Introduction. The article presents the results of studying the problem of interaction between science and diplomacy, the analysis of scientific diplomacy in domestic and foreign practice. The purpose of the article is to analyze scientific diplomacy as a phenomenon within the framework of he state's foreign policy and as a form of public diplomacy. Methods. The methodological basis of the study was general scientific methods, such as analysis, synthesis and generalization; empirical level methods: observation, comparison, grouping; special research methods. Results and Discussion. The article sets forth the interpretation of the concept of scientific diplomacy by various authors, reviewed its «classical» areas, conducted a retrospective analysis of scientific diplomacy in Russia. The article highlights and describes the features characteristic of the domestic practice of using scientific diplomacy at the present stage of development. In particular, the author gives the examples of joint projects implementation, carries out an analysis of information on the joint publications of Russian and foreign scientists stimulating international cooperation in science and technology, which is one of the goals of science diplomacy. Conclusion. The author has given recommendations for improving the mechanism for implementing and widely introducing into national practice the basics of scientific diplomacy for the purpose of strengthening international cooperation and the national goals of the state.

The article discusses the issues of calculating the Active Ageing Index in Russia and its regions. It presents an overview of the existing approaches to assessment, highlights their advantages and disadvantages. The main drawback of the considered approaches is the unavailability of data for calculating the index — statistical observations and surveys used are carried out irregularly or not for all subjects of the Russian Federation. An alternative approach to assessment of the Active Ageing Index in the regions of Russia is proposed. The information base for calculating the index is data tracked on a regular basis annually for all subjects of the Russian Federation. The index calculating is based on five indicators grouped by three dominants (health, labor activity and safety). The index indicators are selected according to five criteria. Construction of the Active Ageing Index includes four consecutive stages. To obtain normalized indicators, threshold values are set — minimum and maximum. The proposed approach to the construction of the Active Ageing Index was tested on data for 2020. The results of the assessment showed that not all subjects of the Russian Federation have successfully implemented measures in the field of active ageing, and the results are uneven. No subject of the Russian Federation has reached the fixed threshold (target) values for all indicators of the Active Ageing Index. This approach to assessment allows, firstly, to regularly identify shortcomings of the regional target indicators and inconsistency of the regional policy goals with the national goals and requirements of international organizations; and, secondly, to compare regions by how they cope with achieving results in active ageing in order to identify the best practices.

Introduction.The article discusses various historical examples of symbolic spaces – spaces of the existence of an image – to consider how representation systems are arranged in them and how they set the tone for the complex process of creating an image of a person. The author does not consider the image as a conscious construct, which is completely dependent on this external system, but supposes that it is important to research it for a deeper understanding of the modern version of symbolic space and all complex and interrelated processes in it. Thus, the article provides theoretical grounds for a legitimate comparison of practices of the Internet and social media representation with the practices of the past which unfolded in specific, semiotic toposes: Egyptian murals in tombs, the ancient city, a medieval temple, and a European text of the Modernity.Methodologyandsources.The theoretical basis of this research is on the contact of a number of approaches to the analysis of the image and image systems: representationst, phenomenological, philosophical-anthropological, (post)structuralist. The author uses works in historical, cultural and art studies in the respective eras as soursces of information on individual spaces of representation of the past (B. Manley, M. Bird, D. Yu. Dorofeev, V. Svetlov, S. Zotov, M. Maizuls, M. Foucault and others). The author relies on detailed descriptions of public spaces, identifies and compares their characteristic features. Resultsanddiscussion.Having examined the main features of a number of symbolic spaces of the past, the author shows how they inevitably affect the process of building an image, creating the system of representation. In this sense, both "city" and "text" are presented in the article as concepts, semantic fields and structures, and not as physical objects. The author comes to the conclusion that there is no so much novelty of the modern processes of symbolic exchange on the Internet, as it is usually declared. Most of the actual space`s features which today are called new are found in other spaces and other times. Polyphony, the visual component, one-to-many and many-to-many message addressing, active use of "ready-made" markers and symbolic "blanks", the iconic character of the signs used – these features of modern communication in the Internet space seem to be new only in comparison with communication within the framework of the New European text. These features are quite applicable to the ancient city and to the medieval temple.Conclusion.The author shows a strong similarity of the modern Internet precisely with an ancient city and a medieval temple, while the text of the Modernity differs from them, and that creates the "novelty" of the current situation. This does not diminish interest in modern practices of representation since their specificity does not necessarily have to be built through the position of innovation which was valuable in the culture of the Modernity.

The article is devoted to the study of approaches to the definition of the concept of "job function" and its key features of the position. Based on the results of the research of scientists in this field, as well as taking into account the current legislation, new characteristic features of this concept of the work function of the employee are distinguished, as well as differentiation from other related concepts. Different approaches of scientists to definition of the concept of "position" are described. Also, attention is drawn to the fact that the posts are different in their sectoral purpose. All positions in public authorities are divided into administrative, political, and patronage. These types of positions are distinguished in accordance with Presidential Decree "On the Strategy of Civil Service Reform in Ukraine" of April 14, 2000 No. 599/2000. It is noted that the position plays an important role in the conclusion of the employment contract, it is not an integral part of the enterprise, institution, organization and constituent of the respective system of positions. This system is of great importance both for the professionalization of the apparatus and for raising the level of competence of employees, it motivates citizens to acquire certain knowledge and skills to perform a certain job, to occupy a certain place in administrative structures, to acquire certain official and personal rights. The author emphasizes that in practice the problem remains unaddressed regarding positions not defined in the Classifier of Occupations. The essence of this problem is that in practice there are quite often cases where the employer hires an employee and appoints him to a position such as office manager, accountant-cashier, etc., which is not reflected in the Classifier of Professions. ; Статтю присвячено дослідженню підходів до визначення поняттю «трудова функція» а також її ключової ознаки посади . Спираючись на результати дослідження науковців даній галузі, а також з урахуванням чинного законодавства, виокремлено нові характерні ознаки даного поняття трудової функції працівника, а також здійснено відмежування від інших суміжних понять. Описано різні підходи науковців до визначення поняття «посади». Також звернено увагу на те, що посади бувають різні за своїм галузевим призначенням. Всі посади в органах державної влади поділяються на адміністративні, політичні, патронатні. Ці типи посад виокремлено відповідно до Указу Президента України «Про Стратегію реформування державної служби в Україні» від 14 квітня 2000 року № 599/2000. Зазначено, що посада відіграє важливу роль при укладенні трудового договору, вона є не від'ємною частиною підприємства, установи, організації і складником відповідної системи посад. Ця система має велике значення і для професіоналізації апарату, і для підвищення рівня компетентності працівників, вона мотивує громадян на здобуття певних знань і навичок для виконання певної роботи, заняття певного місця в управлінських структурах, придбання певних службових і особистих прав. Автор наголошує на тому, що на практиці залишається не вирішеною проблема відносно посад, які не визначені в Класифікаторі професій. Суть цієї проблеми полягає в тому, що на практиці досить часто зустрічаються випадки, коли роботодавець приймає працівника на роботу і призначає його на посаду таку як офіс- менеджер, бухгалтер-касир тощо, яка не відображена в Класифікаторі професій.

The article is devoted to the study of doctrinal approaches to the definition of the key element ofthe labor function, as a profession.
