Investigation of the conditions under which formal stakeholder consultations of the Directorate General Energy of the European Commission can help integrate climate change policy in energy policy in the European Union suggests that stakeholder consultations that aim at producing soft law and binding recommendations are rather insular, have low diversity of participants, and do not integrate climate change issues. Current changes in the science system, conceptualized as cyberscience, Mode 2 knowledge production or Triple Helix, have been debated heavily these last decades. This paper rearticulates these debates by studying the ways in which the emergence and use of ICTs have conditioned changes in the science system. We analyse these changes, based on empirical studies and theoretical conceptualizations, as an interaction at three levels: researching, scientizing and politicking. The analysis suggests that the main result of the use of ICTs in sciences is an additional layer of communication, providing heterogeneity on top of established patterns and allowing a recombination of new and established elements. Concepts of radical discontinuity in sciences are rejected and policy implications are offered on the basis of the analysis.

In this paper we explore the possibility of using Web links to study collaborations between organisations, combining the results of qualitative analysis of interviews and quantitative analysis of linking patterns. We use case studies of scientific intermediaries, that is, organisations that mediate between the science system and other social actors (the market, the government etc) and argue that it is becoming increasingly important for such intermediaries to use the Web to indicate their strategic alliances. We analyse links between these organisations, together with primary sources such as organisational charts and internal reports, and find that these organisations indeed use outlinks to point to their collaborators and more specifically outlinks from specific depths. This supports our argument that links can be used to study the developments in science and the environment of scientific intermediaries. We discuss these findings in terms of their relevance for science studies and webometrics.

There is a huge gap between demand and supply of finance for energy transitions, and the financial and economic crisis have had a negative impact in the already meagre funds for transforming the energy system towards renewable sources. In this paper we explore whether crowdfunding for renewable energy, as a novel sociotechnical practice developed in a niche, has the potential to break through and transform both the energy and the financial regimes, utilising the Multi-Level Perspective theory. We empirically investigate crowdfunding platforms linked to renewable electricity projects in the Netherlands. The main conclusion is that the volume of crowdfunding today is low, but the dynamic of these projects holds potential. There is limited indication of learning processes until now, as well as limited support from regime actors, pointing at a low level of niche stabilization and break-through potential, which may however be related to the early stage of development of crowdfunding in the Netherlands. On the other hand, the heterogeneity of crowdfunders is very promising. Platforms dedicated to renewable electricity exclusively, and with an investment based business model seem to be the most successful. We show how governmental market regulation and support mechanisms are shaping crowdfunding as a business model, and discuss the implications for other countries.

Methods A structured literature search was combined with literature found in reference lists of peer reviewed papers (the snowball method). In total, 267 publications were analyzed using scientometrics analyses (discipline clustering analysis and co-citation analysis) followed by a qualitative analysis and interpretation. Results The scientometrics analysis shows an amalgam of disciplines that publish on our research topic. Five clusters of authors were identified based on similarities in the references used: post-normal science, science and technology studies, science policy studies, politics of expertise and risk governance. The content of the clusters demonstrates that authors in different clusters agree that the role of experts is influenced by the type of problem (simple or complex) and by other parties (the public and stakeholders). However, opinions vary on the extent to which roles can vary and the necessity to explicate different viewpoints. Discussion and conclusions Publications on scientific experts who provide policy advice affirm that such experts should and do hold different roles, depending on the type of problem and factors such as values held by the expert and the type of knowledge. We conclude that research on expert roles has remained mostly theoretical. Existing theories about science systems can be used to study real policy advice processes. Most theories are well elaborated, but empirical proof for the described changes, roles and processes is limited.

The role and design of global expert organizations such as the Intergovernmental Panel on Climate Change (IPCC) or the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) needs rethinking. Acknowledging that a one-size-fits-all model does not exist, we suggest a reflexive turn that implies treating the governance of expertise as a matter of political contestation.
