Factors Influencing Governance Practices in Rural Development Projects: A Case Study of Rural Road Projects in Malaysia

Rural development projects are essential as a catalyst for balanced development between urban and rural areas, as well as tools for enhancing the living standard of the rural poor. This study focuses on the identification of factors that influence the governance practices in a rural road project in Malaysia. A single case study was conducted from the perspective of a stewardship theoretical lens on a rural road project in East Malaysia and multiple sources of evidence were used for data collection. The study discovered four main factors namely intrinsic motivation, altruistic empathy, effective leadership and shared vision that influence project governance practices in this project. Thus, this article contributes towards a better understanding of the interplay of these motivating factors, which drives public officials in different project actors for effective delivery in this project context. The findings of the study are limited to the utilisation of a single case study related to the rural road project and its contexts.

Conserving the Jadi Mali Ritual for Cultural Sustainability: A Case Study of the Iban Community in Sarawak

The ancient practice of "jadi mali" among the indigenous Iban tribe in Sarawak is a custom and tradition birthed with the aim of attaining a marriage free from any unwanted catastrophe due to violating a taboo. This article suggests the protocols of "jadi mali" ritual as a vital intangible culture passed down from our ancestors' knowledge to be preserved for future references. It adopts a philosophical approach of Husserlism of Transcendental Phenomenology (TPh) to qualitatively examine the issue of "jadi mali." The affirmative lessons obtained from this ancient ritual may act as a rule for the younger Iban generation to be mindful of their courtship and to choose the right life partner in the future. The ancient ritual of "jadi mali" indicates a need for mutual respect and teaches intensive empathy about life's details for genetic sustainability. This article contributes by providing a record for future reference on the ancient ritual of "jadi mali" among the Iban indigenous community in Sarawak. Foremost, this article is important for conserving ancestral knowledge.
Linking Study of Memorising Quran with Academic Performance

The Quran is a source of knowledge for mankind given to Prophet Muhammad as a guidance by Allah the Almighty. Memorising the Quran began by Prophet Muhammad, his companions and continued by scholars who are experts in their field. This is conducted to preserve the accuracy of the contents of the sacred source of Islamic teaching. This study aims to identify the effect of the memorisation of the Quran (hereafter referred as hifz al-Quran) achievement on the academic performance of secondary school students. The sample of the study consist of 83 students of a maahad tahfiz school in Pahang. Their performance in memorising the Quran and academic was recorded and analysed using descriptive statistics, coefficient of variation, correlation, and regression analysis. The finding shows the distribution in academic performance is equally consistent as compared to memorising the Quran based on the result of value coefficient of variation. The results also show that there is a significant positive relationship between students' hifz performance and academic performance which can be initially presumed that the students who excel in memorising Quran are more likely to excel in their academic field. Analysis of regression indicated that memorising the Quran has significant effect on academic performance where for every one marks of increase in memorising the Quran, the marks for academic performance also increase by 0.58. There are 22% of total variation in academic performance of student influenced by memorising the Quran. Therefore, the study serves a beautiful insight hidden on the effect of the Quran to academic performance. The Quran memorising culture should be therefore instilled for the development of the Muslim identity, values and the development of Islam in general.

The Role of Institutions and Industrial Policy: The Constraints of Industrial Development in Sabah

This article examines the role played by institutions in Sabah's industrial development. Industrialisation is widely acknowledged as the key to pursuing structural change and attaining an economy-wide accumulation of capabilities because it involves capital-intensive activities that require investments in physical capital, human capital and technological advancement, all of which lead to the modernisation of the state's economy. Thus, the configuration of a nation's industrial policy is central to expanding and diversifying downstream activities. Nonetheless, effective industrial policy implementation depends on the role played by institutions that take elite policy actors into account when configuring economic interests and priorities. In the case of Sabah, although the state is rich in resources, the implementation of its industrial policy seems to have been impeded by certain factors. Political influence is embedded in existing institutions, and there are uneven power relations, patronage and rent-seeking behaviours. These have collectively constrained industrial policy arrangements and implementation. This study employs qualitative methods, gathering primary data via elite interviews and augmenting this with extensive secondary sources.
The Re-orientalised Cosmopolitan Turn in Yangsze Choo's "The Ghost Bride"

"The Re-Orientalised Cosmopolitan Turn in Yangsze Choo's The Ghost Bride. The magical realist bestseller The Ghost Bride (2013) by Yangsze Choo was adapted into a Netflix original series in 2020. The story revolves around the female protagonist, Pan Li Lan, whose hand has been requested to wed the late Lim Tian Ching, making it a "ghost marriage" or "spirit wedding," and her, a ghost bride. With the financial woes that the Pan family is facing, Li Lan has to carefully consider this macabre proposal by the wealthy and prominent Lim family. In this article, the authors look at the novel and the Netflix series, The Ghost Bride and argue that it is a form of re-orientalised metropolitan cosmopolitanism, contrived for global consumption in the current global cultural marketplace. Set in 1893, in the colonial cosmopolitan port city of Malacca, the production employs the elite culture of the Peranakan Chinese and re-orientalises it. The critics will, therefore, examine the dynamics of re-orientalism and cosmopolitanism and eventually contend that the production of The Ghost Bride manifests a re-orientalised cosmopolitan turn in depicting a local culture for a global audience. Safety Compliances Enhancement: Foreign Labours Behaviour in the Malaysian Construction Site

Foreign labours workforce has long been dominating the Malaysian construction industry at the operational level as numerous occupational safeties literatures have reflected most of construction accidents are caused by poor human behaviours. Undeniably, the existence of proper safety behaviour would influence good safety compliance among the construction foreign labours. The purpose of this study is to examine the key issues affecting the safety compliance behaviour enhancement of construction foreign labours in the Malaysian construction site. For the present research, nine case studies were conducted by using semi-structured interviews to obtain data from the informants who are mainly site safety personnel. These personnel were working very closely with the construction foreign labours. The findings of this research reveals that there are five key issues that would influence the safety compliances enhancement among the foreign labours: (1) Emotional evoke, (2) Leader as example, (3) Forerunner within the same ethnicity, (4) Supervision execution and (5) Safety prioritisation. Therefore, these key issues have proven that there is a significant relationship between the workers' behaviours and consequences of an act.
Faktor Kemudahterancaman Multidimensi bagi Kumpulan B40 di Wilayah Kelantan Selatan

Vulnerability means a sense of insecurity resulting from exposure to the threat of the effects of social and environmental changes. The inability to adapt to such changes puts external environmental pressures and uncertain risks on households and communities. The purpose of this study is to identify the multidimensional vulnerability factors of B40 households in the southern region of Kelantan. The respondents consist of 385 heads of B40 households. Data collection was conducted face-to-face through questionnaires. Data were analysed using exploratory factor analysis. The results of the study found that B40 households face multidimensional vulnerability in terms of economic, social/physical and environmental vulnerabilities. The three components of economic vulnerability factors are (1) job and source of income loss, (2) rising prices and production costs, and (3) lack of capital and marketing. Meanwhile, social/physical and environmental vulnerabilities are explained by one component factor only. In conclusion, B40 households in the southern region of Kelantan need to diversify their income portfolio and not rely on one source of income only. They also need to take precautions against seasonal and environmental changes that will threaten and affect their daily activities. This study can be expanded by using other multidimensional aspects of vulnerability, such as health, market, politics, demographics and agricultural vulnerabilities. The study may also involve M40 and T20 households as respondents for future studies.
