In this paper we would like to present a certain philosophical concept, which may be related to some contemporary philosophical controversies (and to political philosophy' controversies included) concentrated around such problems as, the meaning of metaphysics and as the understanding of freedom. We are going also to say a word about the particularity of the philosophical understanding of reality, including the status of intention for agreement. The concept we present further for additional foundation of the Habermas' idea of communicative action is a compound of metaphysics itself, and of our own concept of metaphysics, and of the two particular questions – interpretation of Plato's philosophy as well as interpretation of the Biblical message about anthropogenesis.

After the Russian invasion of Ukraine in 2022, Romania faced the imminent threat of an escalation of the armed conflict. The geographical proximity of military operations caused this, as the Black Sea location and the self-proclaimed republic of Transnistria located in neighboring Moldova. For this reason, Romania, like other European countries, faced the consequences of the outbreak of war and met economic, political, and military challenges. After the outbreak of war, the Romanian government had to take appropriate steps to help Ukraine and Ukrainian refugees who crossed the border into Romania. Although Romania adopted a distant attitude towards Ukraine, it did not block any aid projects and acted following NATO's strategic actions. The outbreak of war in Ukraine contributed to rapid changes in the scope of the Romanian army. Several decisions were made to purchase new equipment and strengthen the armed forces.

The article aims to explain the importance of 5G technology in pursuing power and shaping the international competition between two superpowers: the USA and China. Accordingly, the research focus of this article is to explain how and why 5G technology is being used by China and the U.S. as a key instrument in their growing geopolitical rivalry. The study is framed within the theoretical approach of offensive realism. It is based on the primary assumption that superpowers like China and the United States tend to increase their power not only by expanding their armed forces and territorial conquests but also by using every possible opportunity to do so. The article researches two questions. What is the importance of 5G technology in the rivalry between China and the U.S.? How has the development of communication technologies influenced countries and their ability to shape the international environment? 5G technology is considered more than just the next generation of wireless connectivity, as it goes beyond traditional forms of use and addresses a new category of users. It is a structure intended to facilitate a new category of goods and services: smart cities, autonomous vehicles, automated factories, digital services, and robotization of decision-making processes.

The article aims to analyse the potential role that hydrogen could play in the post-pandemic recovery of Portugal and its climate policy. The article focuses on reducing greenhouse gas emissions and creating new workplaces. The basis for analysis is the Portuguese hydrogen strategy, published in May 2020 and other strategic documents. In the first part of the article, climate goals adopted by the European Union and Portugal are described and analysed. Then the hydrogen strategy of Portugal was analysed from the perspective of hydrogen contribution to the emission reduction by 2030. The article describes the role of hydrogen in the Portuguese economy, paying particular attention to the 2020–2030 horizon, but also covers a period till 2040. The second part analyses the impact of COVID-19 on the Portuguese economy. Based on the International Energy Agency's estimates, the potential for creating new workplaces is described.

This article aims to answer the question about the legality of the selected measures implemented by the Polish government during the first wave of the coronavirus pandemic, which resulted in constitutional rights and freedom restrictions. The study focuses on examining selected restrictions implemented in the spring of 2020 in the light of the Polish Constitution, especially in the light of Article 31 (3), which defines the premises of limitation of citizens' rights and freedoms. It indicates the lack of legal basis and incompatibility with constitutional premises of many restrictions. The study further examines the premises of the introduction of the state of emergency, indicating that the government's decision not to impose such a state was legal and why. The study considers legal status from March 13 to May 16, 2020.

Strategic ambiguity, or the deliberate policy of uncertainty as to whether the United States would use force to defend Taiwan against an invasion by the People's Republic of China, has been the centrepiece of US policy towards the Taiwan issue for decades. This paper discusses the factors driving the redefinition of strategic ambiguity and its recalibration throughout Donald Trump's presidency (2017–2021). The fundamental driver of this change was to balance the rising power of the People's Republic of China (PRC). The paper applied offensive realism as a theoretical framework for its analysis. Under President Donald Trump, Washington modified its policy of strategic ambiguity, explicitly framing relations with Taiwan within a broader Indo-Pacific strategy. While the US retained key elements of strategic ambiguity, including the 'One China' policy, it added new features to deploy it offensively against Beijing's growing regional hegemony. The increased dynamism and unpredictability of relations with Taiwan were matched by a welcoming attitude towards strengthening Taiwanese identity and highlighting the systemic differences between communist China and democratic Taiwan. America stepped up arms sales and encouraged Taiwan to build its self-defence capabilities. Washington engaged in countering Chinese attempts to isolate Taiwan internationally and included it in restructuring global supply chains. Although the United States has not formally revised the boundaries of the 'One China' policy, the modification of strategic ambiguity increased Taiwan's prominence in US-China power competition and pushed back the prospect of peaceful unification.

