In legal science and practice, the term "legal regulation" often denotes various phenomena. This leads to a violation of the logical law of identity and theoretical difficulties. The article presents a description of four independent approaches to legal regulation: functional, narrow cybernetic, power-based, and content-specific. The functional understanding of legal regulation presents it as a kind of impact of the law on public relations, during which legal consequences arise, that is, changes in the rights, legitimate interests and obligations of subjects of law, narrow cybernetic - as the movement of administrative legal information from its generators to addressees, power-based - as the activities of a powerful subject to use legal means within the framework of procedures to ensure the onset of legal consequences; content and industry - as a set of texts of legal regulations, systematized by industry criterion. Each approach has a tradition of application. A functional understanding of legal regulation is the most conceptual and practically grounded.
The military aggression features as a function of status rank are analyzed. It was established that the conscripts compared with a group of mercenaries and warrants tend to exercise more physical aggression, the total value оf their aggressiveness and decision is higher. Contract servicemen, alongside with a high enough level of physical aggression, also have higher indicators of suspicion and index of agressiveness, and the highest comparing with the other groups hostility index and level of aggression. The group of warrant officers as compared with the other groups has more severe forms of aggression such as indirect aggression, irritability, resentment, suspicion and guilt. This category of personnel is also characterized by higher rates of aggression and hostility, aggressiveness level and the total value of aggressiveness and decision. ; Проаналізовано особливості прояву агресії у військовослужбовців залежно від статусного рангу. Встановлено, що солдатам строкової служби, порівняно із групою контрактників та прапорщиків, притаманна схильність до прояву фізичної агресії та сумарне значення агресивності й директивності. У військовослужбовців-контрактників, поряд із достатньо високим рівнем фізичної агресії, відзначено вищі, ніж у солдатів строкової служби показники підозрілості й індексу агресивності, а також найбільші серед інших груп індекс ворожості та рівень агресивності. У групі прапорщиків, порівняно з іншими групами, більше виражені такі форми агресії, як опосередкована агресія, роздратованість, образливість, підозрілість, почуття провини. Для цієї категорії військовослужбовців характерні вищі, ніж в інших респондентів, показники індексів агресивності та ворожості, рівень агресивності та сумарне значення агресивності й директивності.
The Kola Peninsula in northwest Russia is one of the most important economic regions in the circumpolar North. The region contains valuable natural resources, including a wide variety of mineral and fish resources, and is proximate to the large gas fields of the Barents Sea. A large population, industrial complexes, and military infrastructure are also characteristic of the region. The Kola Peninsula developed rapidly during the Soviet period (1917-92) under the principles of socialist development policy. This policy favoured extensive resource extraction and industrialization and resulted in increased northern settlement, much of it involuntary. Soviet development policy prompted the opening of new mines and the construction of smelters and refining facilities, while Soviet military policy necessitated the establishment of large military basing operations. Resource development and processing have led to severe environmental damage in the region and beyond. La région contient de précieuses ressources naturelles, y compris une grande variété de ressources minières et de poisson, et elle est proche des champs gaziers de la mer de Barents. Cette région se caractérise aussi par une forte population, ainsi que par la présence de complexes industriels et d'une infrastructure militaire. La presqu'île de Kola s'est développée rapidement au cours de l'ère soviétique (1917-1992), selon les principes des politiques socialistes de développement. Ces dernières, qui mettaient l'accent sur une intensification de l'exploitation des ressources et de l'industrialisation, ont accru la colonisation - en grande partie forcée - dans le Nord. Les politiques soviétiques de développement ont amené l'ouverture de nouvelles mines et la construction de fours de fusion et de raffineries, tandis que les politiques militaires soviétiques ont rendu nécessaire l'édification d'importantes installations pour des bases militaires. L'exploitation et le traitement des ressources ont causé dans la région immédiate et au-delà de sérieux dommages écologiques. An object of investigation is pointed - the metal articles being in water and exposed to pulse laser treating. The purpose of research was the investigation of the processes occurring near the metal target treated by pulse laser radiation with flux density ∼106 W/cm–2. The results of the experimental investigation of the pulse laser treating of a led target being in water are described. The process of steam and gas plume generation on the surface of the irradiated metal was investigated experimentally. The features of steam and gas plume form and dimensions evolution on different stages of the process (even after completion of laser treating of the material) were investigated. It is shown that when using GOR-100M operating in free oscillating regime (pulse duration 1.2 ms, laser radiation flux density ∼106 W/cm–2), the form of a crater developed on the irradiated target surface being in water essentially differs from the topography of the crater developed on the analogical target surrounded by air at normal pressure (105 Pa). It is pointed in the conclusions that the substantial difference of the forms of crater surfaces developed as a result of processing of the identical targets being in water or air by laser pulses with the identical parameters , determines by principally different character of plasma and steam and gas mixture flow in the mentioned cases.
