Legal Instruments for Solving Socio-Economic Problems in Buchanskyi district of Kyiv region: International Experience and Legislation of Ukraine

The purpose of the article is to identify the legal instruments that can be used to solve the socio-economic problems of post-conflict Ukraine based on the analysis of international experience. The research methods used were: analysis, synthesis, systematic interpretation, comparison, generalization and prognosis, etc. The socio-economic situation in the Buchanskyi district of the Kiev region of Ukraine after the occupation and military actions is considered. Socio-economic problems associated with the occupation and military actions are justified: destroyed housing, transport infrastructure, social infrastructure, industrial facilities and municipal facilities; low level of socio-economic development of the region; outflow of working population, including qualified specialists; lack of workplaces. It is concluded that, to solve the socio-economic problems of post-conflict Ukraine, such legal instruments can be used as: imposition of special economic zones, granting the status of "recovery territory", creation of innovation parks, simplification of permit procedures for the acquisition of land rights and for the start of reconstruction. Finally, the legal norms that are premises for the use of the above-mentioned legal instruments and revealing the directions of their improvement are investigated.
Experience of conclusion and performance of engineering, procurement and construction contracts in post-Soviet countries

The main purpose of the article is the analysis of properties and risks arising during the conclusion and performance of engineering, procurement and construction contracts (hereinafter referred to as EPC contracts) in Ukraine, Kazakhstan, Russia and Belarus, notwithstanding the current situation with military aggression and sanctions. The methodological basis of the study consists of the comparative legal and structural-logical method, systemic analysis and synthesis. It also describes the ways of relevant adaptation of EPC contracts in accordance with the requirements of the legislation. In addition, the authors have studied in detail the legal instruments that could help the contracting parties to establish the control due to occurrence of risks in different jurisdictions of the post-Soviet space. Finally, it was concluded that the application of EPC contracts, in the countries of the post-Soviet space, is connected with the presence of high level of political risks that should be taken into account when carrying out large-scale infrastructural projects. The results of the study will be useful to practicing lawyers, students and scientists who are interested in the examination of public relations in the field of civil works with some political influence on the development of this sector.
Labour Market and Educational Services Trends in Post-Conflict Territories of Ukraine

Promotion of youth employment, especially in the post-conflict territories of Donetsk and Luhansk regions of Ukraine, is one of the key global problems of a country that is a challenge to its sustainable development. Higher education institutions play an important role in this process. They form the labour potential for the development of a region. However, their activities do not always correspond to their (regional) needs. Studies on employment experience and labour mobility of graduates of higher education establishments in Donetsk and Luhansk regions of Ukraine evidence of the extremely high rate of re-profiling of young graduates and / or their migration to other regions of the country or abroad. This article proposes a number of measures, including within the framework of educational reform, to be implemented to reduce youth unemployment both in the region and in Ukraine as a whole. It is noted that it is advisable to intensify the processes of supporting the initiatives of young people in post-graduate vocational training and employment, encouraging them to actively seek employment and to acquire a profession or occupation in demand in the labour market. Attention is drawn to the need for awareness-raising and education in this regard. It is argued that measures aimed at preventing the migration of scientists should be included in national policy documents. It is suggested that special attention be given to the programme approach, which should form the basis of a legal mechanism to promote the preservation of the region's intellectual potential.
Roadmapping as an Instrument for the Sustainable Development Planning of Amalgamated Territorial Communities

In the context of decentralization reform, the use of roadmapping has the particular importance for the development of amalgamated territorial communities. This visual and understandable tool for strategic planning is widely used around the world, but in Ukraine it has not become quite popular, including due to the lack of regulatory and methodological support. This article was an attempt to change this negative trend, as it proves the feasibility of roadmapping use in the planning of sustainable development of amalgamated territorial communities and offers a unified procedure for the construction of such a road map in accordance with the existing legal framework. Attention is focused on the fact that the use of any from these methods of prediction in the amalgamated territorial communities at this stage of decentralization is associated with a significant number of problems.To improve the quality of community planning and overcome the shortage of skilled and professional staff was suggested to use the roadmapping as a process of building a kind of guide-guide or step-by-step scenario of ATС development with reflection in the graph form of strategically important events in the time sequence is proposed. It is stated that the roadmaps have significant advantages, the main of which is the visibility and clarity and are represented by a wide range of types and formats. It is proved the appropriateness of technology roadmaps usage as such, let to associate time-specific measures of development, to assess threats and opportunities, identify priorities. Proposed procedure for constructing the roadmap for the sustainable development of AТС with detailed description of each stage and a list of possible key points (nodes of the graph), which are fully correspond to the official methodological content of strategic planning of local and regional developments. Its implementation should help amalgamated communities not only to improve the quality of strategic plan and simplify its complex process, but also ensure its compliance with the current regulatory framework. Legal Regulation and the Role of Cross-Border Electronic Commerce in the Process of Post-War Reconstruction of Ukraine

The article examines the role of e-commerce and commercial representation in the context of the post-war reconstruction of Ukraine. The theoretical and legal characterization of electronic commerce and e-business in Ukraine was carried out, and their legal nature was revealed. The regulation of e-commerce in European law is considered, and examples of legal regulation of cross-border e-commerce in EU countries are given. Special attention is paid to commercial representation as a form of electronic commerce and its role in the reconstruction of Ukraine. Electronic trust services as an important aspect of commercial mediation in Ukraine have been studied. The process of bringing Ukraine's digital space closer to EU standards and its impact on the economy, in particular in the conditions of martial law, are analyzed. The potential of e-commerce to stimulate international business cooperation, cross-border operations, and diversification of sales markets abroad has been revealed. Challenges related to the process of convergence of Ukraine's digital space with EU standards have been identified. A set of measures is proposed to maximize the positive impact of the development of electronic trust services and electronic commerce on the economy of Ukraine. A conclusion was made about the key role of the development of e-commerce in strengthening the economy, filling the budget, and deepening Ukraine's international relations. The significance of these processes for ensuring the financing of investment projects for the reconstruction and integration of Ukraine into the European digital market is emphasized.
