Personen mit einem erwarteten Einkommensrückgang im Ruhestand können den Unterschied zwischen der erwarteten gesetzlichen Pension und dem gewünschten Einkommensniveau im Alter durch zusätzliche private Altersvorsorge ausgleichen. Daneben können Arbeitgeber für ihre Beschäftigten im Rahmen der betrieblichen Altersvorsorge ein Zusatzeinkommen im Alter aufbauen. Zu diesem Zweck schuf die Regierung in den letzten Jahren mehrere geförderte Instrumente, die das bereits vorhandene Instrumentarium an Anreizen zur Altersvorsorge erweiterten und mit neuen Elementen versahen. Als die wichtigsten neuen Förderinstrumente erwiesen sich die Betrieblichen Vorsorgekassen (Abfertigung Neu) und die Prämienbegünstigte Zukunftsvorsorge. Damit stehen seit Jänner 2003 auf dem österreichischen Markt für Altersvorsorge zwei weitere steuerlich unterschiedlich begünstigte Durchführungswege für die private Altersvorsorge zur Verfügung. Die vorliegende Studie vergleicht die wichtigsten betrieblichen und privaten Altersvorsorgeformen nach ihren steuerlichen Anreizen und führt erstmals eine Schätzung der direkten und indirekten Kosten der steuerlichen Förderung in Österreich durch. The disappearance of central planned economies left politicians, researchers, consultants, and academics with an interest in economies in transition in vagueness about the actual state of the economy and its short and medium term prospects. This volume provides the reader with information on how to deal with the statistical shortcomings of economies in transition. Most economic variables published for these countries tend to encompass a short period of time or they possess a low measurement quality. Moreover, most of the series are subject to structural breaks, due to the change in the patterns of economic reactions over time. The contributions in this volume show various ways to solve or at least to lessen the before mentioned problems

In 2005 the EU lowered the guaranteed minimum prices for crops in its Common Agricultural Policy and stopped market interventions. Consequently, prices started to fluctuate more intensively, and farmers' incomes are now subject to higher price volatility. A crop price insurance scheme could provide an interesting instrument to stabilise the income of European farmers. We analyse the premium level and capital requirement of a hypothetical insurance contract covering several combinations of minimum prices for a bundle of wheat, maize, and rape seed. The premium level is based on the Black option pricing model and a Bayesian autoregressive stochastic volatility model. Monte Carlo simulated forecasts provide estimates for expected variances and a profit-loss distribution for various combinations of minimum prices. The required solvency capital to keep the insurance business afloat at the 1 percent ruin probability creates capital costs exceeding the expected profit.

Die räumliche Filtertechnik entfernt die räumliche Korrelation aus den Daten und ermöglicht es, die Bedeutung rein räumlicher Effekte zu beurteilen. Es ergeben sich signifikante Beziehungen zwischen der regionalen Arbeitslosigkeitsrate und den relativen regionalen Löhnen, Transaktionskosten wie dem Anteil von Arbeitnehmern in der Sachgüterproduktion und einer Variablen für die Inanspruchnahme von Sonderarbeitslosengeld. The Single Market Project of the European Commission was supposed to change the financial service industry markedly. We provide a first attempt to assess its consequences on the insurance industry in Germany, the largest insurance market within the European Union. For this purpose we apply a Data Envelopment Analysis on a panel of German insurance companies and compute efficiency scores for the years 1992 through 1996 as well as a Malmquist index for the productivity growth. The results indicate cost saving potentials and an increasing divergence between fully efficient firms and efficiency laggards. Measured scale economies imply an L-shaped average cost curve for the industry and thus low cost saving potential from further merging activities.
