Tenured public officials such as judges are often thought to be indifferent to the concerns of the elctorate and, as a result, potentially lacking in discipline but unlikely to pander to public opinion. We investigate this proposition empirically using data on promotion decisions taken by senior English judges between 1985 and 2005. Throughout this period the popular view was one of ill-disciplined elitism: senior judges were alleged to be favouring candidates from elite backgrounds over their equally capable non-elite counterparts. We find no evidence of such ill-discipline; most of the unconditional difference in promotion prospects between the two groups can simply be explained by differences in promotion-relevant characteristics. However, exploiting an unexpected proposal to remove control over promotions from the judiciary, we do find evidence of pandering. When faced by the prospect of losing autonomy, senior judges began to favour non-elite candidates, as well as candidates who were unconnected to members of the promotion committee. Our finding that tenured public officials can display both the upsides and downsides of electoral accountability has implications for the literature on political agency, as well as recent constitutional reforms.

El abandono escolar temprano preocupa en el ámbito internacional. En concreto, la Unión Europea plantea como objetivo para 2020 que la tasa de abandono escolar temprano no supere el 10% (European-Commission, EACEA, Eurydice, & Cedefop, 2014). España es uno de los países europeos que presenta tasas más elevadas de alumnado que abandona los estudios de forma prematura situándose ésta en el 21,9% (EUROSTAT, 2016; MECyD, 2015). Además, las tasas de alumnado repetidor en España también se sitúan entre las más elevadas de la Unión Europea, siendo mayores en el primer curso de Educación Secundaria Obligatoria (MECyD, 2015). Entre la diversidad de factores que influyen en el abandono escolar temprano se encuentran los de ámbito social, los personales y los educativos. El objetivo de este estudio es profundizar en los factores sociales. Se realizó una búsqueda de artículos de revisión en las bases de datos internacionales. Para el análisis de datos se utilizó el programa "Nvivo. Los factores sociales que influyen en el abandono escolar temprano se agrupan en los familiares y las relaciones sociales con los iguales. Destaca la influencia de la familia, con aspectos como el estatus socioeconómico, la educación de los padres, la estructura y el ambiente familiar. Otros factores como el rechazo social del grupo de compañeros, las escasas habilidades sociales unido al absentismo escolar originado por el grupo también influyen en el abandono escolar. Por tanto, el modelo explicativo responde a un modelo complejo de causas que interactúan y que deben ser diagnosticadas en su totalidad y abordadas coordinadamente desde diversos ámbitos. ; Early leaving from education and training is a great concern worldwide. At the level of the European Union, countries have committed to reducing the proportion of early leavers to less than 10% by 2020 (European-Commission, EACEA, Eurydice, & Cedefop, 2014). Spain is far from this target, with a proportion of 21,9% Spanish early school leaving rate is one of the highest within European Union countries (EUROSTAT, 2016; MECyD, 2015). Additionally, Spanish repeating students rate is among the highest of European Union countries with the greatest increment in the first grade of the secondary school (MECyD, 2015). Literature shows that social factors, together with personal and educational factors, influence on early school leaving. The objetive of this study is to describe the social factors. An advanced search of review articles has been undertaken in various international databases. For the data analysis has been used the program Nvivo. Social factors that influence on early school leaving can be grouped in familiar factors and in the social relationships with peers. The influence of the family is of great importance, with key elements such as the socio-economic status, parent education, family structure or the family environment. Other elements such as social rejection of peers, poor social skills linked to truancy originated by the peer group influence early school leaving. Hence, an explanatory model responds to a complex model of factors that interact and, consequently, need to be precisely diagnosed in order to be undertaken from different but coordinated contexts. ; Durante la realización de este estudio D. Las investigaciones en el campo de la HF (3-30 MHz) fueron prácticamente inexistentes durante las décadas de los 60 y 70. En estos años, la comunidad científica apostó por los sistemas basados en los satélites debido a que eran más eficaces y a que el canal de comunicaciones proporcioanba un rendimiento muy superior que el de la HF. Al comienzo de la década de los 80, los avances logrados en el campo de los sistemas antisatélite, convencen a los expertos militares de que una acción enemiga podría poner fuera de servicio con relativa facilidad y rapidez los enlaces vía satélito. Lo anterior ha incitado el interés de la OTAN por poseer un sistema de comunicaciones híbrido HF/satélite capaz de seguir funcionando aún en el caso de fallo de los satélites. En este artículo se presenta un nuevo Sistema Digital Avanzado de Comunicaciones en HF, cuyo funcionamiento está basado en las técnicas de Espectro Ensanchado, lo cual le proporciona gran robustez al multicamino y baja probabilidad de interceptación. El sistema está basado en una configuración con DSP's capaz de implementar cualquier tipo de modulación; también, ofrece la posibilidad de medir algunos parámetros del canal de comunicaciones que son de interés, tales como la dispersión temporal y el ancho de bando Doppler.