The COVID-19 strongly affected the states all over the world in several aspects, Spain, being an inglorious leader in terms of the number of infections in Europe, was highly afflicted by the coronavirus and further consequences. After problems with forming the government, which was caused by substantial political polarization, a new incumbent coalition needed to face new challenges, which was strictly connected with managing the coronavirus crisis. The article's main aim is to present how the COVID-19 pandemic impacted the political situation in Spain by analyzing the relations between the ruling government and the parliamentary opposition.

The paper reports from the proceedings of the 6th Annual Conference on Israeli Studies Israeli Identities: Past, Present and Future which took place at the University of Wrocław on September 10–12, 2017. The report reflects on the discussions which took place during plenary sessions of the conference and on the contents of the conference panels. Furthermore, it assesses the importance of this international event for the field of Israeli studies.

In this paper, I wish to present the complexity of Jewish-Polish relations from the 19th century until the interwar period, with emphasis on sociolinguistic issues. I will illustrate the circumstances of the contact between the Polish and Hebrew languages. Poles and Jews, who lived side by side, developed successful relationships, but mainly in the criminal underworld. That was reflected in a sociolect – a dialect of criminals that constituted a mixture of Polish, Yiddish, Russian, and several other languages, including quite a few Hebrew words, which with time adopted new meanings. Moreover, I will provide some examples of Hebrew words used in Polish criminal jargon, as well as those which have been coined in every-day Polish. Then I will refer to some Hebrew words that are not connected with a world of crime and are still in use in spoken Polish.

The author offers a new approach to a phenomenon of social legends of great individuals from a philosophical point of view. He starts with a presentation of his interpretation of the concept of the Platonic tradition of a divine man and a cult or hagiography of such men in the ideal Platonic state, alongside with an explanation, inspired by Platonic authors. He collates this concept and its justification (rationalization) with today's social and political reception of axiology, in order to present it as an epiphany of higher values. He collates it also with the results of philosophical reflection on a ductility of history, in order to show it as a prototype of something real in its historical efficiency. The author ends with summary and explanation of his proposal.

The aim of the article is to present the results of the research conducted by author in Poland and Russia last years, as well as to analyse the ways for improvement the situation in civil society in these countries. The author postulates the need of new understanding of the role of non–governmental organizations in times of crises, which happened in Europe and in the world in recent years (the world financial crisis, migration crisis, political crises in Poland and Russia, the crisis of European integration, etc.). Presented in this article research demonstrates, that mass–media, governments and ordinary people in Poland and Russia see the role of non–governmental organisations primarily in the social problems solving. Moreover, different other studies analysed in the article demonstrate the weakness of non–governmental sector and civil society in these countries. Author concludes that non–governmental organizations have to work in coalitions, because this way they can receive support from other institutions in the network and promote their activities on a larger scale. Networking, federations and coalitions of non–governmental organizations are the significant force in society. It is very important especially in a context of social development of Poland and Russia and overcoming the consequences of crises.

France after World War II was in a difficult situation. This involved a loss of position, not only as a superpower in the world but in Europe. Superpower, the global position of France, decided to rebuild, after the new president was elected in June 1959, Gen. Ch. de Gaulle. According to his conception of a foreign policy for France it should have a global dimension, supported by the independent French defense not only as a conventional but also nuclear power. Gen. Ch. De Gaulle took the position that France having regard to its independence in the political, military, economic and cultural center should not submit to any of the blocks. Independence in the foreign policy of France was understood as the freedom to determine their own place in the world, freely determine their fate, the defense of vital national interests and full freedom in the choice of ends, means and methods of foreign policy.
