The paper qualitatively infers which factors allow public administrations to be quick when an emergency, such as the COVID-19 pandemic, occurs. For this purpose we analyze the same type of intervention (i.e. conversion of convention centers into makeshift hospitals for coronavirus patients) in two different geographical settings (i.e. New York (USA) and Milan (Italy)) and we trace the two processes on the basis of a systematic analysis of national newspaper articles.The comparative analysis reveals that there is no one single best way to manage emergencies successfully, and it sheds light on which conditions might drive different modes of intervention from the public sector in emergencies and beyond.

PurposeThe aim of this paper is to outline the sets of factors influential on the implementation of public management reform in the politico‐administrative context of Italy.Design/methodology/approachProvides a combination of different research designs, multiple case studies on regional governments.FindingsSome broad sets of factors affecting implementation of public management reform have been identified They include: characteristics of the administrative tradition and features of the politico‐administrative context; the design of the reform package and the coalition of interests sustaining the reform; behavioural triggers; and the building over the time of management capacity at the level of individual public sector organisations.Research limitations/implicationsResearch limitations include the availability of empirical evidence given the width of the phenomenon under investigation, as well as the broader caveats that apply to researching vast and complex problems like those concerning management reforms at nation‐wide level. Some implications for the development of a broader comparative research agenda on countries in the Napoleonic administrative tradition are proposed.Originality/valueProvides an interpretation of the dynamics of the process of implementation of public management reforms in Italy by combining a plurality of theoretical sources.

Dans le présent article, notre intention est de décrire l'état actuel de nos connaissances dans le domaine du leadership du secteur public afin de proposer des orientations pour la recherche et la pratique. À cette fin, nous passons en revue les différents courants de la littérature sur le leadership du secteur public (PSL, pour « Public Sector Leadership ») et les classons dans un cadre unique. Les résultats de notre étude indiquent que le leadership du secteur public devient peu à peu un domaine distinct et autonome dans les études sur l'administration publique/la gestion publique, même si le débat est encore peu développé par rapport aux études sur l'administration des affaires. Les compétences en leadership jouent bel et bien un rôle important dans l'amélioration de la performance des organisations du secteur public, et il est très probable que le style de leadership optimal soit un style intégré : les responsables du secteur public doivent se comporter essentiellement comme des responsables transformationnels, qui tirent modérément parti de leurs relations transactionnelles avec leurs exécutants et qui reconnaissent avant tout l'importance du maintien de l'intégrité et de l'éthique dans l'exécution des tâches. Remarques à l'intention des praticiens La présente étude sur le leadership public indique que les responsables administratifs dans le secteur public se comportent différemment de leurs homologues du secteur privé et que des programmes de développement du leadership s'imposent, qui prennent en considération ces différences plutôt que de simplement copier des programmes destinés aux responsables du secteur privé.