BackgroundResistance is a major cause of virologic failure in HIV‐1‐infected patients; genotypic analyses optimize salvage therapy but technical constraints limit testing in plasma viral load (pVL) below 1000 copies/ml. Nevertheless a great amount of patients are failing therapy with a persistent low viral load, it is possible to obtain genotypic information at lower viremias although slight modifications are required during genotype standard procedures.ObjectiveTo assess genotypic resistance in HIV‐1‐infected patients with persistent low level viremia and virologic response after switching to genotype‐guided salvage therapy. To evaluate viral selection of mutation when previous genotypic information were available.Study designCohort prospective study in which eligible patients were at least 18 years old, provided informed consent, were on HAART for at least 12 months with two consecutive pVL between 200–999 copies/ml after achieving and maintaining viral suppression (two pVL <50 copies/ml). Modifications in genotype standard procedures included a larger volume of starting plasma, concentrating the sample by centrifugation and higher viral RNA input. Resistance was defined as the detection of any NRTI, NNRTI or PR major resistance mutations. Virologic response was assessed 12 weeks after salvage therapy.ResultsEighteen patients, 50% male, median age 52, median CD4 405 cells/mm3, median pVL 596 copies/ml, median of number of previous regimens 5, 17 (94%) with successful genotype. Resistance mutations were detected in 14 patients (77%). All patients had NRTI mutations, four patients had NNRTI mutations and ten patients had PR mutations, most common mutations were M41L, D67N, M184V, K103N, M46I, I47V, I54V and L90M. Of these fourteen patients, nine started a genotype‐guided salvage regimen and presented a pVL < 50 copies/ml after 12 weeks of follow up. For two patients there was previous genotypic information highlighting the selection and accumulation of resistance mutation during persistent low level viremia.ConclusionIn this group of heavily pretreated patients with persistent low viremia, a high frequency of genotypic resistance was observed; obtaining genotypic information may prevent further accumulation of resistance mutation and preserve future therapeutic options.

Abstract
In March 2021, the European Food Safety Authority (EFSA) published the report 'Technical assistance in the field of risk communication', outlining four key areas for advancing scientific evidence to cover knowledge gaps in food safety related risk communication research. The four areas covered included: (1) false information related to food safety (2) effectiveness of transparency initiatives (3) insights into consumer trade‐offs related to risks and benefits (4) linking factors behind perception and behaviour. The successive EFSA theme paper on 'Evidence‐based risk communication in the EU food system' clarified the scope and objectives within each research area. Building on the findings in these two publications, an action Roadmap was developed which delves deeper into these areas and identifies key challenges and knowledge gaps through rigorous desk research, literature reviews, and interviews with key stakeholders. The produced roadmap outlines eight project proposals each addressing specific needs and covers all the four areas. By implementing the proposals outlined and described throughout the report, EFSA will be able to further improve risk communication including cooperation and engagement with its stakeholders in the EU food safety ecosystem. Each proposal details suggested activities to be performed, expected impact, potential challenges, collaboration and cooperation opportunities and is supported by SWOT and PESTLE analyses. Finally, a prioritisation strategy is presented for the implementation of the proposals within and across the four research areas in the short and medium term.

