadores Azucareros de Artigas (UTAA). El recorrido histórico hace énfasis en dos períodos históricos diferentes: 1961-1973 y 2005-presente. El primero va desde la fundación del sindicato hasta el golpe militar. Se da en un contexto de auge de la lucha de masas en Uruguay en el cual los trabajadores rurales se organizan en la UTAA levantando, entre otras, la bandera de la Reforma Agraria. El segundo período está marcado por la llegada al gobierno nacional del Frente Amplio, una coalición social-demócrata que reactiva la producción de caña de azúcar en Bella Unión. Este cambio supone una oportunidad para las luchas sociales que la UTAA aprovecha con ocupaciones de tierra favoreciendo un proceso de colonización para los trabajadores rurales. Sin embargo el acceso a la tierra genera nuevas contradicciones, y por tanto nuevos desafíos, por los cambios en la forma de subsunción del trabajo al capital.

Virtual Hands-On Workshops to Bring Teenage Girls to Computer Science in Uruguay: An Experience

During the last decades the presence of women in the area of Computer Science has decreased in most countries. In the last years, at the Facultad de Ingeniería (School of Engineering), Universidad de la República, Uruguay, we have carried out several activities with the goal of bringing girls closer to Computer Science area, on the occasion of Girls in ICT Day. Through these activities, we intend to eliminate certain preconceived ideas and negative stereotypes that promote girls' distancing from careers of this area. This paper presents the experience of the three virtual workshops carried out during 2021 (in virtual modality, due to the COVID-19 pandemic), which focused on programming, data, and geographic information systems, and the analysis of a set of virtual platforms considered for each workshop.
Activación y puesta en valor de bienes culturales/patrimoniales de la península de Punta del Este, Uruguay: producción de materiales multimedia con fines turísticos

This work aims to present the results of a project intended to activate and enhance cultural assets and memory, conducted in the Municipality of Punta del Este, Uruguay. The research began in 2016, based on the joint work of teachers and students from the Tourism Studies Area of the Eastern Regional University Center and the Municipality's Culture and Heritage Commission. In the year 2020 we were able to produce materials for the diffusion of cultural assets and their memories, through the creation of a multimedia map containing fragments of audio records, texts and short films that allude to the identified assets. This work is expected to contribute to diversifying the offer of leisure activities.
Cabinet Appointment in Uruguay: Legislative Strategy, hierarchy of portfolio and party affiliation of ministers ; La designación de gabinetes en Uruguay: estrategia legislativa, jerarquía de los ministerios y afiliación partidaria de los ministros
The article analyzes the formation and change of presidential cabinets in Uruguay during the period 1985-2010. In the first section we present the institutional and political features of the process of appointment and resignation of the ministers. The second section describes the cabinets formed in this period and shows that presidents have exchanged seats in cabinet by legislative support. The third section analyzes the political attributes of the ministers appointed (party affiliation, previous experience) and the type of linkage that they keep with the president. The fourth analyze the relationship between the time survival of the individuals in office, the political responsibility in front of congress and the existence of a legislative majority that support the president. The last section describes the Uruguayan pattern of ministerial designation based in (i) the establishment of an order of importance of portfolios, (ii) the nomination of individuals with party affiliation (weather insider or adherent politicians) and (iii) the influence of the legislative support in defining the ministerial team. ; El artículo analiza la formación y cambio de gabinetes presidenciales en Uruguay durante el período 1985-2010. La primera sección presenta los rasgos institucionales y políticos del proceso de designación y renuncia de los ministros. La segunda describe los gabinetes formados en el período, mostrando que en general los presidentes ceden carteras a cambio de apoyo legislativo. La tercera sección analiza los atributos políticos de los ministros designados (filiación partidaria, experiencia previa) y el tipo de vínculo que desarrollan con el presidente. La cuarta analiza la relación entre la supervivencia de los ministros en su cargo, la responsabilidad política ante el Congreso y la existencia de mayorías legislativas favorables al gobierno. En la última sección se describe la existencia en Uruguay de un patrón de designación del gabinete cuyos atributos principales serían (i) el establecimiento de un orden jerárquico de las carteras, (ii) la nominación de individuos con filiación partidaria (ya sean políticos insiders o adherentes) y (iii) la influencia de los apoyos legislativos en la definición del elenco ministerial.

