Este trabajo pretende contribuir al debate del postcapitalismo mediante una aproximación histórica, se analizan las características y variables que inciden en los procesos de transición del capitalismo al postcapitalismo.

This paper has as the objective to analyze the evolution and dynamic concept of democracy asan argument of legitimacy of government action.It begins with the analysis of the model of democracy sustained in the values of the politicaland economic liberalism as a form of politicalorganization capable to equilibrate individualaspirations. The Republican model of democracyis centered in the construction of a public spacefor citizenship participation. Citizenshipparticipation is limited exercised through of arepresentative democracy or plenty in theparticipative democracy. Among dysfunctionalof democratic exercise it is analyzed the delegative democracy and the limited scope that has hadthe social democracy. Finally it is concluded withthe emergency of post national posdemocracywhich stretches the ties between the ideology offree market which leads to the neoliberal politicaleconomy and liberal democracy. Thisposdemocracy manifests as a transnationaleconomic democracy which promotes free marketand the neoliberal and postmodern values atglobal and cosmopolitan scale, to justify theadvancement of economic globalization processes. ; Este trabajo tiene por objetivo analizar el concepto evolutivo y dinámico de la democracia como argumento de legitimidad de la acción de los gobiernos. Se inicia con el análisis del modelo de la democracia sustentada en los valores del liberalismo político y económico como una forma de organización política capaz de equilibrar las aspiraciones individuales. El modelo republicano de democracia se centra en la construcción de un espacio público para la participación de los ciudadanos. La participación ciudadana se ejercita limitadamente a través de una democracia representativa o a plenitud en la democracia participativa. Entre las disfuncionalidades del ejercicio democrático se analiza la democracia delegativa y los alcances limitados que ha tenido la socialdemocracia. Finalmente, se concluye con la emergencia del pos-democracia postnacional que estrecha los vínculos entre la ideología del libre mercado que orienta a la política económica neoliberal y la democracia liberal. Esta pos-democracia se manifiesta como una democracia económica transnacional que promueve el libre mercado y los valores del neoliberalismo y la posmodernidad a escala global y cosmopolita, para justificar el avance de los procesos de globalización económica

The aim of this article is to analyse the functions of the new local government to give response to social demands, promote development and regulate public services. From a defi nition of the concepts of sovereignty and autonomy of the new local government, it reconfi gures a new governance structure of local governments that implies more citizen participation in the decision-making processes and the formulation of public policies, by facilitating processes of decentralisation of functions, and mechanisms for coordinating public services. Finally, the article analyses the implications on the governance of the social engineering of the new local government. ; Este trabajo, tiene como objetivo analizar las funciones del nuevo gobierno local para dar respuesta a las demandas sociales, promover el desarrollo y regular los nuevos servicios públicos. A partir de una delimitación de los conceptos de soberanía y autonomía del nuevo gobierno local, se reconfigura una nueva estructura de gobernabilidad de los gobiernos locales que implica una mayor participación ciudadana en los procesos de toma de decisiones y la formulación de las políticas públicas, mediante la facilitación de procesos de descentralización de funciones y mecanismos coordinadores de servicios públicos. Finalmente se analizan las implicaciones en la gobernabilidad de la ingeniería social del nuevo gobierno local.

En las últimas tres décadas, han surgido diversos proyectos sociales que tienen como eje la interculturalidad y la educación intercultural. Investigadores, movimientos sociales, organizaciones de la sociedad civil y diferentes gobiernos han asumido la interculturalidad como un espacio desde el cual articular las diferencias. En este texto se busca conocer cómo se trabaja la interculturalidad y la vinculación comunitaria en la Universidad de la Tierra con sede en Oaxaca, México (Unitierra, Oaxaca). El análisis se hace a través de entrevistas semi estructuradas realizadas a 5 especialistas en educación comunal e intercultural y 11 actores clave de la Universidad de la Tierra, además de la revisión de documentos y la observación directa a partir de dos breves estancias en la Unitierra, Oaxaca. En este espacio se practica una interculturalidad crítica de la homogenización cultural y se recupera el saber de las comunidades y sus modos de vida para producir un intercambio de conocimientos y un "diálogo de vivires" reflejado en prácticas concretas con la comunidad. ; In the last three decades, various social projects have emerged that have interculturality and intercultural education as their axis. Researchers, social movements, civil society organizations, and different governments have assumed interculturality as a space from which to articulate differences. This text seeks to know how interculturality and community bonding are worked at the Universidad de la Tierra, Oaxaca, Mexico (Unitierra, Oaxaca). The analysis is done through semi-structured interviews with 5 specialists in the community and intercultural education and 11 key actors from the Universidad de la Tierra, in addition to document review and direct observation from two brief stays at Unitierra, Oaxaca. Este trabajo pretende analizar las principales contribuciones de Richard H. Thaler a la ciencia de la economía del comportamiento, las cuales han sido consideradas para otorgarle el Premio Nobel Sveriges Riksbank de Economía en 2017. Sus aportaciones incorporan la psicología en los procesos de tomas de decisiones económicas apartándose de la racionalidad instrumental y la teoría de la elección racional para contribuir a la generación de una nueva perspectiva en la teoría económica y en la política económica. El método empleado es fundamentalmente el analítico-descriptivo basado en una revisión de sus principales publicaciones realizadas. Finalmente se concluye que Thaler y sus colaboradores ejercen una infl uencia relevante al generar un nuevo marco de referencia para explicar y predecir resultados económicos desde un acercamiento del comportamiento racional limitado, la teoría de contabilidad limitada y el modelo de planeador-hacedor bajo el concepto de empujón o nudge, el cual tiene un impacto en el diseño e implementación de las políticas públicas.