The NEXT collaboration: et al. ; The Neutrino Experiment with a Xenon TPC (NEXT) searches for the neutrinoless double-beta (0νββ) decay of 136Xe using high-pressure xenon gas TPCs with electroluminescent amplification. A scaled-up version of this technology with about 1 tonne of enriched xenon could reach in less than 5 years of operation a sensitivity to the half-life of 0νββ decay better than 1027 years, improving the current limits by at least one order of magnitude. This prediction is based on a well-understood background model dominated by radiogenic sources. Luri, Xavier, et al. (Gaia Collaboration) ; [Context] This work is part of the Gaia Data Processing and Analysis Consortium papers published with the Gaia Early Data Release 3 (EDR3). It is one of the demonstration papers aiming to highlight the improvements and quality of the newly published data by applying them to a scientific case. [Aims] We use the Gaia EDR3 data to study the structure and kinematics of the Magellanic Clouds. The large distance to the Clouds is a challenge for the Gaia astrometry. The Clouds lie at the very limits of the usability of the Gaia data, which makes the Clouds an excellent case study for evaluating the quality and properties of the Gaia data. [Methods] The basis of our work are two samples selected to provide a representation as clean as possible of the stars of the Large Magellanic Cloud (LMC) and the Small Magellanic Cloud (SMC). The selection used criteria based on position, parallax, and proper motions to remove foreground contamination from the Milky Way, and allowed the separation of the stars of both Clouds. From these two samples we defined a series of subsamples based on cuts in the colour-magnitude diagram; these subsamples were used to select stars in a common evolutionary phase and can also be used as approximate proxies of a selection by age. [Results] We compared the Gaia Data Release 2 and Gaia EDR3 performances in the study of the Magellanic Clouds and show the clear improvements in precision and accuracy in the new release. We also show that the systematics still present in the data make the determination of the 3D geometry of the LMC a difficult endeavour; this is at the very limit of the usefulness of the Gaia EDR3 astrometry, but it may become feasible with the use of additional external data. We derive radial and tangential velocity maps and global profiles for the LMC for the several subsamples we defined. To our knowledge, this is the first time that the two planar components of the ordered and random motions are derived for multiple stellar evolutionary phases in a galactic disc outside the Milky Way, showing the differences between younger and older phases. We also analyse the spatial structure and motions in the central region, the bar, and the disc, providing new insightsinto features and kinematics. Finally, we show that the Gaia EDR3 data allows clearly resolving the Magellanic Bridge, and we trace the density and velocity flow of the stars from the SMC towards the LMC not only globally, but also separately for young and evolved populations. This allows us to confirm an evolved population in the Bridge that is slightly shift from the younger population. Klioner, S. A., et al. (Gaia Collaboration) ; [Context] Gaia Early Data Release 3 (Gaia EDR3) provides accurate astrometry for about 1.6 million compact (QSO-like) extragalactic sources, 1.2 million of which have the best-quality five-parameter astrometric solutions. [Aims] The proper motions of QSO-like sources are used to reveal a systematic pattern due to the acceleration of the solar systembarycentre with respect to the rest frame of the Universe. Apart from being an important scientific result by itself, the acceleration measured in this way is a good quality indicator of the Gaia astrometric solution. [Methods] Theeffect of the acceleration was obtained as a part of the general expansion of the vector field of proper motions in vector spherical harmonics (VSH). Various versions of the VSH fit and various subsets of the sources were tried and compared to get the most consistent result and a realistic estimate of its uncertainty. Additional tests with the Gaia astrometric solution were used to get a better idea of the possible systematic errors in the estimate. [Results] Our best estimate of the acceleration based on Gaia EDR3 is (2.32 ± 0.16) × 10-10 m s-2 (or 7.33 ±0.51 km s-1 Myr-1) towards α = 269.1° ± 5.4°, δ = -31.6° ± 4.1°, corresponding to a proper motion amplitude of 5.05 ±0.35 μas yr-1. This is in good agreement with the acceleration expected from current models