The relevance of this study is determined by a significant increase in the share of state and municipal services provided in electronic form, which entails the need to comprehend a new format of interaction between citizens and authorities. It should be recognized that today the basic principles of such integration require revision, since they do not meet the digital realities of Russian society. The use of digital technologies should be aimed not only at improving the quality of services provided to the population, digitalization should become a tool for solving a key task – improving the quality of life of the region's population, which, in the opinion of the authors, can be achieved through the gradual introduction of the principle of human-sizedness.The purpose of this publication is to define the principles of interaction between citizens and authorities in when providing state and municipal services in the context of digitalization of public administration.Objectives: determination of the declared goals of digitalization of state and municipal management based on the analysis of regulatory and legal documentation; assessment of expert reflection on the main trends of digitalization of state and municipal management.Metodology. The research methodology is based on the analysis of regulatory and legal sources regulating the process of transferring state and municipal services to digital format, in order to determine the state vision of the prospects for digitalization of the management system, as well as focus group surveys that allowed experts to assess the vision of these processes.The results of this study led to the conclusion that the main direction in the federal agenda of digital transformation is a comprehensive, proactive solution of living situations of citizens and business through the quality provision of state and municipal services in an electronic format.Conclusions. Analysis leads to the conclusion that in the context of digitalization of public administration, the principle of human-sizedness should become the main principle of improving the quality of the provision of state and municipal services.
Currently, in Russia is actively used the scheme of cooperation between the authorities and business in the implementation of major socio-economic projects. The article analyses the implementation of some major socio-economic projects using the mechanisms of public-private partnership, the share and degree of participation of private investors and the state, as well as the financial side of concessions. It has concluded that it is necessary to use public-private partnership tools for sustainable growth of the Russian economy, which will provide the state with the opportunity to influence key decisions and control the execution of the state order, Federal target programs, export contracts and the social situation in the country. ; В России активно применяется схема сотрудничества властей с бизнесом при реализации важнейших социально-экономических проектов. В статье проанализированы реализация некоторых крупных социально-экономических проектов с использованием механизмов государственно-частного партнерства, доля и степень участия частных инвесторов и государства, а также финансовая сторона концессий. Сделан вывод о необходимости использования инструментов государственно-частного партнерства для устойчивого роста российской экономики, что предоставит государству возможность влиять на ключевые решения и контролировать исполнение государственного заказа, федеральных целевых программ, экспортных контрактов и социальную ситуацию в стране.

The cardinal change of the technological and socio-economic paradigm all around the world makes investigations related to the problems of professional self-determination of the younger generation extremely topical. In the conditions of economic and cultural globalisation, an important component of the professional competence of university graduates is the ability to realise their professional skills and present developed projects in the English-language media space. The article reveals methodological possibilities of the project activity in the ESP course as a pedagogic support for the socio-professional self-determination of students in a non-linguistic university. It determines principles and methods of using specialised Internet resources for developing educational projects in English that contribute to students' professional self-determination and their social adaptation in the international professional community. The authors suggest a typological classification of practice-oriented projects that can be implemented in the ESP course – informational (abstract-review), analytical (historical, socio-cultural, cross-cultural and other research projects) and creative (creation of an original content – design, models, technological solutions, etc.). It is concluded that the project activity in the ESP course, the results of which can be included in the professional portfolio, is a significant element of socio-professional self-determination of students of a non-linguistic university.

The relevance of the study is due to the constantly growing environmental damage caused by used disposable diapers. The purpose of the study was to determine the potential of public participation in the disposal of disposable diapers. Objectives: to determine the intensity and volume of use of disposable diapers, the possibility of abandoning them and switching to alternatives, to determine the readiness of the population for the disposal of household waste, including disposable diapers. The research methodology is based on the scientific concepts of the reform of solid municipal waste management (garbage reform), which involves the involvement of citizens in the process of solving socially significant environmental problems. The analysis of the population's attitude to the disposal of disposable diapers was carried out on the basis of data from mass sociological surveys conducted by the authors in 2020. The results of the study make it possible to state: the use of disposable diapers has become an integral part of parents' lives and the rejection of this hygiene product is unlikely to happen in the near future, therefore, the relevance of recycling and recycling of disposable diapers will not be reduced. The target audience of users of disposable diapers is mainly married women aged 26 to 45 years, living in a nucleic family of 3-4 people in apartment buildings without a trash or private houses. The income per family member in the target group ranges from one to two times the minimum wage. The target group under study considers the problem of sorting household waste to be important and is ready to separate disposable diapers from household waste. Under these conditions, economic incentives are needed to implement separate collection. The possibility of receiving bonuses when buying a new batch of goods or providing free packaging of used diapers can positively influence the decision to separate a disposable diaper from household waste. Conslusions. The authors conclude that the authorities should take into account the results of the survey before developing measures for the disposal of disposable diapers and draw conclusions about how to come to a compromise solution.
