Die Prinzipien, die die KSZE/OSZE zum Umgang mit Sicherheitsproblemen innerhalb der einzelnen Mitgliedsstaaten formuliert hat, bildeten Legitimation und Grundlage für die Arbeit des Hohen Kommissars für nationale Minderheiten (HKNM). Der HKNM, dessen Amt erst 1992 eingerichtet worden war, konnte u.a. in der Ukraine, in Estland und in Mazedonien bei Spannungen zwischen Minderheiten und Mehrheiten bzw. zwischen Minderheiten und dem Staat vermitteln und drohende Minderheitenkonflikte mit möglichen Konsequenzen für die regionale internationale Sicherheitslage verhindern helfen. Kern der diplomatischen Bemühungen des HKNM war neben seinen Besuchen in den fraglichen Ländern und vertraulichen Verhandlungen mit allen Beteiligten vor allem die Abfassung schriftlicher Empfehlungen an die Akteure. Does increasing the minimum wage reduce poverty in developing countries?

Raising the minimum wage in developing countries could increase or decrease poverty, depending on labor market characteristics. Minimum wages target formal sector workers—a minority in most developing countries—many of whom do not live in poor households. Whether raising minimum wages reduces poverty depends not only on whether formal sector workers lose jobs as a result, but also on whether low-wage workers live in poor households, how widely minimum wages are enforced, how minimum wages affect informal workers, and whether social safety nets are in place.