of the Galactic gravitational potential. Antoja, T., et al. (Gaia Collaboration) ; [Aims] We aim to demonstrate the scientific potential of the Gaia Early Data Release 3 (EDR3) for the study of different aspects of the Milky Way structure and evolution and we provide, at the same time, a description of several practical aspects of the data and examples of their usage. [Methods] We used astrometric positions, proper motions, parallaxes, and photometry from EDR3 to select different populations and components and to calculate the distances and velocities in the direction of the anticentre. In this direction, the Gaia astrometric data alone enable the calculation of the vertical and azimuthal velocities; also, the extinction is relatively low compared to other directions in the Galactic plane. We then explore the disturbances of the current disc, the spatial and kinematical distributions of early accreted versus in situ stars, the structures in the outer parts of the disc, and the orbits of open clusters Berkeley 29 and Saurer 1. [Results] With the improved astrometry and photometry of EDR3, we find that: (i) the dynamics of the Galactic disc are very complex with oscillations in the median rotation and vertical velocities as a function of radius, vertical asymmetries, and new correlations, including a bimodality with disc stars with large angular momentum moving vertically upwards from below the plane, and disc stars with slightly lower angular momentum moving preferentially downwards; (ii) we resolve the kinematic substructure (diagonal ridges) in the outer parts of the disc for the first time; (iii) the red sequence that has been associated with the proto-Galactic disc that was present at the time of the merger with Gaia-Enceladus-Sausage is currently radially concentrated up to around 14 kpc, while the blue sequence that has been associated with debris of the satellite extends beyond that; (iv) there are density structures in the outer disc, both above and below the plane, most probably related to Monoceros, the Anticentre Stream, and TriAnd, for which the Gaia data allow an exhaustive selection of candidate member stars and dynamical study; and (v) the open clusters Berkeley 29 and Saurer 1, despite being located at large distances from the Galactic centre, are on nearly circular disc-like orbits. [Conclusions] Even with our simple preliminary exploration of the Gaia EDR3, we demonstrate how, once again, these data from the European Space Agency are crucial for our understanding of the different pieces of our Galaxy and their connection to its global structure and history. ; Smart, R. L., et al. (Gaia Collaboration) ; [Aims] We produce a clean and well-characterised catalogue of objects within 100 pc of the Sun from the Gaia Early Data Release 3. We characterise the catalogue through comparisons to the full data release, external catalogues, and simulations. We carry out a first analysis of the science that is possible with this sample to demonstrate its potential and best practices for its use. [Methods] Theselection of objects within 100 pc from the full catalogue used selected training sets, machine-learning procedures, astrometric quantities, and solution quality indicators to determine a probability that the astrometric solution is reliable. The training set construction exploited the astrometric data, quality flags, and external photometry. For all candidates we calculated distance posterior probability densities using Bayesian procedures and mock catalogues to define priors. Any object with reliable astrometry and a non-zero probability of being within 100 pc is included in the catalogue. [Results] We have produced a catalogue of 331 312 objects that we estimate contains at least 92% of stars of stellar type M9 within 100 pc of the Sun. We estimate that 9% of the stars in this catalogue probably lie outside 100 pc, but when the distance probability function is used, a correct treatment of this contamination is possible. We produced luminosity functions with a high signal-to-noise ratio for the main-sequence stars, giants, and white dwarfs. We examined in detail the Hyades cluster, the white dwarf population, and wide-binary systems and produced candidate lists for all three samples. We detected local manifestations of several streams, superclusters, and halo objects, in which we identified 12 members of Gaia Enceladus. We present the first direct parallaxes of five objects in multiple systems within 10 pc of the Sun. [Conclusions] We provide the community with a large, well-characterised catalogue of objects in the solar neighbourhood.