This research aims to analyze the model of entrepreneurial inclusive civic culture created and developed in the Zapopan Agro-Ecological Park (PAZ). Based on the need to rescue vacant urban land use with the participation of residents residing in the surrounding colonies, social movements, civil society, and local government, they have designed and implemented actions to create PAZ (PEACE). The Zapopan Agro-Ecological Park is an area of green innovation where in addition to the cultivation of vegetables, vegetables, medicinal plants, and decoration under relations of cooperation, trust and community support, the formation of social capital that sustains a culture of peace based on environmental sustainability activities. The results of the implementation of this project, born from bottom of the social and power structures, constitute a significant experience in the regeneration of public spaces and green areas that provides greater economic efficiency in terms of family income, a greater relevance of equity, inclusion and social justice and improvement of environmental sustainability. It is concluded that Zapopan Agro ecological Park is a model of entrepreneurial inclusive civil culture. This park marks a milestone in the regeneration of public spaces with a project of social and environmental relevance.

The aim of this study is to critically analyze the implications in terms of the relationship between cooperation, conflict, and institutional capital, as well as their interactions with trade marketing and environmentally sustainable development policy making under the framework of NAFTA. The methodology is based on a literature review aimed to create a relationship between the analytical variables in order to obtain a research construct. This research model is used to critically analyze the implications in terms of cooperation and conflict relationships as institutional capital and their interactions with trade-marketing and environmentally sustainable development policy making. It is concluded that, although the existence of NAFTA is severely questioned, its institutional capital has positive effects on the implications of trade-marketing; however, environmentally sustainable development proves to be conflictive and highly contentious, although some positive effects are developing.

This paper aims to critically analyze the structure and the new culture of public administration paradigm named as the new administration or public management of public organizations. The main challenge is to try to explain why the dysfunctional management practices in the structure and the new culture of public organizations that are copied from focusing on administrative processes management practices of private organizations model. In doing so, it has been reviewed the literature in general from the perspective of neo-institutionalism on this subject and by using the method of critical analysis of organizations. More than dysfunctions, in this work the main challenges and worries to the implementation of the paradigm of management or governance are identified. Despite the theoretical -methodological nuances of the new institutional economy and its implications for economic theory, it is inadequate to describe only subtly strategies of the private management. This paper presents an original approach to the critical analysis of new public management. The revision of the paradigm of new public management is carried out essentially in the methodological steps needed to question and identify the action of the state in the administration of organizations and public agencies, by applying the specific management practices, based on the theoretical and methodological framework of the new institutionalism critical criteria.

The objective of this essay is to analyze the tendencies of transformation of the State, the governability and governance under the influence of the emergence of the neo-colonial- Imperial state, the resistance movements and collective action that result from the crisis of the development model. Special emphasis is given to the implications of these variables on the Latin American States. Finally, the article marks the most salient components of the ideal profile of the Newly Emergent State. ; Este trabajo tiene como objetivo analizar las tendencias de las transformaciones del Estado, la gobernabilidad y la gobernanza durante la emergencia del neocolonialismo del Estado imperial, los movimientos de resistencia y la acción colectiva que derivan en la crisis del modelo de desarrollo. Especial énfasis se hace en las implicaciones que estas variables tienen en los Estados latinoamericanos. Finalmente, se delimitan los principales componentes del perfil ideal del nuevo Estado emergente.

