With the introduction of the landing obligation in the EU common fisheries policy, there has been several initiatives to reduce unwanted catches of quota-regulated species. In this study, we present a flexible sorting grid as a potential solution for the problem of bycatch of saithe in the pelagic herring trawl fishery in the Skagerrak. The development of the grid was initiated by the industry and finalised through an industry-science collaboration project. The selectivity of the grid was evaluated through the use of an underwater camera system during conventional trawling with an industrial pelagic herring trawler. The results showed that the grid reduced the bycatch by more than 90%, from approximately 5% to 0.5% of the total catch. Given the scale of the pelagic fishery, this reduction could decrease unwanted bycatch of saithe by up to 1000 tonnes per year in the Skagerrak alone. These results were communicated to national industry and management representatives and to responsible EU management bodies and advisory councils. The work conducted within the project also drew interest at the yearly negotiations between EU and Norway. In their agreement for 2018, the EU and Norway agreed to establish a working group on technical measures in the Skagerrak tasked with reviewing selectivity of pelagic trawls as part of the terms of reference. However, in the agreed record of the delegations, the question of pelagic gear selectivity in the Skagerrak was a non-issue, although they concluded that the demersal bycatch can be substantial, that a sorting grid can reduce this bycatch and a sorting grid remains mandatory for Norwegian vessels in the Skagerrak. We argue that this result can be seen as a missed opportunity for the EU to reduce unaccounted bycatch in the Skagerrak and ensure better implementation of the landing obligation.

The cod fisheries in the Baltic Sea were among the first EU fisheries with a full implementation of the EU Landing Obligation (LO) or so-called 'discard ban', phased in from 2015 onwards. This chapter describes key aspects for the successful management of Baltic cod such as the long history of scientific data collection for stock assessment and cod management as well as a well-documented history of work aimed at increased selectivity in cod trawls. We then analyse how the scientific data used for stock assessment has been affected by the LO and how the knowledge of Baltic cod selectivity has been used and developed since its introduction. We conclude that in spite of many good prerequisites, the introduction of the LO in Baltic cod fisheries has been unsuccessful and has failed to deliver any of the expected benefits. Data quality for stock assessments has deteriorated, discarding of cod has not decreased despite a reduced minimum size and there are no indications of increased gear selectivity in the fishery. Finally, we propose potential explanations for this failure and recommend actions that may be needed to make the Landing Obligation more successful.

The northern shrimp (Pandalus borealis L.) stock in the Skagerrak is shared by Sweden, Norway, and Denmark. Although the fishery is regulated by an annual agreement between the EU and Norway, there are also national regulations as well as differences in fleet composition and shrimp markets. In early 2014, the World Wildlife Fund gave all Skagerrak shrimp a red light in their seafood consumer guide, which led to an extensive debate, especially in Sweden, about the sustainability of this fishery. The aim of this study was to quantify a set of indicators that together give a broad picture of the sustainability of the three fisheries to provide an objective basis for a discussion on needed measures. The different indicators concerned environmental, economic or social aspects of sustainability and were quantified per tonne of shrimp landed by each country in 2012. The Danish fishery was most efficient in terms of environmental and economic indicators, while the Swedish fishery provided most employment per tonne of shrimp landed. Fuel use in all fisheries was high, also when compared with other shrimp fisheries. Interesting patterns emerged, with smaller vessels being more fuel efficient than larger ones in Sweden and Norway, with the opposite trend in Denmark. The study also demonstrated major data gaps and differences between the countries in how data are collected and made available. Various improvement options in the areas data collection and publication, allocation of quotas and enforcement of regulations resulted. Product-oriented studies could be useful to follow-up performance of fisheries over time and to identify how to best utilize the Skagerrak shrimp stock. This could involve evaluating novel solutions in terms of technology and management, based on current and future scenarios aiming to maximize societal benefits generated from this limited resource, at minimized environmental impacts.

Under hösten/vintern 2015/2016 genomförde sekretariatet för selektivt fiske,vid institutionen för akvatiska resurser (SLU-Aqua) tillsammans med svenskt yrkesfiske, nio projekt inom ramen för regeringsuppdraget selektivt fiske. Den övergripande målsättningen för alla projekt inom selektivt fiske är att underlätta införandet av den landningsskyldighet som beslutats i och med reformen av EU:s gemensamma fiskeripolitik. Projekten syftade därför till att minska oönskad fångst i svenskt fiske antingen genom att utveckla befintliga fiskemetoder (framförallt inom trålfiske) eller genom att utveckla alternativa fiskemetoder (främst passiva redskap såsom fällor och burar). 1. Projektförslagen prioriterades och beslutades av en särskild styrgrupp på Havs- och vattenmyndigheten (HaV), varefter SLU-Aqua upphandlade utförare och agerade projektledare. Vinnande part ansvarade sedan för att anskaffa och utveckla respektive projektidé enligt projektplanen med stöd från sekretariatet. Projekten avslutades genom en vetenskaplig utvärdering där personal från SLUAqua deltog i ett experimentellt fiske där det nyutvecklade redskapets fångstegenskaper dokumenterades och analyserades under kommersiella fiskeförhållanden.

The potential for exemption from the European Union (EU) Common Fisheries Policy's (CFP) landing obligation (discard ban), where high discard survival can be demonstrated, has identified the need for scientific guidelines to conduct discard survival assessments. Robust estimates of discard survival can be used to justify exemptions from the landing obligation and inform on levels of post-release fishing mortality, which can then be accounted for in stock assessments. The Working Group on Methods for Estimating Discard Survival (WGMEDS) set out to review and update ICES guidance on Methods to Estimate Discard Survival and complete meta-analyses of discard survival evidence to investigate variables influencing survival, with a view to influencing survival through modified fishing practices. We also explored the demand for ongoing monitoring requirements to inform on discard survival and took a proactive approach to sharing discard survival estimates with those working in stock assessment so that new evidence could be applied more widely. In the past three years, the considerable investment in research in to discard survival, specifically from EU countries, has continued. The main outputs from WGMEDS include enhancements to the ICES guidance on how to quantify discard survival. This has supported the work of group members to estimate discard survival in a variety species-fishery combinations, including Nephrops, mackerel, plaice, common sole, eels, rays, much of which has been put forward as evidence to support exemptions from the EU discard ban. A critical review framework developed by WGMEDS has been used by the EU Scientific, Technical and Economic Committee for Fisheries (STECF) to assess the quality of discard survival evidence for proposed exemptions. There has been a high impact of work produced by the members of the group – specifically in multiple new EU regulated exemptions from the landing obligation. This has permitted fishers to continue discarding defined species and so assisting the implementation of the EU discard ban. Future work is expected to focus on applying discard survival estimates in stock assessments. This would include developing guidance to assist assessment expert groups to determine whether available survival studies can be applied. It would require reviewing and assessing the quality and confidence in available discard survival estimates and exploring the potential to combine the results of survival studies so the effect of different variables could be accounted for in estimating an overall best survival estimate. Ultimately, we would aim to include estimates of discard survival in catch scenarios in the ICES advice sheets.
