This article addresses, through "aggregate themes," the development of Mexico-US relations during the Zedillo administration: (1) the so-called "peso crisis" of late 1994-early 1995, which virtually overrode all other items of the new administration's agenda, both in the international & domestic arenas; (2) friction arising from the Helms-Burton Act, the US intent to increase economic pressure on Cuba; (3) migration, which became a priority as a result of domestic factors in the US (economic cycles, elections); (4) the war on drugs, especially the certification process; & (5) development of trade relations within a NAFTA framework, US apprehension as a result of the Zapatista uprising, & results of the election that determined Zedillo's successor.
