Die Institutionalisierung der rumänischen Monarchie unter Carol I.: 1866 - 1881

Klappentext: Zum ersten Mal wird die Herausbildung der Monarchie in Rumänien unter Carol I. anhand eines umfassenden Quellenmaterials untersucht und seine Rolle für die Stabilisierung des politischen Systems analysiert. Mit den ihm eigenen Formen gab Rumänien ein Beispiel ab für die erfolgreiche Übernahme des europäischen Modells einer konstitutionellen Monarchie mit einem fremden Herrscher an der Spitze.

FILES FROM THE HISTORY OF "CAROL I" NATIONAL DEFENCE UNIVERSITY
Unique institution through seniority, structure and organization, "Carol I" National Defense University has remarkably stood out, over time, among the military organizations of higher education in Romania, through the scope of its activities of training the officers in theory and practice. The article presents aspects of the constituting elements of the Superior War School (the initial name from 1889), with brief mentions of the years 1919, 1937 and 1939, illustrated with archival documents. The research is based on the documents studied at the National Military Archives, the Service of the Central National Historical Archives, the Library of the Romanian Academy and the Library of the "Carol I" National Defense University.

The Bulletin of "Carol I" National Defense University published by the Publishing House of the University is a quarterly scientific, peer-reviewed journal from Bucharest, Romania.The aim of Bulletin is to disseminate the results of the theoretical and practical research investigations undertaken by reputable professionals in the holistic field of defense resources management.The continuous changes at the level of higher military education in Romania, and especially those produced in the dissemination of information, have affected the means of communication and use at the level of human knowledge. The political, economic and social changes that have taken place over the years have also had a strong influence on how the military specialists, involved in the education process were to be informed. Thus, "Carol I" National Defense University Bulletin represents a forum for debate and analysis for academic and professional backgrounds and it is open to teachers, researchers, doctoral students and postdoctoral students, students, military and civilian personnel, to institutions belonging to the sphere of defense, public order and national security.

King Carol I and Crown Prince Ferdinand's Visit to Craiova (1-3 October 1890)

"The end of the 19th century, more precisely the year 1890, represented for the people of Craiova the opportunity to witness a new royal visit, this time a very special one, because for the first time the Crown Prince Ferdinand visited the city of Craiova with his uncle, King Carol I. The visit lasted 3 days, 1–3 October, being perhaps one of the most eventful visits, at least in terms of the very busy schedule. Many schools were visited, both girls' and boys' schools, as well as hospitals or prisons were among the objectives of the visit. The Craiova society was involved in the big event, with demonstrations taking place in which many people participated. There was also criticism in the anti-dynastic press of the time, many aspects of the organization of the visit being attacked. The visit remains one of reference for Craiova, the magnitude of the event echoing in the press and the documents of the time. "

Carol I and the political leaders maintained the two-party system founded by the political parties, National-Liberal Party and Conservative Party (after their formation) with balanced forces, in not conceding importance to the political factions or other parties, which could generate political instability. Expressing as a true arbiter in political life, Carol I used the alternation at government of the National-Liberal Party with the Conservative Party from 1895-1914, called in the specialized literature as "rotativa guvernamentală" ("governmental rotation"). In running of this type as organized alternation, an important role was assigned to Carol I, who took over the British model, because it ensured the public peace and permitted a balance of forces between conservators and liberals.The alternation mechanism to government of conservators with liberals has functioned before 1895, but with unequal period of time, with alliances between liberal and conservator factions (1866-1871); between parties and different factions of conservators (1888-1895). This system allowed the consolidation of the two government parties and the state institutions. The collaboration of the two parties was accomplished for the welfare of the state: in situations of political, economic, crises the two parties were supporting each other. The government program applied by a party which was in government was continued by the party who succeeded in power.

The aim of this paper is tounderline a few capabilities of the integrated Advanced Distributed Learning system developed inour university.