Описано підхід до побудови геометричних поверхневих та розрахункових (дискретних) моделей бойових машин легкої категорії ваги для подальшого використання при побудові тривимірних тактичних діаграм, що є необхідним для вирішення задачі аналізу рівня захищеності цих бойових машин від стрілецької зброї. Перелічено основні рівняння для розрахунку основних контрольованих параметрів бронекорпусу бойових машин легкої вагової категорії, які є необхідними для подальшої роботи алгоритму. Наведено результати геометричного моделювання сучасних бойових машин легкої вагової категорії, що стоять на озброєнні Збройних Сил України. Проведено порівняльний аналіз геометрії бронекорпусів різних машин та бронекорпусу БТР-80, створеного за різними методиками. На основі створених геометричних моделей розроблено розрахункові моделі, наведено їх приклади, для цього запропоновано використовувати алгоритми та інструментарій методу скінченних елементів. Розроблена методика створення та опису моделей бронекорпусів бойових машин легкої категорії ваги, сукупно з методикою побудови геометрії місцевості, дає змогу перейти безпосередньо до побудови тривимірних тактичних діаграм, що є напрямом подальших досліджень. ; The current work was carried out during the continuation of work on improving the three-dimensional tactical diagrams calculation methodology, and is aimed at describing of the methodology for creating of geometric and computational models of military vehicles armored corps. The paper presents requirements for geometric and computational models, a mathematical and information model for hull of combat vehicles that are in service with the Armed Forces of Ukraine describing, as well as the results of its creating. Also the results of a comparison of the bod hullof BTR-80, BTR-3, BTR-4 vehicles belonging to the same class are given. Comparison of the models of the hulls according to the classical and the proposed method is given. The use of the proposed methodology, mathematical model and developed design models will allow to obtain more accurate results in the construction of three-dimensional tactical diagrams, and, as a consequence, to conduct a more accurate and adequate analysis of the level of protection of lightly armored vehicles from the destruction of small arms. The proposed methodology, in contrast to existing ones, will allow further to take into account the availability of additional reservations and to analyze not only the machine as a whole, but its individual elements and parts, which makes it possible to solve the task of providing the required level of security in a more precise and flexible manner. In conjunction with previously published materials on modeling the geometry of the terrain, accounting for additional reservations, and the principles of determining tactical solutions, you can go directly to the description of the complex mathematical model, which will be published later. ; Описан подход к построению геометрических поверхностных и расчетных (дискретных) моделей боевых машин легкой категории веса для дальнейшего использования при построении трехмерных тактических диаграмм, что необходимо для решения задачи анализа уровня защищенности этих боевых машин от стрелкового оружия. Перечислены основные уравнения для расчета основных контролируемых параметров бронекорпуса боевых машин легкой весовой категории, необходимые для дальнейшей работы алгоритма. Приведены результаты геометрического моделирования современных боевых машин легкой весовой категории, стоящих на вооружении Вооруженных Сил Украины. Проведен сравнительный анализ геометрии бронекорпусов различных машин и бронекорпуса БТР-80, созданного по разным методикам. На основе созданных геометрических моделей разработаны расчетные модели, приведены их примеры, для этого предложено использовать алгоритмы и инструментарий метода конечных элементов. Разработанная методика создания и описания моделей бронекорпусов боевых машин легкой категории веса, в совокупности с методикой построения геометрии местности, дает возможность перейти непосредственно к построению трехмерных тактических диаграмм, является направлением дальнейших исследований.
The results of the structural studies and hardness measurements of the samples obtained by high pressure torsion processing of melt-spun ribbons of Al95.8Mn3.8Fe0.4 alloy are presented in the paper. It has been established that straining of the ribbons results in refinement of microstructure and in the increase of microstrain which leads to increase in microhardness by 2.2 times.
The results of the structural studies and hardness measurements of bi-and three-layer samples obtained by high pressure torsion of melt-spun ribbons of Al-based alloys with amorphous and crystalline structures have been presented. It has been established that straining of amorphous ribbons results in formation of nanocomposite structure while that refinement of crystalline structure and increase of microstrains takes place in crystalline ribbon. It has been found that the hardness of the consolidated samples increases with the increase of the deformation level up to 4,7 GPa.