La metodología de taller en los procesos de educación popular ; The workshop as a methodology for popular education
La educación popular, a través de sus diferentes trayectorias y experiencias, ha generado, resignificado y recreado un rico acervo metodológico para el trabajo educativo y organizativo con comunidades, organizaciones y sujetos colectivos. Metodologías y técnicas de diverso origen disciplinario y experiencial, que conforman un fecundo cuerpo instrumental para los procesos educativos, la planificación participativa, la sistematización de experiencias, la evaluación y el monitoreo, entre otras acciones. Concebidas junto a las perspectivas teóricas y políticas que le dan sentido, la formación y reflexión sobre las metodologías de educación popular guardan una importancia fundamental para la posibilidad de una praxis transformadora. Si, en cambio, se las disocia de la reflexión teórica y la orientación estratégica, las metodologías se confunden con las técnicas y éstas pasan a ser un fin en sí mismo, en una suerte de tacticismo sin pertinencia estratégica y sin potencial transformador. Sucede con el término "taller" que en ocasiones se lo utiliza de muy variados modos, en diversos contextos, y para nominar cosas muy diferentes entre sí. También al interior de la educación popular se suele llamar "taller" a reuniones de características muy diferentes entre sí. En el presente trabajo se aborda la definición, componentes, momentos y modos de realización de la metodología de taller en los procesos de educación popular, partiendo de ubicar el tema en el marco de una reflexión metodológica general en sus dimensiones teóricas, políticas y éticas ; Popular education, through their different backgrounds and experiences, has created, redefined and recreated a wealthy methodological framework for the educational and organizational work with communities, organizations and collective subjects. Methodologies and techniques from different disciplinary origins, which make an important instrumental framework for educational processes, participatory planning, systematization of experiences, assessment and monitoring, among others. When the methodologies are subordinated to the direction of theoretical and political perspectives, they have a fundamental importance to the possibility of a transformative praxis. But, however, when they are dissociated from the theoretical and strategic guidance, methodologies are confused with the techniques and they become an end in itself, in a sort of tacticism without transforming potential. The term "workshop" is sometimes used in so many different ways, in different contexts, and to nominate very different things. Also, within popular education, often the term "workshop" is used to call different kinds of meetings and activities. This paper deals with the definition, components, embodiments and moments of the workshop as a methodology of the popular education, starting from placing the subject in the context of a general methodological reflection

La resistencia política al gobierno por parte del soberano, puede expresarse de varias formas. Éstas varían según el grado en que erosionan la legitimidad del sistema, aplican soluciones previstas constitucionalmente y se articulan con las instituciones políticas. Al mismo tiempo, pueden tener motivaciones u objetivos diferentes, que van desde el desacato a alguna medida de gobierno, hasta su remoción total. Este artículo analiza una de las formas más institucionalizadas de la resistencia a un gobierno por parte del soberano: el uso de medidas de democracia directa para alterar un curso de acción del mismo, que va contra las preferencias ciudadanas. En particular, el artículo analiza el uso del recurso de referéndum en Uruguay, desde la transición democrática al presente (1985-2003). ; The widespread political resistance to the government took several different ways. Such resistances may include legitimate or non-legitimate approaches, within or outside the Constitution, involving or not the representative political institutions. At the same time, these processes may pursue different objectives which include from civil disobedience up to the government ousting. This article examines the most common institutionalized ways of civil resistance to the government: the use of direct democracy to change the unpopular government's policies. Specifically, this article examines the use of referendum in Uruguay, since the transition to democracy in 1985 to date.

Turismo y centros históricos. Los espacios urbanos transversales del río Guadalmedina, en la ciudad de Málaga

The project starts from the study and implementation of an intervention methodology on the transversal urban spaces of the Guadalmedina river in the city of Malaga. The main objectives of the study are defined as the development of an intervention methodology capable of allowing the architectural discipline responses that work on new ways of inhabiting and living these spaces. The results applied to this approach show the need to define real and valid strategies, based on a series of actions that are developed in future planning and whose direct impact will be on the population. Bearing in mind that one of the main challenges that cities currently face is the rehabilitation of historic centers and their habitability, our research project focuses its attention on the reconsideration of public spaces where unresolved mobility issues are present. accessibility, problems derived from gentrification, sustainability.