Este trabajo pretende presentar algunas reflexiones en aproximación al análisis organizacional desde la perspectiva del pensamiento de Nobert Elias. La principal motivación emerge del hueco existente en la literatura teórico-metodológica y empírica que fundamente al análisis organizacional desde los promisorios supuestos de la sociología figuracional centrado en un modelo de la evolución de los procesos psicogenéticos y psicosociales en las relaciones interpersonales de la realidad social, para fecundar las diferentes teorías de las organizaciones y explicar las transformaciones sociales. Este análisis se desprende a partir de las reflexiones de las obras Procesos de Civilización y La Soledad de los Moribundos de Norbert Elias. Se avanza la conclusión de que las formas de organización del poder en las organizaciones se sustentan en el grado de desarrollo evolutivo psicogenético y psicosocial de los individuos, en sus interrelaciones y conflictos entre sí y con las prácticas sociales en su contexto específico, para alcanzar determinados niveles de desarrollo que van de las sociedades con organizaciones e instituciones en barbarie a sociedades civilizadas en donde las relaciones de poder entre los individuos, las organizaciones y el Estado se fundamentan en el pleno ejercicio de los derechos humanos, económicos, civiles, políticos y sociales. ; This paper intends to present some reflections in an approach to the organizational analysis from the perspective of the thought of Nobert Elias. The main motivation emerges from the existing gap in theoretical-methodological and empirical literature that bases organizational analysis from the promising assumptions of figurational sociology centered on a model of the evolution of psychogenetic and psychosocial processes in the interpersonal relationships of social reality, to fertilize the different theories of organizations and explain social transformations. This analysis is derived from the reflections of the works "The civilizing process" and "The Solitude of the Dying" of Norbert Elias. It is concluded that the forms of organization of power in organizations are based on the degree of evolutionary psychogenetic and psychosocial development of individuals, their interrelationships and conflicts with each other and with social practices in their specific context, to reach certain levels of development ranging from societies with organizations and institutions in barbarism to civilized societies where the power relations between individuals, organizations and the State are based on the full exercise of human, economic, civil, political and social rights. ; Facultad de Periodismo y Comunicación Social

This paper on the question of the concept, role and functions of State, attempts to critically analyze recent developments and transformations. It is assumed that all existing State models to date are in ideological crisis that challenges the concept of State. The problem is that the empirical evidence of the role and functions of the State or the State system are different from a standpoint of a range of spheres of government, which generate the multiple requirements of the regulatory activity of the State. In the discussion some questions are identified and proposals that may be useful for analyzing the transformation of the State are formulated.

Este trabajo tiene por objetivo analizar el agravamiento de los problemas de la administración y las políticas públicas en el Estado latinoamericano para delinear las posibles soluciones. Desde una perspectiva histórica de análisis se inicia haciendo una revisión al sistema político, el constitucionalismo latinoamericano, la evolución de la política económica en América Latina y su impacto en el crecimiento económico y el desarrollo social principalmente en las crisis financieras y presidenciales latinoamericanas. También se analizan las generaciones de reformas del Estado enfatizando los programas de ajuste estructural, estabilización económica, apertura comercial, privatización, la política de competencia en la promoción de la competitividad y se determinan los grandes desafíos de América latina y el Caribe: Pobreza y desigualdad, democracia participativa, política social y modernización del Estado Social. Posteriormente se analiza el impacto de las reformas de la segunda generación: La reforma institucional del Estado y el desarrollo de las instituciones, descentralización, implantación y fortalecimiento de mecanismos de gobernabilidad. Finalmente se analiza el rol que tiene la sociedad civil y la tutela del hermano mayor en el agravamiento de los problemas del Estado, la administración y las políticas públicas.ABSTRACTThis paper has the aim to analyze the aggravating of problems in public administration and policies in the Latin American State to draw the possible solutions. From a historical perspective of analysis it begins reviewing the political system, the Latino American constitutionalism, the evolution of the economic policy in Latin America and its impact in the economic growth and social development mainly in the Latin American financial and presidential crisis. Also it analyzed the generations of State reforms emphasizing the structural adjustment programs, economic stabilization, commercial openness, and privatization and political competition in the promotion of competitiveness and it is determined the big challenges of Latin America and the Caribbean: Poverty and inequality, participative democracy, social policy and modernization of Social State. Later it is analyzed the impact of second generation reforms: The institutional State reform and institutional development, decentralization, implementing and strengthening of governance mechanisms. Finally it is analyzed the role that has the civil society and tutoring of the big brother in the aggravating of the State problems, public administration and policies.

Este trabajo tiene como objetivo analizar, de manera crítica, la estructura y la cultura actual del paradigma de la administración estatal, denominada nueva gestión o gerencia pública de las organizaciones. Se intenta explicar el porqué de la disfuncionalidad de las prácticas gerenciales, en la estructura y la cultura vigente de las organizaciones públicas, copiadas de un modelo centrado en los procesos administrativos, que hace parte de las prácticas de gestión de organizaciones privadas. Para hacerlo, se revisó la literatura respectiva, desde un enfoque neoinstitucionalista del tema, y se empleó el método de análisis crítico de las organizaciones. Más que disfuncionalidades, en este trabajo se señalan los principales cuestionamientos y preocupaciones frente a la implementación del paradigma de gerencia o gestión pública. Como conclusión central, se cuestiona la estructura y la nueva cultura del paradigma de la nueva gestión pública, teniendo en cuenta que ha embestido, con fuerza, el incipiente Estado de Bnestar, dando lugar a lo que se ha denominado nueva gobernanza instrumental, que lleva a que muchas de las funciones de política social sean desmanteladas o trasladadas a las organizaciones del mercado, con fines de lucro, o a las organizaciones sociales con funciones meramente asistenciales, altruistas y de beneficencia pública.
