Communities living in coastal regions are vulnerable to flooding, salinity intrusion, and natural hazards. This is aggravated by climate change. In order to reduce this vulnerability, governments have invested heavily in developing coastal infrastructures. One type of infrastructure development regards polders (i.e., pieces of land previously subject to permanent or temporal overflow that are now surrounded by embankments that prevent inundation). The impact of polderization on livelihood vulnerability is not straightforward and is therefore still poorly understood. In order to analyze such impacts, we present a comparative case study of four polders in Bangladesh that are characterized by varying societal circumstances, hydrological conditions, hydrological interventions, and different levels of community response to polderization. How does livelihood vulnerability vary temporally and spatially in polders, and what explains such variation? We use data collected via 162 surveys, 40 semi-structured interviews, and secondary research to analyze trends in the scores of the livelihood vulnerability index. Based on our analysis, we argue that after accounting for interactions amongst variables like hydrological conditions, hydrological interventions, community response, and other societal factors, livelihood vulnerability is lower in polders characterized by higher community involvement in using hydrological interventions to control the flow of saline water

Coastal regions are most susceptible to the effects of climate change. To increase infrastructure-resilience of such regions, reduce livelihood-vulnerability of people living in such regions and equip them with appropriate livelihood strategies, governments have invested heavily in coastal infrastructure such as polders. This research is focused on the polders of Bangladesh. The effectiveness of Bangladesh's polders is disputed. No large-scale, evaluative, quantitative analysis of polders has yet been conducted. There is also only a limited number of evaluative studies on the factors which affect livelihood strategies, livelihood-vulnerability or infrastructure-resilience in polders. Therefore, the research question guiding this research is: What factors affect livelihood strategies, infrastructure-resilience, and livelihood-vulnerability in the polders of Bangladesh? These questions are answered by drawing on propositions from the Sustainable Livelihood Approach (SLA) using statistical analysis of a dataset of 137 polders. This dataset has been created from 76 survey-based interviews, secondary research and geo-spatial analysis. It is hypothesized that under different contextual settings, different combinations of livelihood resource endowments, lead to different combinations of livelihood strategies. These combinations of livelihood strategies lead to different outcomes after being moderated by different institutional, and political settings, under different contextual settings. This research demonstrates that various kinds of conflict-related and rule-making variables affect sustainability outcomes. Relationships proposed by the SLA are statistically significant and are generalizable across a large number of heterogeneous sites. Geological, geomorphological, climatic and hydrological conditions also affect livelihood decisions of polder-residents and also affect the condition of polder-infrastructure.

We address the development of policy by polycentric governance configurations, taking Caribbean overseas territories and their advancements on invasive alien species (IAS) policy as an example. The British, Dutch, and French islands in the Caribbean address this matter to different degrees, which we analyzed through differences in their type of polycentric governance configuration with their respective European counterpart. We employ a continuum ranging from predominantly polycentric to predominantly monocentric governance configurations to characterize the three case studies. Based on semistructured interviews with government actors, park managers, and NGO employees on Anguilla, Guadeloupe, and St. Eustatius, plus a literature study, we characterize St. Eustatius as highly polycentric and Guadeloupe as becoming increasingly polycentric. Anguilla cannot be considered either of the two, given the virtually absent involvement of the UK. Policy development on IAS showed most progress in Guadeloupe, whereas in Anguilla and St. Eustatius, IAS management is ad hoc. Within these cases, the hampering effect of dispute about the functioning of the configuration was clear. For Guadeloupe, increasing autonomy to decide on policy priorities within a coherent system where standards are set and ample resources made available appears conducive to policy development. That same balance inherent to polycentric systems between autonomy and coherence is hard to strike for St. Eustatius, and currently mainly perceived as a trade-off, hampering policy development. By discussing these three cases, this study illustrates how different polycentric configurations can affect policy development.

In the last decade, many authors have observed shifts from government to governance in the environmental policy domain. However, a clear conceptual framework to differentiate between modes of environmental governance is lacking and our understanding of when, how and why environmental governance changes from one mode to another is limited. In this paper we propose such a framework and we illustrate its usefulness by applying it to two environmental policy sectors in the Netherlands: urban environmental policy and policy regarding sustainable production and consumption. We show how the application of our framework leads to detailed, replicable and comparable claims about character and intensity of shifts in environmental governance. From this analysis, we conclude that character and intensity of shifts in environmental governance vary significantly. Furthermore, we show that modes of governance build on rather than completely replace one another. Finally, we point to a number of possible explanations for shifts in environmental governance, recognized in literature and in practice. We conclude with some suggestions for further research.

Abstract Reindeer herding (RDH) is a livelihood strategy deeply connected to Sami cultural tradition. This article explores the implications of two theoretical and methodological approaches for grasping complex socioenvironmental relationships of RDH in Subarctic Sweden. Based on joint fieldwork, two teams – one that aligns itself with political ecology (PE) and the other with social-ecological systems (SES) – compared PE and SES approaches of understanding RDH. Our purpose was twofold: 1) to describe the situation of Sami RDH through the lenses of PE and SES, exploring how the two approaches interpret the same empirical data; 2) to present an analytical comparison of the ontological and epistemological assumptions of this work, also inferring different courses of action to instigate change for the sustainability of RDH. Key informants from four sameby in the Kiruna region expressed strong support for the continuation of RDH as a cultural and economic practice. Concerns about the current situation raised by Sami representatives centered on the cumulative negative impacts on RDH from mining, forestry and tourism. PE and SES researchers offered dissimilar interpretations of the key aspects of the RDH socio-economic situation, namely: the nature and scale of RDH systems; the ubiquitous role of conflict; and conceptualizations of responses to changing socioenvironmental conditions. Due to these disparities, PE and SES analyses have radically divergent sociopolitical implications for what ought to be done to redress the current RDH situation.
